Abstract

This study aims to help us understand and examine the obstacles faced by political parties in conducting the political recruitment of women legislative candidates in Aceh and analyze the efforts made by political parties in order to increase women's participation and capacity in the political field. This study uses descriptive qualitative research methods that aim to provide information through data mining in order to produce a complete data description. This can be seen from the effectiveness of the implementation of affirmative action policies that have been running so far in increasing women's representation in parliament both at the national and local levels in Aceh. The implementation of affirmative action policies that must be fulfilled by political parties has become a separate challenge for political parties, where in the effort to meet the gender quota political parties have obstacles, including due to the patriarchal culture that is still growing in Acehnese society, human resources (women) who are still minimal, financial limitations of women, as well as regulation and a sense of comfort with what women have obtained. To answer these various obstacles, political parties have also made various efforts, such as providing intensive political education, placing female legislative candidates in small serial numbers, tightening the political recruitment process, and providing material and non-material support. The success of political parties in realizing the ideals of implementing affirmative action policies is greatly influenced by how the role of political parties can internally maintain the existence of parties with adequate and structured institutions.Keywords:Policies, affirmative action, women, political parties

Abstract

AbstractThis paper aims to analyse how a sense of place helps to create definitions of tolerance and intolerance in Aceh. Banda Aceh is deemed to be one of the most intolerant cities in Indonesia, according to the results of a survey issued by the Setara Institute (2018). This paper proposes that Aceh, as a province that implements Islamic law with a majority Muslim population, creates a sense of place that influences the definition of tolerance. This paper asks: how does this sense of place influence the tolerance of the Acehnese towards efforts to establish places of worship for non-Muslims? Many Acehnese believe that they show tolerance towards non-Muslims who live in the region. However, this acceptance of the presence of non-Muslims in the province does not extend to providing space and support for religious activities and efforts to establish non-Muslim places of worship, as reflected in Qanun Number 4 of 2016, concerning 'Guidelines for the Maintenance of Religious Harmony and the Establishment of Places of Worship'. Abstract

AbstractSo far, victims have only been seen as the end of one or several acts of terrorism, and have not been maximally involved in the prevention and handling of terrorism. When acts of terrorism occur, victims experience forms of suffering and loss. Physically; died, suffered permanent bodily damage / disability which requires a long healing process or minor injuries. Psychologically; faced with feelings of trauma, closure, unstable emotions and so on. Economically; can no longer support their family, lose their career in work and there are many more losses that must be borne by victims of criminal acts of terrorism. This research uses the normative juridical method which is carried out through literature studies that examine (especially) primary data in the form of laws and regulations, other legal documents, as well as research results, assessment results, and other references. In analyzing the data in this study, qualitative data analysis was used to the data that had been collected. Qualitative data analysis is carried out by thinking based on reasoning to be able to draw logical conclusions. Qualitative data analysis to draw conclusions is not only aimed at revealing the truth, but also aims at understanding the symptoms that arise in the implementation of a legal provision regarding the regulation of the Regulatory Framework for the Protection of Victims of Terrorism. The results of the research show that there are still factors that inhibit the fulfillment of the rights of victims of terrorism, which are oriented towards proving that someone can be considered a victim to propose and get their rights compared to fulfilling the rights of victims where the state must be more proactive and take the initiative in moving victims to fight for their rights so that they can eliminate everything. ineffective and efficient procedures for victims. This is to avoid if the victims are more likely to talk about third parties outside the government who have helped them because the effect of the assistance they receive is more on the victims. It is recommended that in making laws and regulations related to the protection of victims of criminal acts, it must be able to pay attention to and prioritize the approach to the best interests and needs of the victim. It means that the formulation of the related laws and regulations above is still unable to accommodate the rights of other victims as a whole. If it is necessary to change / improve the aforementioned statutory regulations, it must be able to synchronize with other laws and regulations related to victims of terrorism which can be stated in the provisions of articles that are clearly defined and listed so that their relevance and synchronization can be seen.Keywords: regulation, terrorism, victims, protection for terrorist victims

Abstract

AbstractThe existence of the special autonomy fund should make Aceh an advanced area in terms of development, empowerment of the people's economy, poverty alleviation, health education, and social issues. however, the reality shows a decline in various fields. Data released by the Central Statistics Agency (BPS) shows Aceh is in the second position as the poorest region. Apart from that, in terms of education quality, Aceh is in the 27th position out of 34 provinces. This study aims to analyze the constraints of implementing the policy on the use of special autonomy funds based on the Grindle model review. The methods used are qualitative methods and literature study. Respondents in this study were the special autonomy fund policy makers in Aceh. The results showed that the obstacles that occurred in the management of special autonomy funds were caused by conflicts interest of the elite groups. according to the grindle model theory, there are indicators that are not fulfilled in policy implementation, namely the presence of group elements from policy makers.Keywords:Special Autonomy, Special Autonomy Fund, Policy Implementation

Abstract

AbstractGeneral elections are one of the important instruments in measuring the quality of democracy implementation in a country. In winning the 2019-2024 period elections, various political marketing strategies began to be undertaken by every prospective candidate to either be done by the political party or by prospective candidates. This research was conducted to find out the strategy conducted by Ir. Azhar Abdurrahman in winning the 2019 elections and making it a member of DPRA. This method of research uses qualitative methods of descriptive. The Data needed in this writing was obtained through field research by interviewing the informant and monitoring the Facebook account on behalf of Ir. Azhar Abdurrahman. The results showed that the political marketing that was applied by Azhar Abdurrahman (1) Mapping the political market, (2) (2) A nominee of Aceh party for assembly at provincial, (3) Forming campaign teams consisted of former GAM team and (4) utilize social media Facebook. For that, the electoral participants can apply various forms of political marketing strategy in winning the elections.Keywords:Strategy, Marketing politics, and Elections
