Abstract

This study aims to analyze the application of restorative justice through mediation in handling traffic accident cases by the police. This research uses several theoretical foundations, namely restorative justice theory which emphasizes the restoration of the relationship between perpetrator and victim, communication theory which explains the process of message delivery and interaction between the parties involved in mediation, and non-penal mediation theory which focuses on resolving cases outside the criminal justice process through deliberation and mutual agreement. The research method used is a qualitative method with an analytical descriptive approach. Data collection was carried out through interviews, observations, and documentation with informants consisting of the Chief of Police, Head of Police, Kanit Gakkum, investigator members, and the public who had been involved in the settlement of traffic accident cases. The results of the study show that the application of restorative justice in handling traffic accident cases has been carried out by prioritizing the interests of victims, the responsibility of the perpetrators, and the restoration of social relations in the community. The mediation process facilitated by the police provides a space for dialogue for the parties to reach a fair and mutually acceptable agreement.

Abstract

This study examines the law enforcement procedures applied to communities involved in narcotics crimes within the jurisdiction of the East Kalimantan Regional Police. The objective of this study is to analyze the application of law enforcement procedures by police officers toward individuals involved in narcotics-related offenses. This research utilized a qualitative approach using a juridical-empirical method, which examines the implementation of legal norms in actual law enforcement practices within society. Primary data were obtained through in-depth interviews with investigators from the Directorate of Narcotics Investigation of the East Kalimantan Regional Police, individuals who have experienced the narcotics law enforcement process, expert witnesses, and affected parties. The results indicate that the law enforcement procedures for narcotics crimes within the East Kalimantan Regional Police generally follow the applicable legal framework, particularly Law Number 35 of 2009 concerning Narcotics and criminal procedural law. This study concludes that effective narcotics law enforcement requires strengthening the capacity of law enforcement officers, improving inter-agency coordination, and enhancing public legal awareness to support more effective law enforcement practices.

Abstract

This research focuses on the implementation of Gender Sensitive Policing (GSP) in reducing secondary victimization among female victims of violence at the Sub-Directorate of Women and Children Protection (PPA), Directorate of General Criminal Investigation, Polda Metro Jaya, particularly across service points including reporting, examination, case documentation (BAP), medical examination, and referrals. The research approach is qualitative using a case study method. Data collection techniques include interviews, non-intrusive observations, and document analysis involving investigators, female victims, unit leaders, and official documents (BAI/BAP) at the Sub-Directorate of PPA Polda Metro Jaya. The findings of this study indicate that GSP practices have been implemented in forms such as the use of specialized service rooms (RPK), victim assistance, gradual questioning techniques, provision of breaks during examination, and psychological referrals, which empirically help reduce victims’ psychological burden. However, secondary victimization persists within procedural aspects, particularly through repeated narration across multiple reports, highly explicit exploration of traumatic events, fragmented examination processes, and prolonged waiting periods experienced by victims. These findings suggest that GSP is more effective at the interactional level but has not been fully institutionalized within evidentiary and administrative procedures.

Abstract

This study aims to analyze the implementation of the Community Activity Permit Issuance Application as part of public service transformation within the jurisdiction of the Polda Metro Jaya. This policy is a form of implementation of the Regulation of the Indonesian National Police Number 7 of 2023, which promotes the digitalization of licensing services through the SuperApps Presisi Polri. This research employs a qualitative approach with a descriptive-analytical method. Data was collected through interviews, observations, and documentation. The results indicate that the implementation of the application has not been optimal. This is reflected in the low usage rate of the application compared to manual procedures. Several factors influence the implementation, including ineffective policy communication, limitations in resources-particularly from the user side-declining commitment of implementers, and a bureaucratic structure that has not been fully digitally integrated. In addition, there is a gap between the top-down approach used in policy formulation and the needs of the community as service users, who tend to prefer flexibility and direct interaction in the licensing process.
