Abstract

Historically, the study of public administration starts with the endeavors to establish the effective and efficient administration. This followed by the notions of equity values in managing public administration that lead to the idea of the new public administration. Recent challenges such as privatization, multiculturalism, democratization, decentralization and various disasters that occur have produced the demands to pay attention the new look of public administration. This article discusses the history and contemporary issues of public admihistration in order to reformulate the scope of public administration study.

Abstract

There have been many promising advantages for the public service schemes based on privatization or partnerships (kemitraan) between the government agencies and the private organizations Along with the newly enacted law on Local Government and the Financial Shares between the Central and Local Governments privatization and kemitraan will be an interesting alternatif for financing public services at the local level.In Indonesia, however, it appears that insofar there are limited local authorities that are experienced in negotiating, implementing and controlling the privatized schemes or the kemitraan. Lack of commitment, political vested interests, and lack of professional attitudes air among the obstacles for the local governments in conducting such schemes. On the other hand, too much profit maximizing, ignorance to the public interest, and low morale would also obstruct the private sectors in serving the best for the public': Nevertheless, such limitations must not avert both sides fivm making political, managerial and technical breakthrough to create a responsive public service system as the privatized and partnership system would be a win-win solution for the government agencies, the private organizations, and the society

Abstract

Artikel ini bertujuan untuk mendeskripsikan dan menganalisis proses pemberdayaan terhadap masyarakat yang bekerja di industri seni dan budaya. Pendampingan “Tata Kelola Kelompok Karawitan dan UMKM berbasis Teknologi Informasi dan Komunikasi” ini bertujuan untuk membantu meningkatkan kegiatan perekonomian desa berbasis digital atau dDigitalisasi UMKM. Pertama, akan ada peningkatkan kapasitas pelaku UMKM dalam melakukan digital marketing, pengetahuan tentang marketplace, serta pembuatan media sosial UMKM, kelompok karawitan, dan pertunjukkan daring. Metode yang dilakukan adalah melalui pendampingan dan pelatihan promosi grup karawitan berbasis digital. Hasilnya ada peningkatkan kapasitas Kelompok Karawitan Guyub Mukti Laras dalam melakukan digital marketing, pengetahuan tentang media sosial, pembuatan media sosial kelompok dan pengenalan branding di media sosial.

Abstract

Indonesia is in second place in cyber crime cases in the world. According to Komnas Perempuan’s record, in 2022, online gender-based violence (KBGO) cases occupy the highest position in complains to Komnas Perempuan in the public domain, covering 69% of the total cases. Riau, as one of the provinces in Indonesia, is also not immune to cases of sexual crimes in cyber space. A number of online media reported that Riau experienced an increase in cases of violence against children and women in 2021, this was an increase of 40 cases compared to 2020 . One of the reasons is the lack of parental knowledge of sexual crimes. In addition, the public’s view of sex is still considered very taboo. With current technological developments, it is analogous to an “open gate” that everything can be easily accessed and all forms of cyber crime will easily stalk children, including child grooming. The purpose of this community service is to socialize to the community regarding the dangers of child grooming and provid solutions on how to overcome them. This community service will involve one partner, namely the Raudathul Athfal Alkausar school, Sialang Sakti Village, Dayun District, Siak Regency. The solution offered in this service is to provide counseling related to one type of sexual crime in the digital era called Grooming to both teachers and parents. One of the successes in this service can be seen from the understanding obtained by the teachers and also the guardians of the students. The output targets of this service will later be published in the nationally accredited journal and local electronic mass media.

Abstract

This research aims to determine the level of readiness or maturity of Employment Data Interoperability in supporting One Employment Data at the Ministry and Regional Government Level. Analyzing the maturity level of E-government interoperability across organizations in the Central Government and Regional Government in the Management of One Employment Data, namely: Preparedness, Understanding, Command Style and Ethos. This type of research is a type of mix method between critical discourse analysis. The research results show that the Preparedness indicator with a percentage of NVivo 12 Plus analysis results is 20.00% with the implementation of strengthening the implementation of one employment data policy by coordinating between central and regional employment agencies which aims to unify perceptions between the Ministry of Manpower and the Department in charge of employment regarding data standards, metadata, and employment data reference codes. Understanding with a percentage of 27.00% is well implemented and can provide implementation references and guidelines for central and regional agencies in order to realize the availability of quality, easily accessible and shared Employment Data between central and regional agencies. Command style (24.00%) is committed to building coordination and consolidation in order to achieve data interoperability. Ethos (27.00%) by carrying out the revitalization of One Employment Data's network and data security devices and hashtags in the data interoperability process which indicates that information related to work, training and the labor market can be better integrated for analysis and decision making purposes which is more effective.
