Abstract

Actor role abroad is not rational actors but devotees pluralist international organizations. Foreign policy is the result of disputes, bargaining, and compromise between many different actors. Foreign policy of the recruitment process is not rational process but a social process. It is the process to change the position and the results of overseas conflicts actor was referring to the difficult issues resolved, especially involving the values #8203;#8203;of life. Consultation undertaken will produce a compromise on both sides especially the things that divided equally. This study analyzes documentation from previous studies. The three issues are very complex in the approach by the respective governments have played is the same solidarities. Possible policy approaches in Aceh as a national issue from the old order to the new order did not work in peace. But with the success HDC mediators autonomous region status. Abstract

Islam brings upon harmony and peace to mankind. From an architectural perspective, harmony is valued based on how a space is designed to bring comfort, peace and protection to the occupants. A comfortable home is a basic necessity. The design of a house has to be planned by taking into consideration the physical factors, environment and the major needs of the occupants. Unfortunately, nowadays the design of the modern Malay houses has neglected the factor of harmony which causes discomfort to the occupants. The design of the modern Malay houses no longer takes into consideration factors such as climate, the Malay culture, religious restrictions and the comfort of the occupants. This has consequently produced designs of buildings which are not conducive to be occupants. The solution to this problem is the Malay heritage architecture. This research will look into the benefits of the Malay architecture, specifically the Minangkabau architecture in Negeri Sembilan. The main advantage of the Minangkabau architecture is the ability of the craftsmenin understanding the needs of the environment while designing the houses. The living culture which is Islamic based has blended well among the Malays and the craftsmen have successfully materialised it in designing the Malay houses.Generally, the Minangkabau architecture clearly follows the Islamic concept in providing harmony and comfort to the occupants. This research attempts to see how the Minangkabau architecture has practically applied the Islamic concept in the modern Malay houses to build harmony and comfortable houses in terms of ventilation, the usage of natural sunlight, the design of nature-friendly space and the usage of space to preserve the tradition and culture which is based on Islam. Research is carried out by making comparisons between modern Malay architecture and Minangkabau heritage architecture in relation to the concept of harmony in Islam. The finding of the research could be developed as guidelines in designing houses in Malaysia to provide harmony and comfort to the occupants.Keywords: Architecture, Minangkabau Heritage, Islamic Concept, Harmony, Comfort

Abstract

As an international language, English has been widely used in today’s workplace as an interaction tool between people within and dealing with the organization. A good English proficiency is a must acquired communication skill among staffs in any organization, particularly those at the service desk.  As the front liners who manage the counter and interact with customers, the quality of their communication skills will reflect on the overall organization’s performance. Hence, there is a need for service desk staffs to obtain a good English communication skill in order to effectively deliver the information and serve the customers well. However, despite of much emphasis given by the government as efforts to increase Malaysians’ proficiency of English language, there has been lacking in the level of English communication skills among front desk staffs. Thus, studies that address the problem and evaluate the staffs’ preparedness to take up English courses and trainings are needed. Then, is it compulsory for organizations to consider only staffs with good English proficiency as their front liners at the service desk? In line with this need, this study attempts to determine factors influencing English usage preferences among the service counter staffs in Universiti Sains Malaysia (USM). A quantitative survey was completed by 80 front liners from each respective school in USM. The results showed that in general, the irregular English usage for communication, frequent encounters with foreign students, and less English communication with colleagues and superiors were factors that influence the staff’s level of English proficiency. They were also found to be more convenient in using the national language, i.e. Malay language while dealing with students at the service desks. Nevertheless, the staffs were found to be very keen to take up English classes and trainings provided by the university to build more confidence and motivation in using the language for communication. As implication, the paper addresses the need for the university service counter staffs to grasp the skills and knowledge in English communication as the level of their proficiency in English will reflect the university’s identity.Key words: English language, Factors, Preferences, Service counter staff.

Abstract

Budgetary planning carried out with the involvement of many stakeholders and using a variety of resources. Nevertheless, various issues of interest have an impact on the performance of the overall budget. As such, the issues have attracted considerable research interest. Hence, the purpose of this study to empirically examine (1) the influence of leadership style of initiating structure on budgetary planning, (2) the influence of leadership style of consideration structure on budgetary planning, and (3) the influence of human resources quality on budgetary planning. The research starts by investigate respondents that were employees involved in the budgetary planning process from preparation to budget accountability at the working unit within Syiah Kuala University in Banda Aceh. This is followed by path analysis method to find out the influence of independent variables on budgetary planning using path analysis. In so doing, the results showed that (1) simultaneously leadership style of initiating structure, leadership style of consideration structure and human resources quality have a positive and significant impact on budgetary planning. (2) Testing on an individual basis, only the leadership style of consideration structure that has a strong influence positively and significantly to the budgetary planning, while leadership style of initiating structure and human resources quality affect positively and significantly but weakly to budgetary planning.Keywords: Budgetary planning, leadership style, and human resources quality

Abstract

Memorandum of Understanding between the Government of Republic of Indonesia and the Free Aceh Movement (MoU Helsinki) as a concrete step in the Aceh conflict termination results a consensus to establish the Law on the Government of Aceh (the LoGA). The law is very important not only to regulate the various sectors of the implementation of special autonomy in Aceh, but also to help determine the future prospects of peace for Aceh within the Unitary Republic of Indonesia (NKRI). In the legislation referred, it is determined that to must finish product implementing regulations. Without these products, not all of the content of the Law on Government of Aceh could be run. This paper aimed at answering any problems that occur in the process of completing the regulations implementating of the Law on Government of Aceh.Keywords:Regulations, Implementing, The Law on Government of Aceh.

Abstract

The main focus of the study is to analyze the principals’ management of school mission and instructional programs of secondary schools in Banda Aceh, Indonesia. The framework of the study is based on the models by Dwyer (1984), Hallinger and Murphy (1985), and, Latip (2006). Data was collected using survey methods and the questionnaires are the main tool of the study. Questionnaires used were the Principal Instructional Management Rating Scale (PIMRS) that had been adopted from Hallinger and Murphy (1985). One hundred and sixty three teachers and twelve principals of twelve public secondary schools in Banda Aceh were chosen as the respondents of the study. The data gathered from the survey was analyzed using descriptive and inference statistics of the SPSS-Versions 15.0 programme. The findings show that the principals of secondary schools in Banda Acheh had practiced the highest on ‘Monitoring Student Progress’ as perceived both by teachers and the principals themselves. It is hoped that this research will provide useful findings which will effectively assist the innovation of instructional leadership quality among principals and teachers of secondary schools in Banda Aceh in order to enhance students' academic performance.Keywords: Best Principal Management - School Mission and Instructional Programs

Abstract

This article is a descriptive survey on the similarities and differences between epistemic and deontic modalities as introduced by Halliday (1994: ) and Downing and Locke (199: 283) . Epistemic modality refers to the use of modality which is based on the speaker's evaluation and judgment in relation to the degree of confidence of the knowledge on the proposition. It functions to comment on and evaluate an interpretation of reality in carrying out speech functions. Deontic modality indicates whether the proposition expressed by a command is obligatory, advisable or permissible according to some normative background such as law, morality, convention, etc. In many instances, the meanings of some modals are relative and complements to each other.  The evidence of some extrinsic modalities such as must, should, may, and can indicates that they may fall under different types; thus, they are at the crossroads; two types of modality which may use the same realization but they goes to different meanings.Keywords:Systemic Functional Linguistics, epistemic modality, deontic modality

Abstract

Reading and writing play important parts in human lives in this world both for adults and children, either in academic or non-academic setting. These literacy activities have brought about massive impacts on human cultural and biological nature. Because they are too fabricated in our lives, we tend to neglect how difficult are they for children to acquire in the first place, especially for children with certain dyslexic conditions. And because we merely take them for granted, few people, even language instructors or teachers, know how reading and writing systems were created and evolved, and how they are processed in the brain as opposed to verbal skills of listening and speaking, how first language and foreign language reading are differently processed and acquired in bilingual brain, how pictographic or sign-based writing system like the Chinese characters and syllabic or phoneme-based writing system like the Roman alphabets are (not) differently processed in our brain. Knowing how reading and writing were invented, evolved, and processed in the brain would tell us how to most effectively acquire these skills. This article employs a library research in the fields and literature of reading and writing system invention and evolution, and in neurolinguistics in order to satisfy the curiosity raised above. The article also suggests as the implication of their invention, evolution and neural process a model of literacy instruction that is based on phonics-reading approach as opposed to whole-word reading approach for both early first and second language reading instruction.Keyword: Literacy skills, neurolinguistics, bilingual brain, phonic-reading approach, whole-word reading approach, sign-based writing system, phoneme-based writing system

Abstract

Bengkulu is one of the provinces in Indonesia, which has the potential of coal resource potential. In an effort to utilize these resources, the Government has issued 100 licenses to several companies to undertake exploration and exploitation. Some companies are located in Central Bengkulu district. Activity of extracting and processing coal by 7 (seven) companies in the region has caused pollution and damage around Bengkulu River watershed. Pollution not only in upstream but also downstream of Bengkulu River watershed located in the coastal region of Bengkulu. In addition to causing damage to marine ecosystems and river waters, coal waste pollution also affects the socio-economic life of communities in coastal areas that mostly fishermen. In accordance with Article 28 H of the 1945 Constitution and Article 65 (1) of Law no. 32 In 2009, efforts should be made to protect coastal communities both preventive, preemptive and repressive. Legal protection of coastal communities should be done in a comprehensive manner both from the substance, structure and legal culture. From the aspect of legal substances have to be assessed and evaluated existing regulations relating to coal mining as a preventive instrument to protect the public. The institutional structure of the legal aspects need improvement for coordination and cooperation to build both formal and informal institutions in the protection of pre-emptive and repressive. Besides the aspects of the culture of pre-emptive legal action needs to be instructive to conduct training and empowerment to be able to develop self-potential, resources and the environment autonomously. By providing a comprehensive legal protection, the coal mining investment in the Province Bengku can support the creation of sustainable economic development and environmentally sound.Keywords: legal protection, coastal communities, pollution, sustainable development

Abstract

In principle, a firm becomes bankrupt when the values of its assets equal the value of its debt. When this occurs, the value of equity is zero, and the stockholders turn over control of the firm to the bondholders. When this takes place, the bondholders hold assets whose value is exactly equal to owed on the debt. Bankruptcy occurs when the stated value of a firm’s liabilities exceeds the fair market value of its assets. A bankrupt firm has a negative stockholders’ equity. This means that the claims of creditors cannot be satisfied unles the firm’s assets can be liquidated for more than their book value. This paper is going to predict the bankruptcy of the banking company in Indonesia stock exchange, and ultimately the early warning for the companies in the future. The research is being made with the sample of the twelve banks at Indonesia Stock Exchange. The study then calculates the ratio of the five types of Camel as the key performance indicators. By using Atlman Model of Bankruptcy applied to the analysis of the banking industry for the twelve banks, found that the Indonesian banking industry are in a gray area category, meaning it could potentially go bankrupt if not handled properly under the terms set by the Central Bank of Indonesia. Limitations of the findings of this study are only using five variables of Camel, and the period of time the data is used only three-year accounting.Keywords: Bankruptcy, Capital Adequacy Ratio, Asset, Earning, and Liquidity.
