Abstract

Penelitian ini menjelaskan upaya pengendalian intervensi spesifik dalam implementasi kebijakan pencegahan stunting di Kabupaten Malang di tengah gejolak kasus COVID-19. Saat pemerintah berupaya menekan angka prevalensi stunting, refocusing anggaran menuntut prioritas penanganan COVID-19. Dinas Kesehatan Kabupaten Malang selaku leading sector kebijakan pencegahan stunting menemui hambatan pelaksanaan intervensi gizi spesifik secara periodik. Tenaga medis di lapangan seperti Petugas Gizi Puskesmas, Bidan Desa, dan Kader Pembangunan Manusia juga kewalahan karena dipaksa beradaptasi dengan pandemi COVID-19, tanpa melepas kewajibannya untuk menyelenggarakan pelayanan intervensi gizi spesifik secara berkala melalui posyandu dan kunjungan rutin. Ketersediaan pelayanan kesehatan publik melalui posyandu setiap bulan tidak berjalan dengan pasti. Sebagai akibat dinamika tingkat penyebaran COVID-19 yang berbeda di setiap wilayah. Selain itu, adanya pembatasan kunjungan pasienn ke puskemas dan ketakutan masyarakat untuk melakukan konsultasi rutin mengharuskan petugas bergerak menjangkau kelompok sasaran intervensi. Penelitian ini menggunakan metode kualitatif deskriptif. Hasil penelitian menjelaskan perlunya serangkaian regulasi mendetail sebagai panduan teknis pada setiap aspek pengendalian dalam implementasi pelayanan intervensi gizi spesifik sebagai upaya pencegahan stunting di Kabupaten Malang meliputi: pengendalian biaya, pengendalian tenaga mendis, pengendalian ketersediaan pelayanan kesehatan, serta pengendalian secara administratif dan biroktatif.

Abstract

Bureaucratic reform contains areas of change in the management of the human resources of the apparatus itself, which aims to create an effective and efficient bureaucracy. Researchers will review in depth the mechanisms and results of the performance of the Ngawi district government in carrying out development tactics before and during the pandemic, and performance achievements after the regional economic recovery period. This study uses a qualitative approach that focuses on efforts to increase the value of regional SAKIP through thematic regional development. Thematic regional development is adjusted to regional potential and regional superior programs, where Ngawi Regency focuses on regional potential, namely agriculture, trade, and industry. The results of the study indicate that in carrying out development tactics before and during the pandemic, and the achievement of performance after the regional economic recovery period, which is seen from three sectors namely Agriculture, Trade, and Industry, it was found in the last 5 (five) years experienced fluctuating performance.

Abstract

The level of accountability for the performance of the Malang City Government in recent years has increased significantly, so a strategy is needed so that the value of accountability continues to increase. The purpose of this study is to provide an overview of strategies for improving accountability and performance management in the government in Malang City. The results of this study are strategies for increasing accountability and performance management in the Malang City Government, including the Regional Apparatus Organization conducting satisfaction surveys on the community in each of its services periodically, the need to strengthen SOPs (Standard Operating Procedures) in public services, increasing adjustments to standards and review programs by involving the community (citizen charter), increasing the level of intensity of coordination between regional devices in order to improve public service innovation, providing and managing community complaints facilities, encouraging service innovation in every regional apparatus, and socializing service evaluation policies on a regular basis.

Abstract

Previous studies about the dynamics of salt farming in Indonesia have shown several problems. One of the main problems is related to the management context of salt farming. An attempt to enhance salt farming management is to increase salt farmers empowerment. One of the policies declared by the government to overcome this problem is People’s Salt Business Program/ Program Usaha Garam Rakyat (PUGAR). This study aims to: (1) describe, explain and analyze the condition of the salt commodity supply chain in Pamekasan Regency, and (2) describe and explain a model of community empowerment of salt farmers in Pamekasan Regency with a value chains analysis approach, so that with this community empowerment model salt farmers in Pamekasan Regency can optimize positive impacts and minimize the negative impacts of salt business implementation in the regions aforementioned.This research uses qualitative research with a value chains analysis approach. Value chain analysis is the process by which a company identifies key activities and aids that add value to a product, then analyzes them to reduce costs or increase differentiation. The location of the study was conducted in Pamekasan Regency.The results of the research through value chain analysis show a diagram model of community empowerment of salt farmers in Pamekasan Regency, namely through the PUGAR program it has been running well in increasing the production and quality of salt commodities in Pamekasan Regency. Production activities up to salt distribution cannot be separated from the role of 3 stakeholders, including: government, private sector, and community. This study emphasizes the impact of stakeholder collaboration in community empowerment. The result of the research is expected could be used as a reference by stakeholders in formulating policies for the increase of farmers welfare.

Abstract

To increase a nation's prosperity, development must take into account three key factors. Initially, let's look at infrastructure. Infrastructure is crucial in boosting economic growth, with locations with enough infrastructure showing faster growth. The descriptive and qualitative approaches used in this study have the following two research focuses: infrastructure, society, and economy development in a village. The findings of this study show that infrastructure, social, and economic development in developing villages have not been adequately implemented and compatible. The areas where it is not completely implemented and compatible are those related to the construction of infrastructure, such as schools and road amenities. Lack of budgeting and communication issues between village heads and village officials when submitting the development program are to blame for some road facility building delays.

Abstract

Bawean Island is located 130 kilometers north of Java Island with an area of 200 square kilometers and a population of around 107,000. One aspect that needs to be considered on the Bawean island is the welfare of the community. The condition of human resources in Bawean Island is on average uneducated to a high level and with middle to lower economic conditions. Most of the livelihoods of the people of Bawean Island are farming, fishing or migrating abroad. Bawean Island has abundant natural resources, there are beaches, lakes, waterfalls, mountains and small islands, all of these natural objects can be developed into tourist locations. Tourism encourages economic growth in an area because it opens up many business opportunities and jobs that empower people.  Tourism potential can be seen as a solution to improve the welfare communities  on Bawean Island. This research focuses on extracting data and analyzing how the tourism sector is able to be a solution for increasing welfare in Bawean Island. The object observed was the development of a tourism village and the parties involved, namely the government and tourism-conscious community groups including empowered communities. This research provides information on the impact of tourism on increasing welfare by looking at the number of creative industry communities and empowered communities.

Abstract

This research describes a tool in assisting the supervisory function of local tax revenues to support the realization of targets on Regional Original Revenue. A device called a tapping box is present in the tax object registered on the local government server to be installed between the cash register and the printer. Every transaction will be recorded on a device that has been connected to the local government server so that when the reporting arrives, the taxpayer only deposits the nominal that has been listed. Although supervision is assisted by technology, local governments also conduct intensive supervision to follow up tax objects that take preventive actions. Various efforts of local governments in expressing and imposing sanctions such as quadruple nominal payments, and so on. The method in this study uses literature reviews sourced from journals and articles. It was found that some tax objects carried out the revocation of tapping boxes, doubling accounts.

Abstract

Governments have the responsibility to manage resources, design policies, and ensure equitable access to education. Participatory decisions and partnerships with various parties are also important aspects of this effort. With an effective role, the government can form an education system that is more inclusive, equitable, and relevant to the needs of the community, which in turn will have a positive impact on the development of future generations and the growth of the country as a whole. The purpose of this study is to describe and see the importance of improving the quality of education through the education administration system to be implemented as one of the benchmarks for education quality. The method used in this study uses a bibliometric approach with network analysis techniques that can describe the relationship of keywords with the main focus of the study. The results showed that the role of the government in improving the quality of education is a key factor in the formation of a quality education system. (1) Policy Formulation. Local governments have the authority to design education policies that suit the needs and characteristics of their region. This includes the development of local curricula, special education programs, and education-related regulations. (2) Provision of Access to Education. Local governments must ensure that all citizens in their areas have equal access to education.

Abstract

Sumber daya aparatur pemerintah menempati posisi strategis menentukan arah kemana suatu daerah akan dibawa. Sehingga pengembangan infrastruktur sebagai prioritas utama pemerintah daerah menghadapi sejumlah tantangan, termasuk keterbatasan anggaran, kekurangan sumber daya, penundaan proyek, dan dampak investasi infrastruktur. Penelitian ini menganalisis kesesuaian RENSTRA Pemerintah Daerah dengan kebutuhan infrastruktur dan dukungan terhadap inovasi, terutama teknologi. Metode penelitian kualitatif deskriptif dengan wawancara ASN mengungkap bahwa sebagian besar ASN mendukung pelaksanaan proyek sesuai RENSTRA, mencerminkan implementasi rencana strategis pemerintah daerah. Masih ada keprihatinan terkait dana pemeliharaan infrastruktur yang memerlukan alokasi yang memadai untuk jangka panjang. Pengaturan pagu di RENSTRA perlu disesuaikan dengan kebutuhan OPD. Evaluasi berkala dan penyesuaian dengan perkembangan kebutuhan menjadi kunci dalam keberhasilan pembangunan sesuai RENSTRA. Di Kabupaten Pamekasan, perlu fokus pada pengembangan infrastruktur jalan untuk mendukung pariwisata dan ekonomi. Partisipasi aktif masyarakat dalam perencanaan dan pelaksanaan proyek diimbangi dengan peran strategis BAPPEDA dalam mengkoordinasikan perencanaan infrastruktur dan alokasi anggaran. Pemantauan dan evaluasi yang terus menerus terhadap alokasi dana pemeliharaan infrastruktur menjadi penting untuk memastikan keberlanjutan proyek sesuai RENSTRA. Demikian, pembangunan infrastruktur yang sesuai dengan rencana strategis berdampak positif pada pertumbuhan ekonomi, kualitas hidup masyarakat, dan kesejahteraan komunitas. Upaya untuk perencanaan yang bijaksana, partisipasi masyarakat, dan alokasi dana yang memadai adalah langkah penting dalam mencapai tujuan ini.

Abstract

Due to a variety of causes, several settlements in the Sidoarjo Regency can be classified as developing. The first problem is infrastructure. In Penatarsewu Village, Tanggulangin District, there are many poor educational circumstances, especially in public primary schools. The second problem is a lack of community involvement in development. In this scenario, physical development is not always handled by the village council; locals can also get engaged by building village roads and fields. Another issue is the absence of Village-Owned Enterprises (BUMDes). The two research goals of this study, which uses qualitative technique and descriptive research, are the development of infrastructure, society, and the economy in developing villages. The Miles, Huberman, and Saldana model serve as the foundation for this study's data analysis technique Interviews, observation, and documentation were used as data gathering techniques in this study. The results of this study imply that in growing villages, infrastructure, social, and economic growth have not yet been fully realized and compatible. Infrastructure development, including the construction of roads and educational institutions, is an area where it is improperly carried out and incompatible. between village heads and local authorities when the development plans were submitted. The bulk of the classrooms at the school are in poor condition because of wall damage that has continued despite multiple restorations, and the teachers' inability to effectively instruct the pupils is the empowerment for the development of society.
