Abstract

This paper discusses an alternative strategy to combat corruption in Indonesia. Various approaches previously adopted such as law enforcement and administrative reform are not effective enough. The result of reducing corruption is not satisfactory as evidence that level of corruption in the country remains high. Therefore, a cultural approach is needed to supplement the exiting ones. By introducing an anti corruption culture through education, we hope that people will become aware of the danger of corruption and prevent themselves from being involved in corrupt practices. This method should be adopted from early time in the kindergarten and elementary school.

Abstract

Corruption is a classical phenomenon but still interesting to be discussed. Corruption does not only contribute to negative impacts on the economic growth but also generates negative impact on the moral ground of the entire country. Many studies have investigated the determinants of corruptive behaviors. Of toe studies, two dominant approaches have been used including by previous scholars to explain corruption phenomenon; economic approach and organizational behavior approach. In this study the organizational behavior approach is used including the use of social information processing theory to theoretically explain why good people are trapped to corrupt when they are part of public organization. Detailed reason why this approach is used and how the social information processing theory explains logically the corruptive behaviors in organization ate further discussed.

Abstract

This paper discusses "Makasar Tourism Training Project" (MTTP) which aims to increase the human resources performances for tourism. Many programs have been implemented by this project such as Competency Based Training/ Assessment Workshop; Fellowship Programs; Training Programs; and Upgrading Facilities. This paper show that MTTP have succeeded in increasing the tourism performance particularly and human resources for tourism in wider sense. However, various obstacles found this program, such as: lack of commitment in the parts of local government, insufficient, and poor motivation. These obstacles have to be tackled in order to ensure the program sustainability.

Abstract

Kegiatan ekonomi sektor informal yang dijlankan oleh pedagang jalanan (street vendors) di Kota Solo secara signifikan dapat meningkatkan pendapatan daerah. Namun, keberadaan pedagang jalanan yang sebagian besar berasal dari pendatang luar daerah, ditanggapi secara negatif oleh pemkot Solo. Implikasi dari hal tersebut adalah kegiatan ekonomi yang dijalankan oleh para pedgang jalanan dikontrol oleh pemerintah daerah dan elit berkuasa lainnya. Semenjak adanya pembatasan akses partisipasi pedgang jalanan terhadap proses pengambilan kebijakan maka tata kepemerintahan Kota Solo mulai memberdayakan pedagang jalanana untuk membangun jejaring kerja. Membangun jejaring kerja merupakan hal yang sangat vital bagi kemampuan bertahan pedagang jalanan. Semakin banyak jejaring kerja yang dimiliki maka semakin tinggi pula kemampuan para pedagang jalanan untuk bertahan. Namun, para pedagang jalanan yang tidak memiliki atau sedikit memiliki jejaring kerja merupakan pihak-pihak yang cenderung rapuh dalam menghadapi persaingan dunia usaha.

Abstract

This study sought to analyze the exercise of bureaucratic discretionary space in the areas of employee affairs in Surabaya Municipality and Situbondo Regency with regards to types of policy underlying the fulfillment of bureaucratic task, consideration underlying the decisions made at those bureaucratic levels, and acceptability of their outcomes. Conformity of discretion types with the types of public policy would promote attainment of policy goals in order for those policies to run effectively. However, capability of bureaucratic official officials in exercising their discretion in accordance with legal, ethical, professional, knowledge, and public interest parameters normatively acceptable was considered low. The available discretionary space was to a considerable extent exercised for "granting" access to other considerations beyond those normative ones, resulting in less acceptable decisions.
