In converting the ballots achieved by political parties to legislative seats, the General Election Commission (KPU) in Indonesia uses different Voter Divider Numbers (BPP) in each electoral district. Determination of the amount of BPP is done by dividing the number of valid ballots for all political parties with the number of seats available in the electoral district in one region. Using the 2009 election case study in Tegal district, this study explained that the conversion model resulted in a large gap between the percentage of ballots achieved in the election and the percentage of seats gained in the legislature. This is due to the large number of party ballots lost in each electoral district in one region. Thus, there is a need for regulations that regulate the determination of the BPP which can minimize the ballots’ lost. Thus, the percentage of ballots obtained by political parties tends to be the same as the percentage of seats gained in the legislature.

This study seeks to explain: (1) How is environmental politics in the form of green open space development in Lamongan distict, Lamongan Regency (2) How is the dynamics of interests between actors in the practice of green open space development. The results that can be conveyed are (1) Development of green open space in Lamongan district until now is still not optimal; the ability of the community to actively participate in environmental management programs is very small. This condition has an impact on the function of green open space that has not been felt by the community and has an impact on aspects of maintenance that are not given attention. From the research results, the development of Green open space in Lamongan district is still dominated by private green open space which is more than 90%. Meanwhile, the allocation for green belt land use, parks and recreation areas is still not maximal. If we connect with the Minister of Public Works Regulation No. 5 of 2008, this is very far from expected because the ratio of green open space is 30 percent of the total area of ??Lamongan which reaches 1,782 km2 (2) District Government. Lamongan is currently still focusing on economic issues and putting aside environmental issues, especially green open space, therefore sustainable development is very difficult to carry out optimally in Lamongan district. The government in making spatial planning only prioritizes capitalist interests, and or more provides space andonly for investors.

Studi ini meneliti koalisi partai dalam pilkada pada tiga arena sekaligus, arena elektoral, arena legislatif dan arena pemerintahan. Penelitian koalisi partai dengan tiga arena koalisi sekaligus belum pernah dilakukan peneliti sebelumnya. Untuk itu studi ini ingin meneliti tentang pertama, pola koalisi pilkada Kabupaten Bangkalan tahun 2018. Kedua, implikasi koalisi partai terhadap proses pembentukan kebijakan di Kabupaten Bangkalan tahun 2018-2023. Penelitian ini merupakan penelitian kualitatif dengan jenis deskriptif, dengan teknik pengumpulan data wawancara dan dokumentasi. Informan yang di wawancari 15 orang dari tiga unsur, untuk memenuhi keabsahan data triangulasi sumber, yaitu anggota DPRD, orang pemerintahan dan LSM, Pengamat politik, Kyai, Tokoh masyarakat, akademisi dan Masyarakat Bangkalan. Teori yang digunakan terbentuknya koalisi dari arend Lipjhat dan proses pembutukan kebijakan dari William Dunn. Hasil penelitian menunjukkan pertama, di arena elektoral pola koalisi partai di pilkada Bangkalan tahun 2008 adalah Minimal-Winning Coalition (Koalisi Kemenangan Minimal). Kedua, di arena legislatif partai koalisi merupakan partai paling berpengaruh dalam proses pembentukan kebijakan dan memiliki hubungan yang harmonis dan konsisten mendukung proses pembentukan kebijakan/program bupati untuk realisasi visi misi. Bahkan seluruh partai di parlemen juga mendukung program bupati terpilih. Ketiga, di arena pemerintahan, realisasi program visi misi Bupati sudah dilakukan namun belum optimal karena terbatasnya anggaran daerah dan refocusing anggaran Kabupaten Bangkalan untuk covid 19 pada saat pandemi. Partai koalisi, khususnya partai yang memeiliki kursi paling banyak di parlemen tetap merupakan partai yang paling banyak mendapatkan program realisasi visi misi Bupati.

Penelitian ini membahas tentang Efektivitas Refocussing APBD Kota Surabaya 2020 Dalam Penanganan Covid-19, dimana walikota Surabaya melakukan kebijakan refocussing anggaran 2020 sebesar 136M untuk penanganan covid-19. Penelitian ini mempunyai dua rumusan masalah 1) Bagaimana Efektivitas Refocussing APBD Kota Surabaya 2020 dalam Penanganan Covid-19? 2) Apa dampak refocussing APBD kota Surabaya 2020 dalam penanganan covid-19? Penelitian ini menggunakan teori Efektivitas. Menurut Mahmudi efektivitas adalah hubungan antara output dengan tujuan, semakin besar kontribusi output terhadap pencapaian tujuan maka semakin efektif organisasi, program, atau kegiatan. Efektivitas berfokus pada outcome (hasil). Dengan menggunakan deskriptif kuantitatif dengan analisis data. Hasil penelitian ini adalah 1) Tingkat efektivitas refocussing APBD 2020 untuk penanganan covid-19 pada tiga bulan pertama pada awal penyebaran covid-19 (April-Juni) tingkat efektivitasnya diatas 100% sehingga kriterianya tergolong tidak efektif, ditandai dengan meningkatnya jumlah pasien positif covid-19 dan rasio efektivitas setiap bulannya. Pada tiga bulan terakhir (September-November 2020) terjadi jumlah penurunan pasien dan tingkat efektivitas secara berturut-turut yaitu 63,53%, 73,38% (keduanya tergolong efektif) dan 59,93% (sangat efektif) pada bulan November 2020. Adapun dampak refocussing APBD kota Surabaya 2020 dalam penanganan covid-19 antara lain: Program pembangunan infrastruktur yang tertunda, Tingkat pengangguran terbuka meningkat, Melemahnya daya beli masyarakat dikarenakan pendapatan masyarakat yang turun, Ekonomi melemah pada segala tingkatan.

This research examines Ahmad Fatikhudin's strategy in the 2019 Bulakwaru Village Head election, using a case study qualitative research method. The theories used are Peter Scroder's political strategy theory and Firmanzah's political marketing theory. From the research results, it was found that Ahmad Fatikhudin's strategy in the 2019 Village Head election used the Cooperate Strategy by applying the principle of cooperation within a small team led by Kyai Idris Salis to stem investors who from the start of the nomination wanted to control every Bulakwaru village head election, strengthening fellow Village Head candidates so that not easily persuaded to join with investors, working together with other Village Head candidates so that there are only 2 (two) Village Head candidates, so that the voting public is not confused by the many Village Head candidates, utilizing social capital as religious figures and community leaders who have previously occupied position of chairman of the District KPU. Tegal 2003-2008 and also a former member of the District DPRD. Tegal for the 2009-2014 period, legislative candidate for 2014-2019 and 2019-2024, actively campaigning for women from religious circles, offering a vision and mission as well as programs whose ideas come from the community, such as infrastructure and providing standby cars for all levels of society, and securing votes by village youths as the last bulwark in facing covert movements from investors so that people do not abstain from voting.

This study aimed to determine the function of the construction of Green Open Space in Kambangan Village, Lebaksiu District, Tegal Regency. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and literature and documentation studies using Eckersley's Good Environmental Governance theory.The results showed that 1). The existence of Green Open Space (RTH) in Kambangan village is able to create a green and clean environment and can also create a large economic impact where the creation of new MSMEs for the Kambangan village community itself, besides that it is also a sports center for the Kambangan village community and its surroundings without setting aside environmental issues. 2). Public and third-party awareness (traders/markets) to actively participate in the Green Open Space program is still low. There is a refusal from some traders to move their stalls to the new location around the RTH because there is no guarantee of crowds from the Village Government. Pemilihan umum atau yang sering disebut Pemilu adalah sarana kedaulatan rakyat untuk memilih anggota Dewan Perwakilan Rakyat, anggota Dewan Perwakilan Daerah, Presiden dan Wakil Presiden, dan untuk memilih anggota Dewan Perwakilan Rakyat Daerah, yang dilaksanakan secara langsung, umum, bebas, rahasia, jujur, dan adil dalam Negara Kesatuan Republik Indonesia berdasarkan Pancasila dan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Berdasarkan UU RI No 7 Tahun 2017, pemilu 2019 menggunakan konversi suara menjadi kursi dengan menggunakan “Pembagi Bilangan Ganjil” (Sainte Lague) untuk mewujudkan nilai-nilai keadilan dalam distribusi kursi. Penelitian ini dilakukan dengan menerapkan teori keadilan John Rawls. Hasil penelitian ini menyimpulkan bahwa sistem konversi Sainte Lague (Pembagi Bilangan Ganjil) dapat menghasilkan distribusi kursi yang lebih memenuhi asas keadilan dibanding konversi suara dengan sistem kuota hare (Bilangan pembagi pemilih/BPP), akan tetapi terdapat ketidakadilan pada bebarapa daerah pemilihan di tingkat provinsi dan Kabupaten/kota, dimana masih ada perbedaan prosentase suara dan prosentase kursi yang besar di beberapa daerah pemilihan.

This research reveals Moch's political strategy. Irfan in the 2019 Election. First, he maximized his power by focusing his campaign team in his base village, running an economical campaign, engaging youth, getting support from religious leaders (NU) from the PKB/PPP Party, avoiding competition within the extended family, promoting the slogan "Restoration," and looking for potential legislative candidates. Second, he took advantage of opportunities such as social capital and a strong mass base, based on his experience as Village Head and incumbent DPRD candidate, as well as community support for candidates from their own village. Also, there are ten seats in electoral district II, participation in community activities, as well as support from the Jamiyyah Nahdlatul Ulama organization in the village of Couples and the badminton community based in his facilities. Third, efforts are made to minimize weaknesses and threats through community involvement through the campaign team and extended family. Fourth, the threat from the PKB and PPP parties, which are affiliated with Nahdliyin, is faced by motivating party members to compete with the Hanura Party, Democrat and PKS in fighting for the last seat in parliament. With this comprehensive strategy, Moch. Irfan succeeded in winning a legislative seat in the 2019 elections and involved many elements, from the campaign team to the extended family, to gain public support.
