Abstract

Perlindungan merupakan salah satu bentuk kewajiban pemerintah untuk rakyat untuk menjamin keberlangsungan hidup melalaui implementasi Program Keluarga Harapan. Dalam Pelaksanaan Implementasi program ini pada sektor pubik dinergara indonesia sebagai bentuk jsminsn berupa bantuan untuk masyarakat. Secara umum tujuan dari program keluarga harapan ialah meminimalisir pembiayaan kebutuahan masyarakat, mengurangi angka kemiskinan secara bertahap, meningkatkan pembanguan ekonomi dalam mencipatakan kesejahteraan dan mengembangan pemanfaatan bantuan dalam segala bidang. Penelitian ini dilakukan untuk tujuan mengetahui dan mendiskripsikan implementasi kebijakan pada Program Keluarga Harapan di Desa Tamansari Kecamatan karanglewas Kabupaten Banyumas. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, dimana peneliti menggambarkan suatu masalah dalam penelitian yang dilakukan berdasarkan jawaban dari masalah tersebut. Adapun teknik pengumpulan data yang digunakan dalam penelitian ini yaitu: wawancara, observasi dan dokumentasi. Dari hasil penelitian yang dilakukan proses Implementasi kebijakan dalam pelaksanaan Program Keluarga Harapan pada berbagai aspek yang dilakukan belum sepenuhnya dilaksanakan oleh para aktor program baik pendamping, koordinator maupun kelompok masyarakat. secara umum perlu ada upaya oleh pemerintah untuk menjamin pelaksanaan Program keluarga harapan dapat mencapai tujuan sebagai wujud untuk mengupayakan peningkatan pemberdayaan ekonomi masyarakat, khususnya masyarakat dengan penghasilan rendah agar secara bertahap berdaya dalam pemenuhan kebutuhan masyarakat. Kata Kunci: Implementasi Kebijakan, Kesejahteraan Masyarakat, Program Keluarga Harapan.

Abstract

The research entitled "Netizen Court" against Public Service Maladministration aims to find out how the digital community (netizens) cares about public service maladministration in Indonesia. The method used in this research is the library research method with an analytical descriptive approach, which examines the norms related to maladministration in government actions and then compares them with field data. The data presented in this study are primary in the form of laws and secondary data in the form of articles and news from trusted media. Maladministration actions according to Law No. 37 of 2008 concerning the Ombudsman of the Republic of Indonesia are behavior or actions against the law, exceeding authority, using authority for other purposes than those for which the authority is intended, including negligence or neglect of legal obligations in the implementation of public services carried out by state and government administrators which cause material and/or immaterial losses to the community and individuals. Meanwhile, citizens as accessors and supervisors of public services who have carried out their duties, namely making complaints about maladministration actions according to procedures established by the government, did not get a satisfactory response from the government. Therefore, citizens find their way to express their frustration with maladministration by making trending topics on social media. A particular case that becomes a trending topic on various social media has proven to have a major impact on the quality of public services. Keyword: maladministration, netizens, viral,social media

Abstract

In previous research, several researchers argued that public sphere as a space for community participation can be a very influential approach in policy decision-making process. While the other researchers argue that public sphere is important informal space which connects people’s democratic rights with the process of making policies regarding to public wants. This paper uses qualitative approach, with the data collection technique is literature study. The writer analyzes 11 international articles and 3 national articles which is correlated to the influenxe of civil society ini public sphere towards public policy. Abstract

Tourism development is an effort to take advantage of regional potential. Aceh Province is an area that has natural resources to promote tourism with the concept of halal tourism. This research will discuss Collaborative Governance in realizing Halal Tourism in Aceh. This study aims to explain the management of the concept of halal tourism with the Collaborative Governance approach from Ansell and Gash's theory. This study uses a qualitative descriptive method with a literature study approach. The results of this study indicate that halal tourism in Aceh is carried out by (1) Looking at the initial conditions, in this case, the local government provides initial ideas related to halal tourism and is responded to by stakeholders; (2) Facilitative leadership, in this case, the local government tries to provide and facilitate the needs of the halal tourism program to stakeholders; (3) The institutional design, in this case, the regional government or the Aceh Tourism Office, uses the Aceh Qanun Number 8 of 2013 as a reference in the halal tourism program, and; (4) The collaboration process, in this case, the Aceh Tourism Office holds a meeting with stakeholders to discuss halal tourism. Abstract

Program Gerakan Kembali Bersekolah (GKB) di Kabupaten Brebes berawal dari IPM yang rendah di Provinsi Jawa Tengah yakni 64,16. Hal ini karena tingginya angka putus sekolah (ATS) di Brebes. Penelitian ini bertujuan untuk menganalisis relasi aktor dan tantangan dalam implementasi Program Gerakan Kembali Bersekolah di Kabupaten Brebes. Metode penelitian kualitatif ini menggunakan metode pengumpulan data dengan wawancara, observasi. Penelitian dilakukan pada bulan Mei tahun 2022. Analisis data penelitian menggunakan metode Miles Saldana dan Huberman. Hasil penelitian menemukan aktor yang terlibat pada players adalah Dinas Pendidikan Pemuda dan Olahraga serta Forum Masyarakat Peduli Pendidikan (FMPP). Dinas Pendidikan Pemuda dan Olahraga Kabupaten Brebes berperan penting karena program ini menjadi kewajiban dalam pelayanan dasar bidang pendidikan secara bertahap dan berkelanjutan, serta berkeadilan bagi seluruh masyarakat Brebes. FMPP merupakan lembaga khusus yang mengawal ATS kembali bersekolah. Relasi aktor yang terlibat dalam GKB ini dilakukan dengan melakukan rapat koordinasi per tiga bulan di tingkat desa. Rapat dilakukan untuk menyampaikan kendala di lapangan dan menyampaikan solusi dari pengurus FMPP di level desa. Kemudian dilakukan evaluasi keseluruhan yang melibatkan FMPP Kabupaten, kecamatan dan desa. Tantangan dalam implementasi program Gerakan Kembali Bersekolah di Kabupaten Brebes terbagi menjadi empat. Dari pemerintah adalah pencapaian target belum menyeluruh dan anggaran yang terbatas. Dari siswa target GKB adalah masih ada siswa yang malas belajar, anggapan masuk sekolah negeri lebih susah dan siswa yang terlibat dalam bullying. Terutama korban menjadi takut sekolah. Dari sekolah ada yang menolak karena kewalahan dengan jumlah siswa dan menolak karena siswa GKB yang masuk adalah pelaku bullying. Dari masyarakat adalah dana GKB untuk keperluan lain di luar sekolah, anggapan ijazah tidak penting, dan menyuruh anak membantu orangtua mencari nafkah. Abstract

Handling stunting is part of the human resource development strategy to produce a superior generation. These efforts include specific nutrition interventions and sensitive nutrition, which in their implementation require support from all parties, including the village government. Handling stunting in this village is inseparable from how the policy is implemented. The purpose of this study is to analyze the implementation of stunting management policies in Tamansari Village, Kecamatan Jatinegara, Kabupaten Tegal and determine the supporting and inhibiting factors. The results of the study shows that the stunting management policy in Tamansari Village is still in progress. This means that problems related to coordination, funding and participation from village government officials and other relevant stakeholders are still the main problems. The Desa Tamansari Government has only accommodated the policy for handling stunting toddler in the APBDes after the issuance of the Decree of the Tamansari Village Head Number 5 of 2022 concerning the Establishment of the Tamansari Village stunting acceleration team (TPPS). Specific nutrition interventions for health programs for the target group of pregnant women, breastfeeding mothers, newborns, and infants under the age of two have basically been implemented for a long time through posyandu activities coordinated by village midwives, posyandu cadres, and family planning extension cadres. However, these activities are not in the context of handling stunting toddlers, but regular health service activities with the Health Office as the leading sector. In sensitive nutrition interventions, there is no intensive coordination between the village government and the social environment. Supporting factors for the handling of stunting in Tamansari Village include the support of the village government, the economic level of the target group not including poor families, so that the nutritional intake needs of children and mothers can actually be fulfilled independently and good social environmental conditions strengthen community participation in sensitive nutrition interventions and nutrition interventions. specifically in the management of stunting. The main inhibiting factor lies in the lack of communication and knowledge from the village government and residents regarding stunting and the impact of stunting, followed by inadequate budget support for handling stunting toddlers. Abstract

Permasalahan pada arah kebijakan pengembangan objek wisata yang dikelola oleh Dinas Pemuda Olahraga dan Pariwisata Kabupaten Cilacap yaitu belum optimalnya implementasi strategi pengelolaan. Secara keseluruhan strategi didalam pengembangan yang dilaksanakan hingga saat ini lebih hanya kearah pembangunan fisik. Oleh karenanya diperlukan penelitian terhadap implementasi strategi dalam upaya meningkatkan pendapatan asli daerah dan meningkatkan perekonomian masyarakat melalui sektor pariwisata. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Penelitian dilaksanakan di Obyek Wisata Pemandian Air Panas Cipari dan Dinas Pemuda, Olahraga dan Pariwisata yang didasarkan pada efektivitas implementasi strategi pengelolaan yang belum optimal. Pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan metode analisis model interaktif dan pengujian keabsahan data dengan teknik triangulasi. Hasil penelitian menggambarkan aspek implementasi strategi pengembangan obyek wisata Pemandian Air Panas Cipari Kabupaten Cilacap belum dapat dicapai secara optimal. Kondisi operasional saat ini hanya bergantung pada tingkat kunjungan yang terjadi. Pengelola obyek wisata tidak melakukan persiapan khusus atau pun melakukan kegiatan khusus yang bertujuan untuk meningkatkan kunjungan. Pengelola obyek wisata tidak merumuskan rencana pengembangan tujuan tahunan, tidak melakukan peningkatan kinerja pemasaran hingga 40%, pengendalian biaya dan pengelolaan sumber daya manusia. Meskipun pengelola obyek wisata Pemandian Air Panas Cipari diberikan tanggungjawab untuk mencapai target pendapatan yang menyumbang pendapatan asli daerah dari retribusi penjualan tiket masuk, namun hingga saat ini pengelola hanya menjalankan rutinitas membersihkan area dan melayani pengunjung. Terdapat lima faktor penghambat dan dua faktor pendukung yang ikutserta menentukan operasional obyek wisata Pemandian Air Panas Cipari meliputi aspek man, money, method, materials, sedangkan faktor pendukung meliputi man, dan market. Abstract

One of the goals of compensation is to provide rewards or rewards that are fair from both the organization's and employee's perspectives. This study aims to describe the causes of the problem of providing additional employee income for civil servants in the Pemalang Regency Government environment which is not achieved in terms of compensation management theory. In the context of public administration, this research is an effort to discuss compensation for Indonesian public employees, which often becomes controversial in reforming public personnel administration, especially in relation to the implementation of additional employee income. This study used descriptive qualitative method. In this research used primary data and secondary data. Data collection techniques were carried out by triangulation through in-depth interviews and documentation. Technical data analysis is carried out through three simultaneous activity streams, namely: data reduction, data presentation and drawing conclusions. The results of the study concluded that because the Pemalang Regency Government had not implemented the four phases of compensation management in a comprehensive manner, namely: First, Position Identification. Second, internal fairness weighting. Third, external fairness weighting. Fourth, internal and external fairness weighting alignment in determining the amount of additional employee income resulting in compensation goals in creating fair rewards or rewards not being achieved.
