Abstract

In neo-classical framework, technology is defined in a static way. It is a product, a package, that is produced by one set of firms or other institutions and consumed or used by another. And as firms all operate on a given production function, their technological tasks is merely to choose whichever technology is most appropriate to their needs. The firms can shift their position on the production function effortlessly in response to change in economic circumstances. The evolutionary approach, on the other hand, views technology in a more dynamic way. The successful adoption of technology involves more than merely the purchase of machinery and the learning of operating procedures. This means that firms cannot shift effortless along the production function, nor operate any particular technique immediately at optimal efficiency.

Abstract

Indonesia is a diverse country with uneven resource endowment across its provinces. This study examines the effects of human capital investment policies on the promotion of more equitable income growth across provinces. First, the rate of return to education is estimated for each province using the 1976 and 1989 Indonesian National Labor Force Surveys (SAKERNAS). Then, regional economic indicators are used to explain differences in the rates of return to education among provinces and to develop and test hypotheses regarding the contribution of investment in education to personal income growth in different regions in Indonesia. The study finds large differences in the rates of return to education among provinces with the highest rates of return in the poorest provinces. A model of segmented regional labor markets is advanced to explain why wage differences across provinces may exist. The estimates suggest that labor market segmentation was more pronounced for un- or low-educated workers because inter-provincial differences in wages were greater among this group than among more educated workers. Education may reduce regional labor market segmentation. More educated workers may be better able to compete for jobs in other provinces, and therefore more mobile, because they possess the needed language and market skills. Thus, it appears that education not only enhances personal (and national) income, but also promotes greater equity across provinces. Equitable investment in education across provinces is compatible with both equity and efficiency goals in regional economic development.

This paper is written in order to explain all about the act of issuing government bonds in Indonesia_ It starts with the background, which was the collapse of many banks, then, the consequences of this act. The huge number of these bonds relative to all variables in economy such as MI, M2, and also GDP will make some problems in the future. It will burden the budget by worsening the deficit and also influence the allocation. Furthermore, it has crowding out effect to the private sector. Another big problem is how to market these bonds. Facing the condition of capital market that still underdeveloped, it will be difficult to sale the bonds. At the last part of this paper, some suggestions that can be implemented in order to solve some of the problems are offered, especially-about the development of the capital market.

Abstract

This paper compares three models of econometric analysis on economy, in this case the Indonesian economy. The regression models are the two stage least squares (2SLS) which has a strong support from the economic theory of aggregate expenditure, the Vector Error Correction (VEC) and Autoregressive Integrated Moving Average (ARIMA) which both comes from the time series analysis, that do not have to be economic time series. The study tries to find out which are most 'suitable in analyzing the time series of Indonesian economy. After all the estimation and comparison process, we finally agree that the use of those different methods must be synchronized with the purpose of the user's study of the economic time series.
