Abstract

This research aims to determine the level of readiness or maturity of Employment Data Interoperability in supporting One Employment Data at the Ministry and Regional Government Level. Analyzing the maturity level of E-government interoperability across organizations in the Central Government and Regional Government in the Management of One Employment Data, namely: Preparedness, Understanding, Command Style and Ethos. This type of research is a type of mix method between critical discourse analysis. The research results show that the Preparedness indicator with a percentage of NVivo 12 Plus analysis results is 20.00% with the implementation of strengthening the implementation of one employment data policy by coordinating between central and regional employment agencies which aims to unify perceptions between the Ministry of Manpower and the Department in charge of employment regarding data standards, metadata, and employment data reference codes. Understanding with a percentage of 27.00% is well implemented and can provide implementation references and guidelines for central and regional agencies in order to realize the availability of quality, easily accessible and shared Employment Data between central and regional agencies. Command style (24.00%) is committed to building coordination and consolidation in order to achieve data interoperability. Ethos (27.00%) by carrying out the revitalization of One Employment Data's network and data security devices and hashtags in the data interoperability process which indicates that information related to work, training and the labor market can be better integrated for analysis and decision making purposes which is more effective.

Abstract

Lately, there has been a greater recognition of the value of collaboration in government management. It is also recognized that managing collaboration is a complex matter due to the involvement of multiple stakeholders. The goal of this study is to look into the challenges that Indonesian local governments face when implementing a collaborative management scheme. Using a systematic review, we collect evidence from previous studies that analyze local governments that carry out specific collaborative programs. As a result, there are four distinct clusters of challenges, beginning with the complexity of networking, followed by a lack of resources, a lack of interest in collaboration, and political circumstance constraints. From mapping the challenges that are occurring and posing threats to the implementation of this future collaboration, we propose plans that the local government can apply in the future to deal with them. This starts with develop strategic framework, fostering culture of partnership, building capacity-building programs and adopt flexible approach.

Abstract

The aims of this research are to identify the Policy of general election super- vision agency (refers as Bawaslu) in conflict resolution in North Musi Rawas District. The success of the election in Indonesia is largely decided by the Election Supervisor’s work as a supervisory entity that controls the stages of conducting regional elections. The approach method used in this study is the normative juridical approach method. Qualitative approach method with theo- retical approach related to this research. The policy of the Supervisor of Elec- tions in North Musi Rawas Regency is worth reviewing. This study focuses on the supervisory policy established by Bawaslu in legal documents, as well as the lack of Standard Operating Procedures (SOPs) and Human Resources, particularly in the recruitment of Bawaslu members. The findings of this research is strengthens the democratic constitutional system, ensures fair and transparent elections, ensure consistency of electoral system arrangements, provide legal certainty and avoid duplication in election arrangements; and ensures effective and efficient elections.

Abstract

The local government of Surabaya builds Social Network Sites (SNSs) in interacting with citizens. In addition, at the sub-local level, social communication institutions located in each urban village manage SNSs as well. This research aims to find the implications of the use of locally managed SNSs in each urban village in Surabaya. The research used a qualitative approach and case study. The data was collected by interviewing 15 informants and observing digital artifacts on local SNSs in several urban villages. This research found that the use of locally managed SNSs in urban villages has implications for strengthening e-government implementation, firstly, to provide a variety of services and public information about the potential and strengths of each urban village; secondly, to activate and increase public capacity in each urban villages in the digitalization. Another implication is on community building by maintaining stakeholder engagement and building ‘we feeling’ in the public of each urban village. This research provides insight into the management and use of SNSs in sub-local contexts both for the reinforcement of e-government implementation and the maintenance of social capital in a developing country that seeks to maintain democratization stability.

Abstract

The May 2022 Philippine national and local elections were the first to be held under a global pandemic, and social media likely shaped its outcome. Twitter overflows with many election-related conversations barely three weeks before the Philippine national and local elections. Given the physical limitations caused by the Covid-19 epidemic and the rising use of this technology by Filipinos, it was anticipated that support for social media in candidate campaign strategies would expand. This study aims to determine the pattern of relationship and interaction between Twitter users on political topics related to the election. Moreover, this study identifies the likes, dislikes, comments, opinions, or feedback about the public conversation content. In particular, Social Network Analysis (SNA) was employed to better understand how Twitter was used in public conversation during the 2022 Philippine election,. In addition, Sentiment analysis was used to understand better the online users' positive, negative, or neutral responses. The result shows similarities and differences revealed by the social networks. Results also indicated that users tend to share and seek information from reliable sources such as verified Twitter users and news websites
