Abstract

Artikel ini menyoroti peran bapemas sebagai Tim Koordinasi, monitoring evaluasi dan pengendalian program desa mandiri kabupaten kutai kartanegara tahun 2013.Selanjutnya Keberhasilan Bapemas dan Pemdes dalam menjalankan program desa mandiri di desa bendang raya sebagai model program desa mandiri yangterlaksana sesuai indicator program.   Pendekatan yang digunakan melalui deskriptif kualitatif yang berfokus pada peran (koordinasi, Monitoring dan evaluasi), realisasi program Bapemas dan pemdes dalam mewujudkan desa mandiri di desa bendang raya melaluai pemberdayaayn aparatur, serta hambatan dan dukungan dari keberhasilan pelaksanaan program tersebut  Kata Kunci: Peran BAPEMAS, Pemberdayaan aparatur, Desa Mandiri.

Abstract

Persaingan keras di era globalisasi saat ini mendesak setiap negara harus mengembangkan inovasi dan kreativitas agar tidak tertinggal dengan negara lain. Yogyakarta misalnya, tidak lagi bersaing hanya dengan Bali, Bandung, atau Jakarta, tetapi juga sekaligus bersaing dengan Kuala Lumpur, Phuket, atau Singapura. Menyadari hal itu, Yogyakarta bangkit dengan membangun pemasaran wilayah (marketing place). Melalui brand image “Jogja Never Ending Asia” .Secara teoritis, penelitian ini mendeskripsikan bahwa sudah selayaknya setiap wilayah mempunyai konsep yang kuat. Konsep ini menjadi “ruh” atau blueprint yang memperkokoh pembangunan atau pemasaran daerah. Konsep yang dimaksud dimulai dengan mengarahkannya pada pembentukan branding daerah. Jenis penelitian ini adalah penelitian deskriptif kualitatif, dengan teknik pengumpulan data kuesioner, wawancara, observasi dan dokumentasi. Penentuan informan penelitian menggunakan metode purposive sampling, yaitu seseorang yang terlibat dalam proses lahirnya branding Jogja Never Ending Asia, seperti mantan pengurus IMA Chapter DIY, dan mantan Sekda Propinsi DIY, kemudian dilanjutkan dengan snowball sampling ke beberapa pihak yang dianggap memiliki informasi dan pengetahuan yang relevan tentang branding Jogja Never Ending Asia. Sedangkan responden dalam penelitian sebanyak 100 orang responden yang terdiri dari unsur pelaku usaha, masyarakat, mahasiswa, wisatawan nusantara, wisatawan mancanegara, dan dipilih sebagai sampel dengan metode simple random sampling (pengambilan sampel acak sederhana).Dari hasil penelitian diketahui bahwa krisis ekonomi Indonesia, otonomi daerah, dan globalisasi adalah faktor yang mendasari lahirnya brand. Alasan kalimat Jogja Never Ending Asia dipilih sebagai branding Propinsi DIY, adalah alasan kultural, komunitas pasar global, dan persaingan global. Branding ini tidak terimplementasi dengan baik karena sosialisasi yang tidak efektif, serta tidak adanya partisipasi dan koordinasi dalam proses lahirnya dan implementasi branding. Responden masih banyak yang belum mengetahui brand dan maknanya. Banyak pihak hanya menggunakan logonya saja tanpa disertai dengan pencantuman Never Ending Asia. Secara esensi, brand Jogja Never Ending Asia masih dianggap relevan karena dalam Rencana Pembangunan Jangka Panjang Daerah (RPJPD) Provinsi Daerah Istimewa Yogyakarta telah ditetapkan Visi Pembangunan Daerah yang akan dicapai pada Tahun 2025, yaitu menjadi terkemuka di Asia Tenggara dibidang Pendidikan, Budaya dan Tujuan Wisata.Kata Kunci : Pemasaran Daerah, Branding, Partisipasi dan Koordinasi

Abstract

To support the development of Kutai regency in the field of transportation required the competent staff of Department of Transportation. To realize Employees are competent, one of them through education and training. Training activities is the process of improving employee competencies through the transfer of knowledge, attitudes and skills to be capable to do the job. This study aims to determine the influence of Education and Training of Employee Competency. The research method using associative method with quantitative approach, the analysis of research data using simple regression formula, and hypothesis testing formula product moment correlation and t test. The sample in this study was 60 Employees. From the analysis of correlation Product Moment correlation is 0,556 (medium category). Because the count r price (0,556)> r table (0254), it was concluded that there is a positive and significant influence amounted to 0,556 between Competence Education and Training of Employees. Then the coefficient of determination (Rsquare) = 0.5562 = 0,309x100 = 30.87%, so the contribution of education and training of the Employee Competence amounted to 30.87%, while 69.13% Employee Competency explained by other variables. Furthermore, the results of calculations performed by t test obtained t arithmetic (4.398)> t table (1.671). Thus the hypothesis is accepted because it has been proven true, that t is greater than t table.Keywords: Education and Training, Competence

Abstract

The Child With Special Needs (ADD/ADHD) as Indonesian, has a right to access education. Education is everyone need, included The Child With Special Needs (ADD/ADHD). They need special service in education which suitable with their characteristics. SLBN Tenggarong which located in Kutai Kartanegara is a special school build for them. The research found that Inklusi’s school has not reserved in each district, less of teacher has special needs like therapy room, deafaid and others. Hopely, the policy can help them to have self-reliance to survive in society, self-defence for their self, so that people will not see them cynically in social life, know their talent, and there are some observers in Kutai Kartanegara who care about them.

Professionalism is the ability of the bureaucratic apparatus public in carrying out its duties and functions in an effective, responsive, innovative, and refers to the vision and mission of the organization. Employee dispensation is an important issue for local government apparatus to improve employee performance, the issuance of regent regulation no 46 of 2013 on discipline of employees in the environment of Kutai Kartenagara district government has consequences for high fees to form discipline behavior, but the reality of the field is different from the expected, While the establishment of disciplinary behavior is supported by the use of fingerprint attendance devices.Key word: discipline, performance

Abstract

AbstractThis research is aimed to analyze the behavior of voters in the regional head election of Kutai Kartanegara of 2015 by discussing the results of the survey and the results of the regional head election of Kutai Kartanegara Regency on December 9, 2015. Based on the research result, the high number of abstain (41.28%) in the election the regional head of Kutai Kartanegara Regency is caused party because of apathy and pragmatic attitude of the voters. While the victory of the candidate Hj. Rita Widyasari, Ph.D - Edi Damansyah is caused by the level of popularity, control of the bureaucratic network, and supported by the political parties the owner of the seat of DPRD Kutai Kartanegara Regency.Keywords: voter behavior, apathy, pragmatic

Abstract

Peran kepala desa meningkatkan sumber daya manusia di desa bendang raya sudah cukup baik, walaupun masyarakat yang tergabung dalam kelompok tani mengharapkan kepala desa bisa berperan lebih aktif lagi. Dan Peran kepala desa dalam Perencanaan Pembangunan yang sudah sangat baik. Walaupun kurangnya komunikasi dan perhatian antara desa dan kecamatan namun Peran kepala desa bisa mengajak masyarakat desa bendang raya untuk bersama dalam merencanakan pembangunan di desa bendang raya.Kata Kunci : Kepala Desa, Pemberdayaan, Masyarakat Miskin, Kab. Abstract

This study uses qualitative research methods, data collection techniques with interviews, the research subjects were structural official echelon IV District Department of Transportation Kukar by using purposive sampling. Based on the results obtained information that the work undertaken by all Structural Echelon IV Kutai District Department of Transportation is in conformity with the description of each task. In the implementation of the tasks of the entire Structural Echelon IV Kutai District Department of Transportation no overlap occurs between the work of structural official echelon IV. All job descriptions of all Echelon IV Structural Kutai District Department of Transportation has been implemented in accordance with their respective job descriptions.In general constraints/critical problems faced in the implementation of structural official job description Echelon IV Department of Transportation Regency, namely: job description that was too much and needed simplification to make it more clear. To help solve the problems faced by the Structural Echelon IV, therefore, based on these results, the authors suggest that to Mr. Head to immediately coordinate Secretary, the entire head of the whole Head of Sub Division and the entire Section Chief to evaluate the job descriptions each to be held in order to simplify further revision of job descriptions too much.Keywords: Evaluation, Job Description
