The Journal of Political Sphere is published by the Political Science Study Program, Faculty of Social and Political Sciences, Universitas Syiah Kuala, Banda Aceh, Indonesia. This multidisciplinary journal focuses on political science, governance, and public policy in Indonesia and Asia. It features both theoretical and empirical research aimed at advancing and disseminating scholarly knowledge about the region. The journal covers various topics including political science, Indonesian and Asian politics, governance issues, public policy, decentralization, political parties, and national and local elections. It also publishes research notes, conference and workshop announcements, seminar notices, and book reviews. The Journal of Political Sphere is released biannually, in June and December.

Abstract

ABSTRACTAceh's poverty rate remains high, suggesting that many people still cannot afford to meet their basic needs. The government of Aceh has implemented policies aimed to alleviate poverty in Aceh, one of which is through a transmigration program in Sigulai, a village located in Simeulue Regency. The transmigration program in this location is expected to contribute to reducing the number of poor people in Aceh. However, despite the effort, the rates of poverty remain high. Based on this condition, this study aimed to examine the policy implementation and problems faced in its implementation regarding the transmigration program in Sigulai from 2017 to 2020. This study employed Meter and Horn's policy implementation theory and the concept of poverty. This study was qualitative. The data were collected using interviews, observation, and literature study. The data were analyzed through Triangulation, Reduction, and Concluding. The results of this study suggest that the process of implementing transmigration development is not being carried out as planned in the policy. Implementation restrictions are due to the implementers' dispositions and inexperience at the policy formulation stage. Based on the results of this study, the researcher suggests that the Simeulue district office prevent fraud and that those responsible for it adopt appropriate rules for future transmigration development.Keywords: policy, poverty alleviation, transmigration

Abstract

AbstractGreen open space is an elongated area/clustered path whose use is open and filled with plants and vegetation that are beneficial to the community, green open space is not only a development in the context of the welfare of the community but also has a positive impact on the environment. The physical development of Banda Aceh City can cause environmental damage such as water, soil and air pollution. Therefore, there is a need for green open space as a balance between the development of Banda Aceh City and the need for clean water and air in Banda Aceh City. An evaluation conducted by the Regional Development Planning Agency regarding the Comfort of Green Open Spaces in Banda Aceh City in 2019 explained that the convenience of the people of Banda Aceh City to the facilities available in green open space is still lacking when viewed from the number of public facilities in Banda Aceh City green open space. Therefore, given the lack of facilities available in green open space, this study aims to determine the level of community satisfaction with public facilities in Banda Aceh city green open space by using green political theory, public service theory and community satisfaction theory. This research is a descriptive quantitative research with data collection methods through questionnaires, observation and documentation. Data processing in this study uses data editing, data transformation and data tabulation methods and is tested using validity tests, reliability tests and Likert scales. The results of this study indicate that the hypothesis (H0) in this study is accepted or in other words the assumption that the level of community satisfaction with public facilities contained in the low open space of Banda Aceh City is indeed true. This is due to the lack of public facilities in Banda Aceh City RTH which affects development services that focus on providing good and comfortable facilities and infrastructure to the community. Based on the results of this study, it is expected that the people of Banda Aceh City can increase their understanding of green open space and it is hoped that the Banda Aceh City Government will provide and repair damaged facilities in green open space. Abstract

AbstractThis research is to answer the problems faced by the Indonesian government in developing the capital market (investment) in the millennial era in Indonesia, the government has made various efforts to develop investment in Indonesia. However, the influence of digital technology is not immediately used by the Indonesian people, especially young people. The purpose of this study is to identify and explain government support to young people in order to increase investment for their future. This study uses a library research methodology, where the data obtained are obtained through valid documents The results of this study are that the government has made various efforts to encourage the development of investment for young people, the implications of this policy have an impact on the development of investment in Indonesia, the government's encouragement to get a good response among young people to invest, this success is due to maximum planning by the government through thorough socialization It is hoped that the government will continue to make efforts to develop investment by establishing programs that inspire and motivate people to continue investing.Keywords: Government, Investment and Indonesian Millennials

Abstract

ABSTRACTInequality of division of labor between men and women in a family poses a double burden. This research was conducted in Cut Reubee Village, Delima Subdistrict, Pidie Regency, which still adheres to the patriarchal system, which causes one of the parties in the family to experience a double burden in the family, especially for women who also work as farmers. This study aims to describe and know the strategies of women farmers in facing the reality of the double burden of women farmers in the family. The research uses nurture theory which suggests that socio-cultural constructions themselves cause role differences between men and women. This research uses a descriptive method with a qualitative approach. Data were collected through observations, interviews, and documentation. Informants in this study were determined according to certain criteria tailored to the research topic. The results showed that Cut Reubee Delima Village women farmers did more activities than men. The double burden causes women farmers to experience various problems, especially health issues in carrying out this role. The strategy of women farmers in facing the double burden in the family is to manage time as wisely as possible. Therefore, there needs to be concrete action from various parties to minimize gender discrimination between men and women starting with establishing a pattern of fair labor sharing relations in the family between men and women.Keywords: double burden, women farmer, family

Abstract

AbstractThe implementation of the recess is the right and obligation of members of the Aceh People's Representative Council (DPRA) to visit, solicit, and follow up on the aspirations and complaints of constituents as well as provide moral and political accountability, which is conveyed during each recess to constituents in their electoral districts. However, what happened is that the recess, this the community has not fully felt the recess activities carried out by DPRA members in gathering aspirations and constituent problems. This is reinforced by the fact that many people still do not know and are not involved in the recess activities carried out by members of the DPRA. This study aimed to determine the level of community satisfaction with the performance of DPRA members during the recess in the 1st electoral district of Banda Aceh City in 2021. This study uses representation theory and the concept of performance measurement. This research used descriptive quantitative research with data collection through questionnaires, observation, and documentation. Data processing in this study uses data editing, transformation, and tabulation methods and is tested using validity tests, reliability tests, and Likert scales. The results showed a low level of community satisfaction in the 1st electoral district of Banda Aceh City on the performance of DPRA members during the recess. As many as 79% of respondents are dissatisfied with the performance of DPRA members in screening aspirations during the 2021 recess. Still, many aspirations are needed by constituents but are not realized. In this case, DPRA members are expected to be more serious in carrying out the recess program, especially fighting for the aspirations of the community, fixing existing problems in the electoral district, and fully realizing the aspirations that were captured during the recess so that the community will benefit from the recess activities.Keywords: DPRA Member Performance, Recess Period, Community Satisfaction
