Abstract

Along with the wishes of the people who expect public services to run more effectively because the most important task of government agencies is the service provider, but effectiveness is also very important and needed in supporting services. And one of the government agencies in providing services is the Bengkulu Province One-Stop Investment and Integrated Service Office, the services provided use an online system called the Electronic Licensing Service System.  The purpose of this study was to determine the effectiveness of licensing services carried out online provided by the Bengkulu Province One-Stop Investment and Integrated Services Office. This research uses descriptive qualitative method by using 3 elements namely Capacity, Support, and Value. The results of the research are the existence of support from the Bengkulu Province One-Stop Investment and Integrated Services Office in allocating resources in the form of financial, human and infrastructure. Then the availability of infrastructure resources in the form of equipment such as computers, printers and internet networks that complement this Electronic Licensing Service System. When the system was implemented, there was an increase in service quality that affected the satisfaction of the people of Bengkulu Province with the services provided as evidenced by the reduction in complaints from the Community Satisfaction Survey from 90.86% to 90.27%. So it can be concluded that the implementation of the Electronic Licensing Service System in Public Services at the One-Stop Investment and Integrated Services Office that the implementation of the system has gone well, with the support of leadership, resources, infrastructure, socialization, availability of infrastructure resources, and people. And the benefits of implementing this system are also felt by the community related to improving the quality and effectiveness of public services provided.

Abstract

Penelitian ini membahas tentang akuntabilitas dan transparansi pengelolaan dana desa di Desa Wonosalam Kabupaten Jombang. Desa Wonosalam memiliki potensi alam dan infrastruktur yang mendukung pembangunan, dengan penekanan pada akuntabilitas dan transparansi pengelolaan keuangan desa. Infografis digunakan untuk memperlihatkan pendapatan, pengeluaran, dan pembiayaan desa secara terbuka guna meningkatkan transparansi. Meskipun telah diupayakan dengan baik, masih terdapat ruang untuk peningkatan transparansi dan partisipasi masyarakat dalam pengelolaan keuangan desa. Metode studi pustaka digunakan sebagai pendekatan utama dalam penelitian ini. Daftar pustaka mencakup berbagai penelitian terkait pengembangan potensi desa, pengelolaan keuangan gereja, peran pengelolaan dana desa, dan pengelolaan BUM Desa. Referensi juga mencakup tata kelola, administrasi, akuntansi sektor publik, Undang-Undang Desa, dan Peraturan Menteri Dalam Negeri tentang pengelolaan keuangan desa. Dana desa merupakan bantuan dari pemerintah pusat untuk mendukung pembangunan dan pemberdayaan masyarakat desa. Pengelolaan dana desa harus mematuhi asas transparansi, akuntabilitas, partisipasi, dan keberlanjutan. Penelitian ini diharapkan dapat memberikan kontribusi dalam peningkatan akuntabilitas dan transparansi pengelolaan dana desa di Kabupaten Jombang, sekaligus memberikan masukan yang bermanfaat bagi pembangunan desa secara keseluruhan.

Abstract

This research aims to analyze the influence of Regional Regulation Number 4 of 2023 on increasing local original income in Malang City for the 2021-2023 period. Data was obtained from the Malang City Regional Financial and Asset Management Agency. The research method used in this writing is a qualitative approach with a focus on literature study. Data and information are obtained from official documents, scientific journals and related financial reports. In this research, the author explores an understanding of the impact of Regional Regulation Number 4 on Regional Original Income (PAD) in Malang City through literature analysis and the context of the applicable regulations. Based on the results of the analysis of the influence of Regional Regulation Number 4 of 2023 on Increasing Original Regional Income in Malang City for the 2021-2023 period, it shows a consistent increase in PAD, which can be attributed to various factors including the implementation of Regional Regulation Number 4 of 2023. Overall, Regional Regulation Number 4 of 2023 is expected will have a positive impact on increasing PAD in Malang, not only strengthening fiscal autonomy but also supporting sustainable and inclusive development.

Abstract

Entertainment tax is one of the sources of revenue for local governments. This study aims to examine the contribution of entertainment tax to Regional Original Revenue (PAD) in Batu City. The research method used is qualitative descriptive using object data at the Batu City Regional Finance Agency. Based on data from the Central Statistics Agency (BPS), Batu City's tax financial statements from 2020 to 2022 are tax revenues for the entertainment sector. In 2020, the contribution reached 12.42%, while in 2021, the contribution decreased to 8.89% and in 2022, the contribution decreased to 12.78%. Although the data has decreased and increased, it shows that the entertainment tax in Batu City has a lack of contribution to the Regional Original Revenue (PAD). The government needs to monitor the potential of taxes and conduct socialization so that this contribution can increase. In order to increase the effectiveness of entertainment tax revenue, the Batu City Regional Revenue Office needs to provide socialization to the public regarding entertainment tax rates and calculation methods.

Abstract

Decentralization policy in Indonesia aims to improve the quality of public services through governance that is closer to the community. However, the implementation of this policy still faces many challenges, including a lack of awareness of public service programs implemented by local governments. This article uses the Literature Review method, which is a method carried out by reading various literature in the form of books or previous journal articles as a source for articles in order to obtain a theoretical basis for the problem being studied. The results of the article show that the low level of public knowledge regarding making e-KTP in Malang City is influenced by several factors. First, communication between local government and the community is less effective in socializing the e-KTP program. Second, limited human resources and budget allocated for socialization programs. Third, some public officials still lack the desire or commitment to provide clear information to the public. Fourth, the bureaucracy is still not optimal in coordinating the implementation of the e-KTP program at various levels. The results of this article provide important implications for the Malang City Government in its efforts to increase public knowledge about public services for making e-KTP. Recommendations given include improving communication strategies to make them more effective, allocating adequate resources, increasing the capacity and commitment of state civil servants, and improving bureaucratic structures to improve coordination between levels.

Abstract

Thematic bureaucratic reforms allow the government to focus more on addressing challenges in specific sectors so that the results can be felt directly by the public. This study aims to explore deeper responses, views, and perceptions of a small number of State Civil Apparatus (ASN) to the Thematic Bureaucratic Reform Reaction. The method used in this study is a qualitative study with an exploratory approach using an open questionnaire that allows respondents to provide narrative responses regarding their views, reactions, and perceptions of the reform program. The study was conducted in the Organization Section of Lampung Province as one of the OPD (Regional Apparatus Organization) that has implemented thematic bureaucratic reforms. The result obtained in this research is the lack of understanding of the State Civil Apparatus (ASN) regarding preparing the Thematic Bureaucratic Reform roadmap. However, civil servants have tried to compile the roadmap as a reference for preparing government programs. The involvement of civil servants in the preparation of the thematic bureaucratic reform roadmap has also been. What can be developed next is the existence of research or socialization related to how to technically prepare a thematic bureaucratic reform roadmap according to procedures so that it can be implemented properly.

Abstract

This research was conducted to analyze Surabaya City Regional Regulation Number 3 of 2023 concerning the implementation of child protection using the Rule, Opportunity, Capacity, Communication, Interest, Process, Ideology (ROCCIPI) approach. The research uses qualitative methods with government data sources and participation from the people of Surabaya City. The results of this research are that through the Rule category, the Surabaya City child protection policy has been in existence since 2011 and has been a guideline since then in developing child protection programs, however, detailed evaluation and development of the scope of the regulation is needed. In the Opportunity factor, creating environmental conditions that support regulations and prevent inappropriate behavior needs to be the focus of implementation efforts. In the Capacity or ability factor, it should be noted that involving parties involved with adequate capacity can increase compliance. Then the communication factor or effective communication needs to be improved to ensure that regulations and information related to child protection are conveyed clearly to all parties. Interest factors and processes, the decision-making process also have a big impact. Understanding and managing interests and understanding the decision-making process will help design more effective implementation strategies. Finally, the ideological aspect shows that local values, habits and customs need to be considered in designing an approach that is appropriate to the cultural context of Surabaya society. Therefore, the implementation of Surabaya City's child protection policy still requires evaluation and through the ROCCIPI method, the government can open dialogue and opportunities for partnerships and increase community participation in developing children's policies.
