Abstract

Pemilihan Kepala Desa tahun 2024 di Kabupaten Banjarnegara mengalami penundaan pelantikan terhadap 57 kepala desa terpilih yang menimbulkan krisis pemerintahan daerah. Penelitian ini bertujuan menganalisis respon Pemerintah Kabupaten Banjarnegara dalam mengelola krisis tersebut dengan menggunakan kerangka Model Manajemen Krisis Steven Fink dan Situational Crisis Communication Theory (SCCT). Metode penelitian yang digunakan adalah kualitatif deskriptif melalui wawancara mendalam dengan pihak terkait, sehingga dapat menggambarkan dinamika penanganan krisis dari tahap awal hingga resolusi. Hasil penelitian menunjukkan bahwa sejak fase awal (prodromal), pemerintah melakukan deteksi potensi konflik, dilanjutkan dengan koordinasi lintas sektor ketika eskalasi protes meningkat. Respon yang ditempuh mencakup pembukaan ruang konsultasi kebijakan, penyampaian informasi melalui surat pemberitahuan, serta mediasi untuk meredam ketegangan. Strategi komunikasi yang semula defensif (diminish) bergeser menjadi konstruktif (rebuild) guna memulihkan kepercayaan publik. Tahap resolusi ditandai dengan pelantikan resmi setelah adanya koordinasi dengan kementerian terkait, yang mengakhiri krisis sekaligus memulihkan stabilitas administratif. Simpulan penelitian menegaskan bahwa Pemerintah Kabupaten Banjarnegara mampu mengelola krisis penundaan pelantikan kepala desa melalui tahapan deteksi dini, respon cepat saat demonstrasi, koordinasi lintas sektor, hingga pemulihan melalui klarifikasi dan pelantikan bertahap. Pergeseran strategi komunikasi dari diminish ke rebuild terbukti efektif dalam merestorasi legitimasi pemerintah. Meski demikian, penelitian ini masih terbatas pada perspektif pemerintah dan belum menggali pandangan masyarakat serta kepala desa terlibat. Rekomendasi diarahkan pada penguatan sistem deteksi dini krisis sosial, integrasi teori partisipasi publik, dan evaluasi komunikasi pascakrisis guna memperkuat tata kelola pemerintahan daerah di masa mendatang

Abstract

Decentralization has been a central agenda in Indonesia's governmental reform since the end of the New Order regime, marked by the enactment of Law No. 22 of 1999, which was later revised through Law No. 23 of 2014 on Regional Government. The primary goals of decentralization are to strengthen local democracy, enhance the effectiveness of public service delivery, and accelerate development based on local needs. However, its implementation has led to a range of complex dilemmas. This article aims to critically examine the dynamics and challenges of decentralization in the context of public policy implementation in Indonesia, with a particular focus on structural issues such as disparities in regional capacity, overlapping authorities between central and local governments, weak intergovernmental coordination, and the growing potential for misuse of autonomy by local actors. This study employs a qualitative approach using literature review and thematic analysis of regulations, academic literature, and relevant empirical studies. The main findings indicate that decentralization, when not supported by institutional readiness and adequate oversight, tends to produce policy fragmentation, widen interregional disparities, and create opportunities for corrupt practices at the local level. Therefore, a reformulation of decentralized approaches is urgently needed through the strengthening of asymmetric decentralization models, improvement of intergovernmental governance mechanisms, and the development of effective and adaptive accountability systems. Without a fundamental correction to the design and practice of decentralization, public policy in Indonesia will continue to face structural obstacles that undermine the quality of local governance and threaten national integration.

Abstract

Public service is the face of successful democratic and inclusive governance. In the context of Indonesia as a decentralized state, the role of local governments in delivering public services has become increasingly significant. However, one of the fundamental challenges that continues to surface is the lack of synchronization between central and local government policies. This misalignment not only leads to overlapping authorities and program inefficiencies but also directly impacts the continuity and quality of services that should ideally benefit citizens. This article aims to critically analyze the dynamics of policy misalignment across governmental levels and propose relevant strategies to foster a more adaptive and responsive policy harmonization. Employing a qualitative-descriptive approach based on literature review, the article examines regulations, policy documents, and relevant academic literature. The analysis reveals that the root causes of policy synchronization issues lie in several key factors: weak vertical and horizontal coordination, sectoral ego among institutions, limited institutional capacity at the local level, and the absence of an institutionalized consultative mechanism. To address these challenges, reforms in governance coordination are necessary strengthening the facilitative role of the Ministry of Home Affairs, integrating development planning through a national digital system, and designing a decentralized model that allows contextual flexibility while maintaining the principle of national policy unity. Strong policy synchronization is a vital prerequisite for building public services that are citizen-oriented and aligned with the vision of sustainable national development.

Abstract

The current research sought to identify the correlation and impact between servant leadership in its dimensions (empowerment, humility, trust), and job immersion in its dimensions (activity, dedication, involvement) among workers in the urban education department in Qayyarah. The research relied on the descriptive analytical approach, where the literature was formulated The theoretical aspect was based on the descriptive aspect, while the field aspect was completed based on the analytical aspect. The research is one of the few studies (to the best of the researcher’s knowledge) that dealt with modern administrative topics related to most governmental organizations, as the research combined servant leadership and job immersion, and the research reached a significant correlation with servant leadership in enhancing job involvement, and one of the most important proposals that it recommends The research is about the need for the researched organization to pay attention to servant leadership, as this reflects positively on the performance of employees and thus enhances their level of job immersion

Abstract

Digitalisasi dalam upaya mensejahterakan masyarakat. Menilik pertanian di Desa Teluk Jambe Timur, Karawang, yang cenderung kurang memuaskan dalam proses digitalisasi terutama ketika saat masa pandemi. Sektor pertanian diharapkan menjadi prospek bagi generasi muda agar lebih mengembangkan ketrampilan dan kemampuannya di bidang pertanian agar Indonesia mampu berdaulat di atas kaki sendiri. Penelitian ini bersifat kualitatif. Informan penelitian ini adalah Ketua Kelompok pada Kelompok Tani Kabupaten Karawang beserta Kepala Desa Teluk Jambe Timur. Data dianalisis secara proses wawancara tanpa uji statistik. Hasil penelitian menunjukkan bahwa digitalisasi pertanian pada wilayah Kecamatan Teluk Jambe Timur cenderung kurang memuaskan. Pertanian mengalami alih fungsi lahan dan dominasi sektor industri. Sebagai saran, pemerintah daerah perlu memperkuat sosialisasi dan pendampingan pemanfaatan program digitalisasi pertanian.

Abstract

This study evaluates institutional collaboration in managing the Bengkulu River Basin (DAS) as outlined in Regional Regulation Number 1 of 2017 on Watershed Management. A qualitative descriptive approach with a case study method was employed, focusing on key aspects of collaboration such as communication, decision-making coordination, conflict resolution, monitoring and evaluation, and procedural improvements. The goal of this research is to assess the steps taken to implement these collaborative elements.The findings indicate that leadership within the collaborating institutions plays a critical role in monitoring and evaluating watershed management efforts. However, despite these efforts, the integration of these institutions has not resulted in a unified approach. Each institution maintains its specific roles and functions, leading to fragmented implementation, even though the intention for collaboration exists. This study highlights both the challenges and opportunities in enhancing institutional collaboration for effective watershed management. It provides insights into how collaborative elements can be better realized to ensure a more integrated and efficient approach to managing the watershed, ultimately contributing to the success of watershed management initiatives. The research underscores the need for improved coordination, clearer roles, and more effective communication among the involved institutions to achieve a cohesive and sustainable management framework.
