Abstract

The Education Council holds a strategic position as an institutional mechanism for public participation in educational governance, particularly through its advisory, supporting, monitoring, and mediating functions. However, its formal mandate has not consistently translated into substantive influence on educational policy. This article analyzes the role of the Education Council in promoting participatory and accountable educational governance, with particular attention to public participation, civic engagement, and institutional capacity. The study employs a qualitative approach using an integrative literature review, policy document analysis, and synthesis of secondary case studies drawn from previous research. Data were analyzed through qualitative content analysis by identifying recurring themes related to institutional functions, participatory governance, structural and cultural barriers, stakeholder relations, and public accountability. The analysis indicates that the effectiveness of the Education Council is constrained by limited authority and budgets, weak coordination, inadequate public outreach, a top-down bureaucratic culture, and insufficient institutional capacity. As a result, public participation often remains symbolic or consultative rather than substantive. Strengthening regulatory support, institutional capacity, public visibility, follow-up mechanisms for recommendations, and collaborative governance is therefore necessary to enhance the Council’s contribution to accountability, educational quality, and public trust.

Abstract

Community participation in educational development is often limited to program implementation, while identification, planning, decision-making, and evaluation remain dominated by governments or external institutions. This condition weakens community ownership and threatens program sustainability. This study examines how community development can foster sustainable community participation in education and identifies the factors shaping its implementation. An integrative literature review combined with a secondary case-study synthesis was employed. Relevant academic literature on community development, community education, empowerment, participation, and program sustainability was reviewed, alongside three Indonesian cases representing different patterns of community participation: Kampung Inggris in Kediri, village tourism development in Ponorogo, and KUPS Wisata Rengganis in Jember. The analysis indicates that sustainable participation depends not merely on the extent of community involvement but on the degree to which communities possess access to decision-making, participatory capacity, legitimacy, ownership, and control over programs. Kampung Inggris demonstrates relatively strong community-led participation and institutional sustainability, whereas the other cases reveal continuing dependence on government support, organizational capacity constraints, or limited community control. The findings suggest that community development in education requires a shift from administrative and instrumental participation toward substantive participation throughout needs identification, planning, implementation, evaluation, institutionalization, and community self-reliance. A collaborative governance model in which government and educational institutions function as facilitators while communities retain meaningful decision-making authority offers a stronger foundation for sustainable educational development.

Abstract

School Committees are formally positioned as an important mechanism for community participation in educational governance, yet their substantive role in ensuring accountability and educational quality remains uneven. This study analyzes the effectiveness of School Committees in performing their advisory, supporting, controlling, and mediating functions, with particular attention to the gap between formal mandates and actual practices. An integrative literature review was conducted through policy document analysis and synthesis of 15 scientific articles published between 2019 and 2026, including five secondary case studies from different educational contexts in Indonesia. The data were analyzed using qualitative content analysis across seven categories related to committee functions, accountability, educational quality, and supporting and inhibiting factors. The findings indicate that supporting and advisory functions are generally more prominent than the controlling function, which remains the most vulnerable aspect of School Committee performance. Limited access to information, insufficient member capacity, weak institutional independence, and unequal relations with school leadership constrain substantive oversight. Strengthening member capacity, information transparency, institutional independence, and participatory oversight mechanisms is therefore essential to enhance the contribution of School Committees to accountable and quality-oriented school governance.

Abstract

This study aims to examine community-based education management implementation strategies for enhancing public involvement and to analyze the challenges affecting their success. The research employs a qualitative approach through an integrative literature review, analyzing scientific journals, education policy documents, and synthesizing various literature-based case studies relevant to community-based education. Data were analyzed descriptively through a process of reduction, categorization, synthesis, and interpretation of findings. The results indicate that increased public engagement can be achieved through several key strategies, namely mapping community needs in educational planning, strengthening school–community communication forums, empowering school committees, involving the community in program evaluation processes, capacity-building support for the community, and the application of transparency and accountability in educational management. These strategies contribute to an increased sense of ownership, public trust, and the relevance of educational programs to local needs. However, their implementation still faces challenges such as low community educational literacy, resource constraints, regional disparities, weak coordination among stakeholders, and the dominance of certain groups in decision-making. These findings imply that public engagement needs to be institutionalized through structured participatory mechanisms, supported by community capacity building, transparent governance, and sustainable collaboration between schools, communities, and the government.

Abstract

This study aims to analyze and synthesize empirical research on community-based education to provide a comprehensive understanding of how it strengthens the relevance of formal education in Indonesia. A Systematic Literature Review (SLR) was conducted following the PRISMA 2020 guidelines, using Publish or Perish with the Google Scholar database. From an initial 200 articles identified using the keywords "Pendidikan Berbasis Masyarakat" and "Community Based Education" (2021–2025), a rigorous screening and eligibility process resulted in 8 articles that met all inclusion criteria for in-depth analysis. The findings reveal that community-based education strengthens the relevance of formal education through four interrelated dimensions: community participation, multi-stakeholder collaboration, integration of local wisdom, and sustainable financing support. Community participation shifts from passive support toward collaborative governance, though it remains largely representative rather than fully deliberative. Multi-stakeholder collaboration proves effective when built on bottom-up initiatives rather than formal structures alone. Local wisdom integration enhances contextual and meaningful learning but shows inconsistent implementation patterns across regions. Sustainable financing requires diversification beyond government budgets through partnerships, philanthropy, and community self-reliance schemes. Overall, the success of community-based education depends on three key prerequisites: substantive community capacity, participatory institutional support, and clear coordination and resource diversification mechanisms.
