Abstract

The high poverty rate in Pasuruan Regency caused by Covid-19 has resulted a high demand for an effective strategy from the local government. The purpose of this study is to examine the strategies to alleviate poverty caused by the Covid-19 pandemic in Pasuruan Regency. This research is a descriptive research conducted through a qualitative approach with relevant primary and secondary data sources. The results of the study found that the Pasuruan Regency government tried to improve the welfare of the poor who were affected by the Covid-19 pandemic by preparing a poverty alleviation program strategy in collaboration with the relevant agencies. The program to reduce the burden of spending and strengthen the creative economy by the Social Service and the Office of Cooperatives and MSMEs is the most effective program for the success of poverty alleviation. This study also found that identification of target groups is a prerequisite component for the success of poverty alleviation programs, and the need for more roles from stakeholders to increase the effectiveness of poverty alleviation programs. Thus, the program prepared by the Pasuruan Regency Government needs to be carried out optimally accompanied by the role of stakeholders to increase the effectiveness of the program to alleviate poverty due to the Covid-19 pandemic.

Abstract

Reform is an essential management effort expected to give good results in the system and structure. Effective reform of the information network of interpersonal communication. Most research has studied the structure and importance of public service delivery, but the interaction between network members. Yet the increased growth in public management has resulted in the growth of a network of actors operating in an interdependent manner, collectively producing public services. In addition, the experience of the reform process in several countries also reveals that employee reform is mainly influenced by the political interaction of bureaucrats and politics. This study aims to determine the relevance of 38 districts/cities in East Java in the urban reform index. The analytical method used is spatial autocorrelation. The analysis results show the relationship between several regions in East Java in the employee reform index. Namely Malang City and Sidoarjo Regency in 2018, Sampang Regency in 2018, and Situbondo Regency and Sampang Regency in 2020. The development of the implementation of Regency/City Government reforms in East Java in 2018-2022 continues to increase, although not yet. Abstract

Public demands on the government as the public sector encourage the government to continue to innovate and improve the quality of public services. One of the efforts to improve service quality is the application of good governance. The application of good governance has been claimed to increase the accountability of the performance of government agencies, which could be interpreted as an instrument for evaluating the achievement of public services to the community. It gave birth to the Government Agency Performance Accountability System (SAKIP) with a legal basis starting with Presidential Instruction No. 7 of 1999. This law is being updated to Presidential Regulation No. 29 of 2014. The implementation of the SAKIP assessment that was carried (that was carried) out throughout Indonesia, including Malang City. This study was conducted to determine the performance of Malang City government agencies as one of the regions of East Java, with a dense population. The purpose of this study was to determine the effect of good governance principles on improving the quality of government agency performance. The research was conducted using the literature study method by reviewing the official website of the local government and other literature. The results of the study conducted showed the results of SAKIP Malang City got satisfactory results with the predicate A. These results expected to be a motivation for other local district governments to continue and improve the quality of performance of government agencies.

Abstract

Bureaucratic reform contains areas of change in the management of the human resources of the apparatus itself, which aims to create an effective and efficient bureaucracy. Researchers will review in depth the mechanisms and results of the performance of the Ngawi district government in carrying out development tactics before and during the pandemic, and performance achievements after the regional economic recovery period. This study uses a qualitative approach that focuses on efforts to increase the value of regional SAKIP through thematic regional development. Thematic regional development is adjusted to regional potential and regional superior programs, where Ngawi Regency focuses on regional potential, namely agriculture, trade, and industry. The results of the study indicate that in carrying out development tactics before and during the pandemic, and the achievement of performance after the regional economic recovery period, which is seen from three sectors namely Agriculture, Trade, and Industry, it was found in the last 5 (five) years experienced fluctuating performance.
