Editors receive manuscripts of unpublished paper contributions in other journals. JEP is expected to be used as a reference for academicians in writing a scientific, relevant, and dynamic article to enhance the new generation that is found in writing an academic paper. Jurnal Ekonomi Pembangunan accepts only English Article within the focus and scope of this journal are development economics, energy economics, environmental economics, international trade, public finance, rural development, regional economics, financial development, monetary economics, industrial economics, Islamic economics, agricultural economics, and labor economics.

Abstract

This article discussed the function and formula of block grants in Indonesia. The general block grants called ‘Dana Alokasi Umum' (DAU) in Indonesia faced many problems, such as the goodness of fit the formula, the principle of goals, and local dependency. The impact of DAU to the local budget can be seen two different functions: (1) improve the capability of local finance; (2) increase the fiscal dependency. Both impacts tend to face ‘trade-off' in implementation. However, fiscal dependency is an indication that local government depend to transfer of fund from central government. Finally, DAU support local budget where as DAU also increase the dependency. Re-formulation of DAU can elaborate the differences of local satisfaction and local fiscal dependency. Abstract

Study of macroeconomic model is the starting process of development planning. It is used to find the development stage for future development planning and regional economic policy  in Kota Pagar Alam city.  The objective of this study is to find basic information for sectoral development planning including  the sectoral. The next, it is used to choose macroeconomic policy scenario and also to point out the growth point in Kota Pagar Alam which is based on the regional condition.Qualitative and quantitative descriptive analyses are used as analyses method. Qualitative descriptive analyses is used to calculate economic growth, sectoral contribution percentage, population growth, unemployment rate, dependency  ratio, employment participation rate and scalogram. While quantitative descriptive analyses is used to calculate employment elasticity,  Incremental Output Ratio (ICOR), Location Quotient (LQ) and Shift Share. The study results show that there are three regional growth points as follows: First, Pagar Alam Utara subdistrict regional growth point as the center of trade acivity, farming, warehouses, banking, tourism and industrial estate. Supporting region is Dempo Utara subdistrict . Second, Pagar Alam Selatan subdistrict regional growth point as the center of  fishery production, small scale industry, trade, warehouses, banking and livestock. Supporting region is Dempo Utara subdistrict. The third, this is a newly alternative regional growth point which is based on the potential condition and geographical location of  Pagar Alam city. The growth point is located in Dempo Selatan subdistrict. It will be  used as the center of food crops paddy and secondary food crops, estate crop coffee, livestock,  mining and quarrying C type. The upporting region will be Dempo Tengah  subdistrict . Keywords: development planning, regional policy

Abstract

This research was conducted to find out the potential of the restaurant tax income, efficiency and effectivenees of restaurant tax collection, and the elasticity restaurant tax toward the Gross of Regional Domestic Product sub sector restaurant in Palembang. The data used in this research were primary and secondary data. The primary data was collected from samples; the samples were some restaurants in Palembang. For the secondary data, the writer used the time series long period 1996 to 2006 those were : the Gross of Regional Domestic Product sub sector restaurant and implementation including the target of the tax income toward restaurant in Palembang. The analysis method in finding the potential, efficiency and effectiveness of tax income toward restaurant, the writer used descriptive method. And to find out the score of the elasticity tax of restaurant, the writer used simple regression method. Keywords: tax income, efficiency, effectiveness, elasticity

Abstract

The title of this research is "Economics Growth Analysis of Primary Sector in South of Sumatera Province”. This research was conducted to explain the effect of credit distribution, labor and development expenditure toward the economics primary sector growth in South of Sumatera Province. This research coped with South of Sumatera Province. The writers used secondary data periode 1991 to 2005 in this research. The method in this research is distributed lag-model to find the significant hypothesis about the infuence of credit distribution, labor and development expenditure toward the economics primary sector growth in South of Sumatera Province. Based on the result of the analysis, it showed that the credit distribution, labor and development expenditure toward the economics agricultural sector growth in South of Sumatera Province has a significant effect. On the other hands, the credit distribution and development expenditure toward the economics mining sector growth in South of Sumatera Province does not have a significant effect. In conclusion, the result showed that there was a significant effect on credit distribution, labor and development expenditure toward the economics primary sector growth in South of Sumatera Province. Abstract

This research is aimed to analyze the economic growth of provinces in Indonesia from 1993 to 2005 and also inequality of income among provinces in Indonesia whether within group provinces or between group provinces inequality and the factors that influenced them by using Indeks Theil analysis method. The finding show that the inequality between provinces group in 1993 to 2005 has shown the decreasing trend with oil and gas or without them, eventhough it generally flutuates. The average of inequality among provinces group has reached 0,4694086 with oil and gas where without oil and gas reached 0,540413. The highest inequality of income within provinces group in period 1993-2005 occured in Sulawesi provinces group with inequality average 0,2823691 with oil and gas and 0,282182 without oil and gas. The lowest inequality of income occured in IBT provinces group with inequality average 0,2092553 with oil and gas, without oil and gas 0,07172 occured in Kalimantan group. Abstract

The purpose of this study is to kow factors that affect growth rate of production of agricultural sector in South Sumatera province. It is assumed that total factor productivity, capital, and labor determine the growth rate of output of the sector. A Cobb-Douglas production function is used to determine those factors that may influence the growth rate of output of agricultural sector. The results indicate that total factor productivity has a positive dominant effect on growth rate of production of agricultural sector, while capital and labor have a negative effect. Therefore, it suggests that the growth rate could be raised if there is a reduction in the use of capital and labor. However care should be taken because agricultural sector play an important role in absorbing labor force in South Sumatera province. Abstract

Exploitation of oil and gas has been done in the long time ago in South Sumatra. Last decade, many problems come up with decentralized responsibility to natural resources such as primary energy oil and gas between central and local government. Lack of community development activities was complained by native people because it could not generate local economic growth by multiplier effect. Empirically, many projects have already subsidied in some social activities, but those did not educate the native people surround the projects. It caused many enclaves facing dualism behaviour.In the decentralization era, the new paradigm emerge that many local governments want to share managing the production of primary energy sources, especially oil and gas. Meanwhile, the decline of production of oil and gas will cause future estimation of consumption and contribution to local budget. What's happen in the future exploitation of primary energy of oil and gas to local economic development? Empirically, it's still hope to support the main local budget by equalizing fund programs. The problem is how local economic growth by exploitating oil and gas resources without sacrificing the local sustainable development. Key Words: Impact, oil & gas energy, local economic

Abstract

The purposed of this research is to analize the factors with influence Pendapatan Asli  Daerah (PAD) of South Sumatera Province. Data used in this research is secondary, such as gross domestic product, PAD, Population, and income percapita. Estimated regression show there is positive correlation between PAD, population, economics growth and income percapita. Key Words : PAD, economic growth, population, income percapita.

Abstract

This research aim to analysing absorbtion of labour at economics sector in South Sumatera. Economics sector which intended in this research divided superior of three main sector, that is sector A ( agriculture), sector M ( manufacturing) and sector S (Services). Calculation which done to know elasticity absorbtion of labour at each sector reckoning at economics sector in South Sumatra, by comparing between Gross Domestic Bruto with amount of labor forces on the each sectors. Earnings yield which done give earnings yield that if known amount of populations and output increased hence will influence alteration of labor capable to being permeated at  each economicses sectors in South Sumatera. Abstract

This research is directed to explain Fiscal Desentralisation theory which is completed with the impact of given transfer to economics connected to APB Desa. The research used Qualitative Descriptif Approach in order to explain the fenomena. Theorically dropping fund to villages will improve development activity but the realization is not significant. It happened because the dropping was only used for routine activities, so many activities which are able to improve economics activities are not done yet, weakness of BPD.In addition, Kades is still having limited abilities in managing the finance, examples: Planning, Budgetting, actuating, controlling and auditing.
