Abstract

This study sought to analyze the exercise of bureaucratic discretionary space in the areas of employee affairs in Surabaya Municipality and Situbondo Regency with regards to types of policy underlying the fulfillment of bureaucratic task, consideration underlying the decisions made at those bureaucratic levels, and acceptability of their outcomes. Conformity of discretion types with the types of public policy would promote attainment of policy goals in order for those policies to run effectively. However, capability of bureaucratic official officials in exercising their discretion in accordance with legal, ethical, professional, knowledge, and public interest parameters normatively acceptable was considered low. The available discretionary space was to a considerable extent exercised for "granting" access to other considerations beyond those normative ones, resulting in less acceptable decisions.

Abstract

Becoming more competitive on the local and national levels can be seen as a strategy that will boost economic growth and, in turn, will improve the welfare of the community. Therefore, local government should make it a priority to draw up a grand plan for local development. The roles of resource-based and local potency in planning, therefore, become critical to improve the performance of local development. With accurate planning, the direction of regional development will be more focused. This paper will examine innovation strategy as an effort to increase local competitiveness, especially in Mojokerto Regency. This study utilizes a qualitative research method, where data is extracted from bureaucrats, community leaders, politicians, and academicians. Interactive data analysis methods, which take place continuously through the processes of data collection, data presentation, and conclusion are used to ensure well-considered results. Research indicates that the success of Mojokerto Regency in building local innovation can be attributed to the development of infrastructure and innovation in public services. This two-pronged approach to spearhead local development allowed Mojokerto Regency to increase its economic growth at an impressive rate. The strategies used to encourage the development of innovation at the local level are threefold, beginning with the alignment of regional development strategy to design long, medium, and short term innovation plans. Secondly, innovation is developed based on regional priorities that support economic growth in sectors that will benefit the wider community. Finally, the success of innovation in Mojokerto Regency is dependent on the support and commitment of local political leaders and apparatus resources.

Abstract

Social capital is the public goods created by the community and owned by the community as well, not by individuals or government, nor by groups who have abundant resources. Social capital is formed by itself in a relatively long period of time, as well as the formation of value systems or culture in general. Therefore, when social capital has been formed, it will be hard to break away (unlike financial capital). By applying high ethical standards in public service, the social capital which is slowly fading will bounce back by itself. But it's certainly not easy. It takes commitment and integrity of government administrators to actually apply these ethical standards with a consistent and adequate legal system to provide a deterrent effect for those who break them. Economic emphasis on public sector change puts a high value on what is regarded as something that can not be avoided, namely the good of private models in managing the organization, described as a "more productive", which are different approaches to public services commonly referred to as bureaucratic.
