Abstract

This study aims finding out how the Policy for the Procurement of Goods and Services in the Era of the Covid-19 Pandemic in the Provsu Government Environment and to find out whether the regulations that support the discretion of the Policy on the Procurement of Goods and Services in the Era of the Covid-19 Pandemic in the Provsu Government are supported. Based on Law no. 30/2014 concerning State Administration which explicitly regulates discretion, it is important to conduct research related to discretion to see how to implement the right decisions in the policy of procurement of goods and services during the Covid-19 pandemic. The method used is descriptive research with a qualitative approach. The author interviewed 11 informants who represented the implementation of tasks in the Procurement of Goods and Services at the Governor's Office of North Sumatra Province. The results of this study are that the Covid-19 pandemic has changed the process of procurement of goods and services within the North Sumatra Provincial Government. There are many budget items that have been cut and refocused. Even so, the procurement policy still refers to the existing provisions. The discretionary policy for the procurement of goods and services has a reference in Presidential Regulation 16 of 2018 concerning Government Procurement of Goods/Services. In conditions such as the Covid-19 pandemic, certain conditions are called and policies can be carried out outside of existing habits. The factors that support and hinder the procurement of goods and services in the era of the Covid-19 pandemic are the availability of rules that support discretion to support, while the provisions of health protocols can be an obstacle.

Abstract

This study aims at finding out how the Supervision has been carried out by the Civil Service Police Unit in realizing the Spatial Planning of Illegal Buildings in Karo Regency and to find out whether the Supervision of Illegal Buildings in Karo Regency has been carried out by the Civil Service Police Unit to the maximum. The research method used by the researcher is a qualitative research that produces and processes descriptive data, such as interview transcripts, field notes, pictures, photos, video recordings, and others. Thus, the researcher tried to dig up information by interviewing several people involved in the research, namely: the Head of the Karo District Pamong Praja Police Unit, the Karo District Head of Public Order Unit and the Karo District Pamong Praja Police Unit Supervision Unit Head. The Civil Service Police Unit had a fixed procedure (protap) supervision in realizing spatial planning of illegal buildings in Karo Regency. Regional Regulations and Regent Regulations are the main reference in conducting supervision. The Karo District Civil Service Police Unit has carried out maximum surveillance of illegal buildings. They carry out socialization before taking firm action regarding illegal buildings. Then after receiving public complaints, a warning letter is issued, and if within 14 days it is not heeded, demolition is carried out.

Abstract

The problem of this study is how the role and duties of the Civil Service Police unit in the Guidance and Prevention of Students who are entangled in Affection Operations. The form of research is a descriptive qualitative approach. The research subjects are representatives of the Satpol PP (Pamong Praja Police Unit), parents of students who had been caught in the Affection Operation, and students who had been caught in the Affection Operation. Data collection techniques used are in the form of observation, interviews, and documentation. The results of this study are the role and duties of the Civil Service Police Unit in fostering and preventing students having a positive and major impact on eliminating the number of students who are entangled in Operation Compassion. So it can be concluded that the guidance and prevention carried out by the Civil Service Police Unit includes mental training such as lectures, memorizing Pancasila and the 1945 Constitution and physical training such as push-ups, running to clean the yard and bathroom. The obstacles in carrying out this task are the schedule of raids that are not in accordance with the school curriculum, students who are not aware of their actions and lack of parental attention, resistance from students who are arrested and the displeasure of the owner of the place where the arrests occur.

Abstract

Leadership is a process and activity that continues to develop so that individuals who are led carry out organizational activities according to the expected goals. The role of leaders in an organization is a measure of the success of the organization. Appropriate leadership can affect the process of an organization's activities towards achieving the desired goals. This study aims at (i) determining whether the leadership of the Head of Sub-District has an effect on the work discipline of the State Civil Apparatus in Namorambe District, Deli Serdang Regency. (ii) finding out what are the supporting factors and obstacles to the work discipline of the State Civil Apparatus in Namorambe District, Deli Serdang Regency. The form of this research is quantitative research. This research was conducted in the office of the Namorambe District, Deli Serdang Regency. Data collection techniques are through library research and field research. Types and sources of data carried out in this study are primary data and secondary data. The results of this study illustrate that the leadership of the sub-district head has a significant influence on the work discipline of the State Civil Apparatus in Namorambe District, Deli Serdang Regency. This is in accordance with the Pearson and Spearman's Rho correlation coefficient, which is between 0.40-0.70. The good relationship that was built by the Head of Sub-district, consistent sanctions and clear instructions were the supporting factors for the discipline

Abstract

This study aims to determine the performance of the Gobo Village Head in 2019 in managing the existing Village Fund. The main instrument used is the researcher himself because this research is a qualitative type. In addition, Village Fund management documents, cellphones, and interview sheets become additional instruments. Data were collected by documentation and interviews. The data that has been obtained is analyzed by adopting a reduction and data presentation stage which shows that the Gobo Village Head has carried out his role in accordance with the applicable rules. The results showed that the factors supporting the role of the Gobo Village Head in carrying out his role to manage the 2019 Village Fund were two internal factors (fixed income and village apparatus allowances, Village Government Operations, BPD Operations, Public Works and Spatial Planning, Settlement Areas), Energy and Mineral Resources Sector) and External Factors (Transfer Funds, District Government, Regency Government). The inhibiting factors for the role of the Gobo Village Head in carrying out his role to manage the 2019 Village Fund are internal factors (Village income sources, fixed income and allowances for the Village Head, Cultural and Religious Sector) and there are no external parties that hinder the role of the Village Head.

Abstract

The purpose of mapping the right strategy is to achieve the goals and objectives as expected and can also have a positive impact on the entire community through political education and increase public participation in democracy. The research method used is to find concrete answers in the field and to determine informants in order to obtain accurate information and data through interviews, documentation, research techniques and observation (observations). The research method is a qualitative approach with 15 informants. The conclusion is that the strategy carried out by the Democratic Party must go through a regulatory mechanism and be in line with the vision and mission of the Democratic Party. In addition, inhibiting factors, both internally and externally, also become obstacles in the process of determining the candidate pairs to be carried later in the Election of the Head of the Regional Head of South Nias in December 2020, they must also be coordinated with the DPD (Regional Representative Board) of the Democratic Party of North Sumatra. The community's response and the forms of participation provided by the community in the Election of the Head of the South Nias Region must choose a candidate pair who has a track record that is known by the community before giving their political choice and can run well and conducive.
