Abstract

The United States' approach through the Quadrilateral Security Dialogue (Quad) demonstrates the use of economic diplomacy and soft balancing as strategic tools to address China's growing influence in the Indo-Pacific under the Biden administration. This research explores how the United States leverages economic collaboration within the Quad framework to counterbalance China's regional dominance without resorting to military confrontation. Adopting a qualitative descriptive method and literature review, the study applies Stephen D. Krasner's theory of international regimes in combination with the concept of economic diplomacy. The findings emphasize key initiatives such as the Quad Vaccine Partnership, the Infrastructure Coordination Group, and joint efforts on critical and emerging technologies as pivotal in offering Indo-Pacific states alternatives to economic reliance on China. These actions strengthen the US's economic and diplomatic reach and indicate a shift in foreign policy toward multilateral engagement grounded in democratic principles and openness. Nonetheless, the strategy faces obstacles, including divergent interests among Quad members and institutional limitations in policy execution. Ultimately, the economic dimension of the Quad plays a vital role in United States efforts to navigate strategic rivalry in the Indo-Pacific and may serve as a model for other regional alliances pursuing peaceful responses to geopolitical competition.

Abstract

This study examines Russia’s deployment of HermeticWiper malware in the early hours preceding the 2022 full-scale invasion of Ukraine as part of a broader hybrid warfare strategy. Unlike conventional cyberattacks focused on espionage or financial gain, HermeticWiper was designed to irreversibly destroy digital infrastructure, disrupting governance, finance, and communication sectors. Using a qualitative case study method with secondary data from technical reports, academic literature, and verified media, the study finds that the malware was strategically aligned with military objectives. Despite the destructive intent, Ukraine demonstrated significant cyber resilience through formal institutional responses and collaborations with Microsoft, ESET, and its volunteer-based IT Army. The study applies the National Cybersecurity Strategy framework and Desecuritization Theory to highlight how Ukraine addressed the threat without escalating the conflict. These findings illustrate a paradigmatic shift in modern warfare, where digital domains play a central role in national defense.

Abstract

This research examines Switzerland's sanctions policy towards Russia during the 2022 Ukraine conflict, utilizing Martha Finnemore's constructivist approach. Switzerland is widely known for its long-standing commitment to human rights, as well as its traditional inclination toward neutrality in international affairs. This study seeks to understand why, despite its cautious stance in most global conflicts, Switzerland chose to adopt the European Union's sanctions in response to serious violations of international humanitarian law committed during the Russian invasion of Ukraine. Employing a qualitative descriptive method through literature review and policy analysis, the research applies Finnemore's concept of ideas and norms to explore how deeply rooted human rights values shape Swiss foreign policy behavior. The findings reveal that the sanctions imposed by Switzerland are not merely political gestures, but rather a reflection of human rights norms that have been internalized through its constitution, legal system, and long-standing role in international humanitarian institutions. The study concludes that Switzerland's decision represents a consistent normative commitment to defend universal human rights and uphold the principles of international law.

Abstract

Amid the rise of economic nationalism and increasing uncertainty in global trade governance, understanding the impact of unilateral trade enforcement on bilateral relations has become critically important. This study explores the resurgence of protectionist policies under President Donald J. Trump, with a particular focus on their effects on U.S.–Canada trade relations and the broader global trend toward economic nationalism. Employing a qualitative case study approach supported by a simple tariff simulation, the research examines how instruments such as anti-dumping (AD) and countervailing duties (CVD) were utilized to protect domestic industries. The simulation indicates that imposing a 21% tariff on Canadian softwood lumber could significantly reduce import volumes while potentially increasing domestic output by 121.8%. However, these protectionist measures also intensified trade tensions, disrupted longstanding alliances, and weakened trust in multilateral institutions such as the WTO. By integrating empirical estimation with policy narrative analysis, this study contributes to the literature on trade policy, emphasizing that while unilateral protectionism may offer short-term domestic advantages, it requires careful calibration with economic diplomacy to ensure the sustainability of global trade cooperation.

Abstract

Public-Private Partnerships (PPPs) have gained prominence as mechanisms to address global infrastructure deficits and support sustainable development. This narrative review examines governance, financing, environmental, and social dimensions of PPP implementation across diverse contexts. Literature was systematically collected from Scopus, Web of Science, and Google Scholar using targeted keywords and Boolean search strings, applying inclusion and exclusion criteria to ensure relevance. Empirical and theoretical studies were synthesized to identify thematic insights. Findings demonstrate that governance frameworks, including clear roles, accountability, and transparency, are critical to PPP success, while political instability, weak institutions, and corruption hinder effectiveness. Financing models such as Build-Operate-Transfer and joint ventures effectively mobilize capital but require balanced risk distribution to prevent inefficiencies. Environmental sustainability is increasingly embedded in PPP projects, particularly through renewable energy and climate-resilient infrastructure, though integration remains uneven across regions. Social outcomes are mixed: developed countries often achieve inclusivity and accessibility, whereas developing countries face equity challenges when profitability dominates. The discussion emphasizes that systemic factors, innovative financing models, and stakeholder engagement significantly shape outcomes. This review concludes that advancing PPP frameworks requires embedding sustainability and equity into governance and contractual arrangements, supported by anti-corruption measures and adaptive financing strategies. Future research should prioritize integrated evaluative frameworks and comparative analyses across regions. By aligning governance quality, financial innovation, and social inclusiveness, PPPs can play a transformative role in achieving sustainable infrastructure and national development goals.
