Abstract

 Abstrak Negara-negara ASEAN telah menyepakati satu komitmen bersama bahwa pada tahun 2015 di kawasan negara ASEAN akan diberlakukan Masyarakat Ekonomi ASEAN (MEA). Standar dan penilaian kesesuaian sangat penting dalam mendukung pelaksanaan MEA 2015 untuk mengurangi hambatan perdagangan yang tidak diperlukan dalam membangun pasar tunggal. Dengan demikian identifikasi kesiapan Lembaga Penilaian Kesesuaian (LPK) yang terakreditasi KAN di Indonesia dalam menilai kesesuaian dengan acuan standar internasional yang disepakati dalam sektor prioritas MEA perlu dilakukan. Metode penelitian yang digunakan adalah kuantitatif deskriptif dengan data-data sekunder berupa daftar Laboratorium Pengujian (LP) dan Lembaga Sertifikasi Produk (LSPro) beserta lingkupnya dari Komite Akreditasi Nasional (KAN) (data per Maret 2013), sedangkan verifikasi lapangan kepada LPK menggunakan kuisioner. Kesimpulan yang didapatkan adalah kesiapan LPK yang telah diakreditasi KAN untuk menilai kesesuaian produk dengan acuanASEAN Agreed Version Standard (AAS) adalah sejumlah 36 standar (dengan kategori LP tersedia dan dapat melakukan uji full parameter; LSPro tersedia) ditambah dengan 6 standar (dengan kategori LP tersedia dan dapat melakukan uji full parameter; LSPro tidak tersedia) atau 19,4% dari AAS. Rendahnya jumlah AAS yang dapat dijalankan diindikasikan bersumber dari rendahnya pengetahuan LPK tentang AAS, tentang Mutual Recognition Arrangement (MRA) dan skema Listed Conformity Assessment Bodies (CABs)di ASEAN, dan juga regulasi yang belum mendukung sepenuhnya pemberlakuan MEA. Rencana penambahan lingkup pada LPK juga masih difokuskan pada penerapan SNI yang diberlakukan wajib.  Kata kunci: MEA, kesiapan LPK, ASEAN Agreed Version Standards. AbstractThe ASEAN countries have agreed a common commitment that by 2015 the ASEAN region will apply the ASEAN Economic Community (AEC). Standards and conformity assessment are very important to support the implementation of the AEC 2015 to reduce trade barriers and to establish single market. Thus, identification of Conformity Assessment Bodiy (CAB) readiness in Indonesia that accredited by KAN, in assessing conformity by referring to agreed international standards in AEC priority sectors needs to be carried out. A descriptive, quantitative method is used with secondary data of testing laboratories and product certification bodies and their scopes was taken from the National Accreditation Committee (data per March 2013), while field verification to the CABs was done by using questionnaires. The conclusion obtained is readiness of CABs that accredited by KAN to assess products conformity by referring to ASEAN Agreed Version Standard(AAS) are as many as 36 standards (category: LP available and can perform full test; LSPro available) plus 6 standards (category: LP available and can perform full test; LSPro not available) or 19.4% of the AAS. The low number of AAS that can be carried out is indicated sourced from lack of knowledge about AAS within the CABs, about Mutual Recognition Arrangement (MRA) and Listed CABs scheme in ASEAN, and regulations that have not fully supported the implementation of the AEC as well. Plan to develop the scope in CABs is still focused on implementation of SNIs that are enforced mandatory. Keywords: MEA, CAB readiness, ASEAN Agreed Version Standards.

Abstract

AbstrakProduk susu bubuk dan susu kental manis merupakan produk turunan susu, yang banyak dikonsumsi khususnya balita. Kementerian Perindustrian berencana memberlakukan wajib SNI 01-2970-2006, Susu bubuk dan SNI 01-2971-1998, Susu kental manis dalam regulasi teknis pada tahun 2013-2014 untuk melindungi masyarakat dari masalah keamanan pangan dan kesehatan. Sedangkan tujuan dari penelitian ini adalah untuk menganalisa kesiapan pemberlakuan wajib SNI susu bubuk dan susu kental manis dari aspek ketersediaan standar, perdagangan produk (ekspor-impor), infrastruktur penilaian kesesuaian dan efisiensi produksi produk. Diperoleh hasil bahwa ketersediaan standar masih kurang, industri pengolahan susu baik susu bubuk dan susu kental manis masih besar ketergantungan terhadap bahan baku susu impor (perdagangan masih negatif) dan infrastruktur masih kurang memadai sehingga efisiensi masih rendah. Program pengembangan standar nasional untuk produk susu perlu ditingkatkan dan dilengkapi untuk meningkatkan kualitas produk olahan susu dengan mengadopsi dari standar internasional atau standar nasional negara lain dan harus mempertimbangkan kondisi dan kebutuhan masyarakat di Indonesia. Pengembangan lembaga penilaian kesesuaian perlu disesuaikan dengan arah kebijakan pemerintah diselaraskan dengan daerah pengembangan sentra susu dan industri dalam menunjang penerapan pemberlakuan wajib SNI susu bubuk dan susu kental manis di Indonesia.Kata Kunci: susu bubuk, susu kental manis, Standar Nasional Indonesia (SNI).AbstractPowder Milk and condensed milk are derivative products, which are widely consume, especially by toddlers. Ministry of industry has plans to impose mandatory SNI 01-2970-2006, Powder Milk and SNI 01-2971-1998, Sweetened condensed milk in Technical Regulations 2013-2014 to protect the public from food safety and health issues. The purpose of this study is to analyze the readiness of implementation of mandatory SNI powder milk and condensed milk from availability of related standards, import-export trade, conformity assessment infrastructure and the efficiency of production. The results obtained indicate that the availability of related standards are deficient, dairy processing industries (for powder milk and sweetened condensed milk) have great dependency on imports of raw milk (negative trading), and the infrastructure is inadequate; as a result the efficiency is low. Development program of national standards for dairy products needs to be improved and equipped to improve the quality of dairy products by adopting international standards or national standards of other countries and should take into consideration the conditions and market needs in Indonesia. Development of conformity assessment bodies need to be adapted to the direction of government policy, is aligned with regional development centers and industrial milk in supporting the implementation of the implementation of mandatory SNI milk powder and SNI sweetened condensed milk in Indonesia.Keywords: milk powder, condensed milk, National Indonesian Standard (SNI).

Abstract

 Abstrak Kebijakan SNI wajib yang diberlakukan oleh pemerintah secara nasional sangat penting untuk melindungi berbagai kepentingan konsumen di tanah air. Sehubungan dengan masih banyaknya pelanggaran yang terjadi terhadap ketentuan SNI Wajib, maka sebaiknya diadakan analisis mengenai efektifitas penerapan SNI wajib oleh pemerintah dari sudut pandang masyarakat. Akan tetapi, adanya keterbatasan operasional, sumber daya, dan anggaran yang dimiliki untuk melakukan penelitian, penting untuk dilakukan prioritasi SNI wajib yang akan dijadikan obyek penelitian. Oleh karena itu, penelitian ini bertujuan untuk merumuskan kriteria yang harus dipertimbangkan untuk menentukan SNI wajib yang sebaiknya menjadi prioritas sebagai obyek penelitian, memberi bobot pada setiap kriteria yang teridentifikasi, dan memilih SNI wajib yang penting untuk diprioritaskan sebagai objek penelitian efektifitas penerapan SNI. Pengumpulan data dilakukan dengan menggunakan instrumen kuesioner perbandingan berpasangan. Metode analisis yang digunakan adalah Analytical Hierarchy Process (AHP). Kesimpulan utama yang dapat ditarik adalah terdapat enam kriteria yang dapat digunakan untuk memprioritaskan SNI Wajib yang harus diteliti, yaitu jumlah pengguna produk yang diwajibkan SNI (bobot: 0,189), tingkat kesiapan konsumsi produkyang diwajibkan SNI (0,065), tingkat kerendahan kepedulian konsumen produk yang diwajibkan SNI terhadap keberadaan label SNI (0,182), tingkat kesiapan infrastruktur untuk mendukung pelaksanaan SNI wajibpada produk yang diwajibkan SNI (0,07), tingkat risiko keselamatan jiwa, kesehatan dan keamanan apabila terjadi pelanggaran terhadap SNI wajib pada produk yang diwajibkan SNI (0,45), dan tingkat kompetensi personel penelitian yang tersedia (0,044). Selain itu, penelitian ini juga menyimpulkan bahwa SNI wajib yang paling tepat untuk dijadikan objek penelitian efektifitas penerapan SNI wajib adalah SNI helm. AbstractMandatory SNI policy, which is implemented by government nationally, is very important to protect the rights of consumers in this country. Given there are still many infringements that occurred on the requirements of mandatory SNI, it is urgent to analyze the effectiveness of the implementation of mandatory SNI by the government from community perspective. However, due to the limited budget, resources, and operational constraint, it is important to prioritize the SNI Mandatory as the research object. Therefore,this research aims to identify the criteria that should be considered to decide which mandatory SNI that should be prioritized as research object, to weight the identified criteria, and to choose the mandatory SNI that should be prioritized as research object. Therefore research method employed was Analytical Hierarchy Process (AHP).The data collection was performed by using pair wisecomparison questionnaire. The research result shows that there are six criteria that should be considered to decide which mandatory SNI that should be prioritized as research object, namely the number of user (weight: 0.189), the product consumption readiness level (0.065), the consumers’ unawareness level on the availability of SNI mark (0.182), the infrastucture readiness on supporting the implementation of mandatory SNI (0.07), the risk level of safety, health and security if the requirements of SNI are not fulfilled (0.45), and the competence level of the research personnel (0.044). Furthermore, this research revealed that the mandatory SNI that should be prioritized as research object is SNI related to helmet.Keywords: research object, Analytical Hierarchy Process (AHP), mandatory SNI, decision theory.
