Abstract

The implementation of Law Number 6 of 2014 concerning Villages is a form of independent and competitive rural development reform. The village law is a manifestation of granting authority and authority to villages in managing, managing, and regulating finances through the Village Fund Allocation (ADD). With the success of rural development reform, GVG has become a fundamental instrument in managing village finances. Unfortunately, previous research does not explain GVG as an effort to realize the development of the village tourism industry in Indonesia. This study seeks to provide literature through an analysis of the implementation of the principles of GVG to encourage the tourism industry’s success with a case study in Pujon Kidul Tourism Village, Malang Regency. Because the Pujon Kidul Tourism Village can develop tourism potential through managing village funds to increase Village Original Income (PADes) in Village-Owned Enterprises (BUMDES). The method used is a case study qualitative research with data collection techniques using in-depth interviews with stakeholders in Pujon Kidul Tourism Village. The research findings reveal that implementing GVG in Pujon Kidul Tourism Village in terms of transparency, accountability, and participation is marked by open discussions with the community through village deliberation forums. Responsibilities related to reporting funds sourced from APBDes, village funds, and other aid funds are also reported to the community verbally and in writing which is carried out at village deliberation forums. Meanwhile, the role of the community is still low because it still depends on the part of the village government.

Abstract

Research on BUMDes management aims to see how the village government implements village management policies for community economic activities, this article can be used to study village management governance through the several stakeholders involved. The study used is a concept in collaborative governance to identify the challenges faced in managing the economic activities of rural communities, so that they can provide some suggestions for strengthening the village economic sector. The research method chosen in this research is a case study qualitative research method, with primary data sources from informants of governance actors at BUMDes Tugu Kuning. This study shows how the role of government actors in carrying out village economic activities. The results of the study show that the role of the Director of BUMDes Tugu Kuning dominates in the process of managing the village economy accompanied by the formation of new business units. As a result, the community is less involved and involved in the BUMDes institutional structure which is dominated by the BUMDes Director.

Abstract

This study aims to analyze the starting conditions and collaboration between government, private and the community in managing Tanjung Bira marine tourism in Bulukumba Regency. Qualitative approaches are used with descriptive methods. Qualitative data collecting techniques were observation and interviews for primary data and documents for secondary data. In addition, triangulation process had done to reach reliable and valid data. Then, data were analyzed by cross interpreting the interview trancsripts and documents. The results showed that conditions in the government, private and the community already had the conditions to support collaboration in managing Tanjung Bira marine tourism in Bulukumba Regency. The collaboration process between the government, private and community in managing Tanjung Bira marine tourism in Bulukumba Regency has gone through all stages or the process of creating collaboration. This research implied that the absence of a continuous collaborative forum is crucial to build trust, commitment, and shared understanding between the Tanjung Bira’s stakeholders

Abstract

Keterampilan penulisan karya ilmiah merupakan kompetensi inti dalam pendidikan tinggi, tetapi seringkali mahasiswa mengalami kesulitan dalam mengelola dan mengutip referensi dengan benar. Mengatasi hal tersebut, kegiatan pengabdian masyarakat ini dilakukan melalui serangkaian pelatihan dan praktik, dengan fokus pada penulisan karya ilmiah yang efektif dan penggunaan aplikasi manajemen referensi. Proses pembelajaran menggunakan pendekatan "learning by practice", memungkinkan peserta untuk belajar melalui praktik langsung. Tahap awal melibatkan perencanaan, di mana tim penyelenggara berdiskusi dengan pihak kampus STAH Santika Dharma Malang untuk memastikan kebutuhan peserta dan tujuan pelatihan terpenuhi. Selanjutnya, dilakukan tahap pelaksanaan yang mencakup penyampaian materi, pelatihan dan diskusi interaktif serta praktik nersama dengan narasumber. Tujuan utama dari kegiatan ini adalah memberikan pemahaman kepada peserta tentang penulisan karya ilmiah yang efektif serta manajemen referensi, dengan penekanan pada penggunakan aplikasi seperti Mendeley. Hasilnya, kegiatan ini dinilai telah meningkatkan wawasan peserta pelatihan dalam penulisan karya ilmiah dan manajemen referensi.

Abstract

In some developed countries, education is one of the main problems in increasing human resource capacity, especially in Indonesia. The principle of decentralization allows the government to create independent laws that give local governments the authority to manage all aspects of education. This study aims to determine the implementation of the education system in Aceh Besar Regency. This study uses a qualitative approach to understand the optimization of the implementation of the education system in Aceh Besar District. Data were collected through interviews, observation, and analysis of data from various literature and previous research. The research findings show that the Aceh Besar District government has taken systematic steps in formulating policies, developing programs, implementing, and monitoring and evaluating education programs. Some of the main programs implemented include the Mobilizer School Program, data-based planning, implementation of the Independent Curriculum, and development of educational facilities and infrastructure. Monitoring and evaluation is carried out through periodic assessments, collecting feedback from stakeholders, and field visits. The evaluation results show an increase in student and teacher performance, as well as the positive impact of the implementation of the policy.AbstrakDi beberapa negara maju pendidikan menjadi salah satu masalah utama dalam meningkatkan kapasitas sumber daya manusia, khususnya di Negara Indonesia. Asas desentralisasi memungkinkan pemerintah untuk membuat undang-undang mandiri yang memberikan wewenang kepada pemerintah daerah untuk mengelola semua aspek pendidikan. Penelitian ini bertujuan untuk mengetahui penyelenggaraan sistem pendidikan di Kabupaten Aceh Besar. Penelitian ini menggunakan pendekatan kualitatif untuk memahami optimalisasi penyelenggaraan sistem pendidikan di Kabupaten Aceh Besar. Data dikumpulkan melalui wawancara, observasi, dan analisis data dari berbagai literatur dan penelitian terdahulu. Temuan penelitian menunjukkan bahwa pemerintah Kabupaten Aceh Besar telah melakukan langkah-langkah sistematis dalam merumuskan kebijakan, menyusun program, mengimplementasikan, serta melakukan monitoring dan evaluasi terhadap program-program pendidikan yang dijalankan. Beberapa program utama yang diimplementasikan antara lain Program Sekolah Penggerak, perencanaan berbasis data, implementasi Kurikulum Merdeka, dan pengembangan sarana dan prasarana pendidikan. Monitoring dan evaluasi dilakukan melalui penilaian berkala, pengumpulan feedback dari stakeholder, dan kunjungan lapangan. Hasil evaluasi menunjukkan peningkatan kinerja siswa dan guru, serta dampak positif dari implementasi kebijakan tersebut.

Abstract

Decentralization policy in Indonesia aims to improve the quality of public services through governance that is closer to the community. However, the implementation of this policy still faces many challenges, including a lack of awareness of public service programs implemented by local governments. This article uses the Literature Review method, which is a method carried out by reading various literature in the form of books or previous journal articles as a source for articles in order to obtain a theoretical basis for the problem being studied. The results of the article show that the low level of public knowledge regarding making e-KTP in Malang City is influenced by several factors. First, communication between local government and the community is less effective in socializing the e-KTP program. Second, limited human resources and budget allocated for socialization programs. Third, some public officials still lack the desire or commitment to provide clear information to the public. Fourth, the bureaucracy is still not optimal in coordinating the implementation of the e-KTP program at various levels. The results of this article provide important implications for the Malang City Government in its efforts to increase public knowledge about public services for making e-KTP. Recommendations given include improving communication strategies to make them more effective, allocating adequate resources, increasing the capacity and commitment of state civil servants, and improving bureaucratic structures to improve coordination between levels.

Abstract

Artikel ini merupakan hasil kegiatan pengabdian masayarakat yang dilakukan oleh Dosen Jurusan Administrasi Publik Fakultas Ilmu Sosial dan Ilmu Politik Universitas Merdeka Malang untuk mahasiswa S1. Bentuk kegiatan pengabdian masyarakat ini adalah pelatihan penggunaan metode penelitian kuantitatif dengan model analisis Big Data. Kegiatan ini bertujuan untuk memberikan pelatihan dalam bentuk edukasi dan tutorial dalam penggunaan penelitian kuantitatif yang baik. Penyelenggaraan kegiatan pengabdaian masyarakat ini dilakukan secara tatap muka yang berlokasi di Sekolah Tinggi Agama Hindu (STAH) Santika Dharma Malang. Kegiatan ini diikuti oleh mahasiswa dan beberapa dosen yang berasal dari STAH Santika Dharma Malang. Penyelenggaraan kegiatan pengabdian masyarakat ini terdiri dari beberapa tahap. Tahapan awal pelaksanaan kegiatan ini adalah perencanaan melalui diskusi internal antar tim dengan pihak kemitraan yaitu STAH Santika Dharma untuk memenuhi harapan peserta dan target luaran penyelenggara. Tahap kedua adalah pelaksanaan kegiatan berupa penyampaian materi dari salah satu narasumber yang telah diundang. Tahap terakhir adalah tindak lanjut dengan peserta pelatihan atas pelaksanaan kegiatan dalam bentuk diskusi dan tutorial penerapan metode kuantitatif dalam analisis big data dengan tools aplikasi Smart PLS. Diskusi mendengarkan tanggapan dari peserta terkait materi yang disampaikan oleh narasumber. Dari kegiatan pengabdian masyarakat ini menunjukkan pemahaman peserta menjadi lebih meningkat dan mendukung penyusunan karya imiah dalam bentuk artikel dan skripsi dengan penggunaan metode penelitian kuantitatif. Selain itu juga mahasiswa mendapatkan insight baru dalam metode penelitian, yang mana rata-rata mahasiswa awalnya hanya terpaku pada metode kualitatif dan kuantitatif dalam tingkatan dasar.

Abstract

Fiscal decentralization in the digital era brings new opportunities and challenges for its effectiveness in Indonesia. This article aims to analyze the implementation of fiscal decentralization in the digital context, evaluate its effectiveness, and identify the challenges faced. The methodology used includes a literature review and secondary data analysis. The research findings indicate that implementing fiscal decentralization in the digital era can enhance effectiveness in several aspects, such as financial transparency and accountability, efficiency in regional financial management, and increased public participation. However, this implementation also faces several challenges, including disparities in digital infrastructure between regions, limited human resource capacity in the areas, and insufficient regulations supporting the implementation of fiscal decentralization in the digital era. Therefore, although budgetary decentralization in the digital era holds significant potential to improve the effectiveness of regional financial management, serious efforts are needed to address these challenges. This includes investment in digital infrastructure, enhancement of human resource capacity, and the development of regulations that support the practical and safe application of technology.

Abstract

This article aims to highlight the performance of the Smart Kampung application and website in Ketapang Village, Banyuwangi Regency, as well as to understand the extent to which digital technology can improve the efficiency of public services and empower village communities. This evaluation of the Smart Kampung web application uses a qualitative content analysis approach, which involves collecting and analyzing textual and visual data from the Smart Kampung platform. Data sources include descriptive text, usage guides, user reviews, and visual content such as images and video tutorials. The findings in this article are that the Smart Village program has succeeded in integrating various public services into one digital platform that residents can access easily. This platform facilitates access to population administration, health, and education services and empowers the local economy through online marketing training and developing MSMEs. Analysis of user feedback shows that although the community generally receives the platform well, several areas still require improvement to increase user satisfaction. This article will help explain the use of technology at the village level and practical recommendations for optimizing the previous Smart Village platform. Apart from that, these findings can also guide other villages that want to adopt similar programs so that the benefits of digital technology can be felt more widely throughout rural areas in Indonesia.
