Abstract

The purpose of this research is to find out how the political conformation of the budget provided by the Kedungturi Village Government’s towards the development of youth through the Village Budget in 2018 and 2019. This research uses a type of literature study research using budget political theory initiated by Wildavsky. The results of this study found a political conformation of village government budget towards the development of cadet reef youth in the Village Budget Year 2018 and 2019, with a budget allocated of Rp 53,579,467 in 2018 and Rp 76,669,000 in 2019. According to Wildavsky's budget theory, sharing and bargaining is necessary in the process of making a policy. In the process of formulating APB Desa is carried out together through village musrenbang forum. Where village governments and communities meet and there is room to express opinions so that there is a process of sharing and bargaining. If demanded from the beginning, the partiality towards the development of youth coral cadets begins from the Village RPJM in 2014-2019 which is a reference in preparing the document RKP and Village APB annually as well as programs that refer to the annual work program. The village government's partiality towards the development of youth coral cadets is a must do to prepare future generations who have skills and abilities that can bring progress for themselves and the progress of the village.

Abstract

This study seeks to explain: (1) How is environmental politics in the form of green open space development in Lamongan distict, Lamongan Regency (2) How is the dynamics of interests between actors in the practice of green open space development. The results that can be conveyed are (1) Development of green open space in Lamongan district until now is still not optimal; the ability of the community to actively participate in environmental management programs is very small. This condition has an impact on the function of green open space that has not been felt by the community and has an impact on aspects of maintenance that are not given attention. From the research results, the development of Green open space in Lamongan district is still dominated by private green open space which is more than 90%. Meanwhile, the allocation for green belt land use, parks and recreation areas is still not maximal. If we connect with the Minister of Public Works Regulation No. 5 of 2008, this is very far from expected because the ratio of green open space is 30 percent of the total area of ??Lamongan which reaches 1,782 km2 (2) District Government. Lamongan is currently still focusing on economic issues and putting aside environmental issues, especially green open space, therefore sustainable development is very difficult to carry out optimally in Lamongan district. The government in making spatial planning only prioritizes capitalist interests, and or more provides space andonly for investors.

Abstract

The purpose of this study is to (1) find out and understand how the implementation of the public E-KTP service at the Population and Civil Registry Service during the Covid-19 pandemic, (2) to find out and understand what innovations the Population and Civil Registry Service have made in E-KTP public service during the Covid-19 pandemic. This research study is a study using descriptive qualitative methods in terms of data obtained from the field. In this study, we will examine using the theory proposed by Sianipar (1998) about public service innovation. The results of the study indicate that during the COVID-19 pandemic, the implementation of E-KTP public services at the Surabaya City Dispenduk and Capil was almost all done online. Because during the pandemic, public services cannot be face-to-face which is useful so as not to massively spread the Covid 19 virus.  In carrying out services during the pandemic, of course, there are obstacles experienced, due to differences in the service process before the pandemic. Another obstacle is when the blank E-KTP runs out, it takes a long time, and that obstacle has been experienced since the past until now.

Abstract

The purpose of this thesis is to find out the causes behind the conflict between the East Java Provincial Government and the Surabaya City Government in the use of PCR cars, to determine the form of conflict that occurred between the East Java Provincial Government and the Surabaya City Government in the use of PCR cars, and also to know the conflict resolution taken by the East Java Provincial Government with the Surabaya City Government. This study uses a qualitative research method with a descriptive qualitative approach. The results of this study explain about 1.) The background of the cause of the conflict is the difference in the interests of the Surabaya City Government which wants its territory to immediately accelerate the detection of Covid-19 for the citizens of Surabaya City, while the interests of the East Java Provincial Government are to balance the needs in other areas that need assistance, and there was a miscoordination on the scheduling of this PCR car assistance. 2.) The forms of conflict patterns that occur are included in the type of interpersonal conflict which is a conflict between a group within the same organization, on the other hand the form of this conflict pattern includes latent and manifest conflicts because seen from the triggers of the conflict already visible or open, and has been known to many parties . 3.) Conflict resolution taken by the two parties uses a negotiation method with rescheduling for the purposes of the City of Surabaya

Abstract

The phenomenon that occurs Pandemic Covid-19 causes the disruption of some activities in Islamic boarding schools including in carrying out religious activities. The purpose of this study was (1) to explain the implementation of the normalization policy in the Covid-19 pandemic situation in religious activities at the Assalafi Al Fithrah Islamic Boarding School. (2) and know the factors that support and inhibit the implementation of new normal policies in the boarding school. This study uses a descriptive qualitative method with a case study approach. The theory used in this study is the theory of implementing the Donald Van Meter policy and Van Horn. The results of this study indicate that in the implementation of normalization policies in the Covid-19 pandemic situation (case study in religious activities at the Assalafi Al Fithrah Surabaya Islamic Boarding School). Influenced by six factors, among others, the standard / size of policy, communication, resources, dispositions, bureaucratic structures and conditions, social, economic and political. Supporting Factors Implementation of Normalization Policies Pandemic Pandemic Covid-19 (Case Study of Religious Activities at the US Salafi Al Fithrah Surabaya Islamic Boarding School) is coordination and use of technology. While the inhibiting factor is the budget resource, the awareness of the surrounding community is low, and supervision is not optimal.
