Abstract

Human Resources (HR) with important quality are optimized to support the implementation of accelerated development. This research was conducted at the Yahukimo District Health Office, with a focus on the implementation of policies on the development of the quality of Human Resources and the supporting and inhibiting factors for HR development. This research paradigm is qualitative with descriptive research type. The technique of determining informants uses the technique snowball. Research informants. Primary data collection is done by interview (interview), observation non participant. Secondary data were obtained from manuals, reports, newspaper clippings, and literature relating to research problems, such as books and journals. Methods of data analysis through stages of reduction, data presentation and taking conclusions. The results showed that the implementation of the human resources development policy of the Yahukimo Health Office with Edward III mode showed that the communication and policy guidelines for the HR development of the Yahukimo District Health Office had gone well. The relationship is built from the line hierarchy of the department head to the related fields. The head of the department entrusts the head of the Technical SDK to carry out their duties and functions according to the guidelines and instructions. The Department of Health's resources are severely short on the number of health workers in the field. The number of Puskesmas in Yahukimo Regency with a total of 33 does not match the composition of the existing health personnel. The disposition or tendency of employees at the Health Office in implementing HR development policies is carried out with regular coordination between the head of the department and subordinates. This cross-coordination can be carried out not only on a top-down but also bottom-up basis according to the hierarchical structural coordination line. The bureaucratic structure for implementing HR development policies has SOPs that include an Integrated Recording and Reporting System, Integrated Technical Guidance SOPs and Civil Servant Performance Target SOPs. Support for Policy Implementation is the absorption of the Special Autonomy Fund of two billion Rupiah which is specifically allocated for employee education. Meanwhile, the obstacles cover three things, namely the lack of technical guidance and training, minimal budgetary resources, and inadequate access to transportation.

Abstract

Village Fund Allocation is a policy intended to carry out development starting from a small government unit. With the allocation of village funds as a balance fund from the center, it is hoped that it can accelerate development growth at the village level, which is spread across all districts in Indonesia, including Tolikara Regency. For this reason, the purpose of this research is to first examine how the implementation of the Village Fund Allocation policy in 2019 in Tolikara Regency, then to examine the supporting and inhibiting factors in its implementation. The research method used is descriptive qualitative. With the research location focused on Kembu District, with considerations of accessibility. The technique of determining informants is carried out by snowball, for those who are considered to know the research problem. Then, the data collection techniques used were observation and interviews, then the research instruments included, interview guides, and recording devices. Data analysis techniques through the stages of data categorization, data description and data interpretation. The results showed that the implementation of Village Fund Allocation policy in Kembu District when viewed from the aspects of interest, types of benefits, degree of change, position of policy makers, implementers and the resources used were appropriate and right on target. Although experiencing several obstacles such as aspects of management and program implementation. The supporting factors are the high spirit of mutual cooperation in carrying out activities, while the inhibiting factor is the lack of quality of Human Resources in the management of Village Fund Allocation, as well as geographical conditions that affect the distribution

Abstract

Village Fund Allocation (ADK) basically can trigger independent village government in managing potential and resources. Regulations made by the village government in this case must reflect community involvement. Regulations must regulate institutionalization that ensures the public can participate in development programs. Data from the Central Bureau of Statistics for Yahukimo Regency in 2018 shows that all villages in Ninia District are independent villages, where almost all of the people are able to meet their needs by holding them independently. The purpose of this research is to know and describe the implementation of ADK in detail as well as to find out the supporting and inhibiting factors for implementing ADK policies in Ninia District, Yahukimo Regency. This type of research is descriptive with a qualitative paradigm. Location in the District Government of Ninia, with the consideration that the location is easy to reach. Focus on describing the implementation of the Village Fund Budget (ADK) policy in Ninia District, Yahukimo Regency. Sources of data were obtained from primary data obtained directly from the source, namely the Head of the Ninia District, the Secretary of the District of Ninia, the District Staff of Ninia and the Head of the Ninia Village and the Village Apparatus. Secondary data were obtained from documents, records and reports. Collection techniques using observation, interviews, documentation and literature study. Data analysis consisted of reduction, presentation and conclusion drawing. The results showed that the ADK policy communication was carried out between the village administration and the community components or traditional institutions. All resources play an important role in minimizing resistance to the development planned by the government. In terms of disposition, the leadership involved village institutions in all stages of allocation. The policy bureaucratic structure depended on the guidelines and aspects of the involvement of all parties. ADK is used for physical developments such as housing and clean water facilities to meetthe needs of the population

Abstract

The purpose of this study was to determine the performance of public services carried out by officials in the Yobeh Village, Sentani District, Jayapura Regency, and to find out the effect of the training carried out on the officers in the Yobeh village, Sentani district, Jayapua Regency. The research method used is descriptive qualitative to describe and analyze the evaluation of the implementation of the apparatus development policy of Yobeh village, Senani District, Jayapura Regency. The technique of determining the informants used was Pusposive, while the data collection included in-depth interviews. Data analysis in the form of data reduction, data display and conclusion. The results showed that first, the managerial approach and policy were the most dominant factors in the implementation of government apparatus development policies. Second, the village head is implementing the village apparatus development policy. Support in the form of policy facilities and infrastructure is tailored to the concept of the need for deliberations and meetings related to the implementation of the village program. The lack of guidance from other institutions such as the district and local governments has resulted in a lack of capacity of village officials in carrying out their duties and functions. Third, cultural factors are the most dominant factor in delivering quality public services.

Abstract

The purpose of this study is to describe and analyze the implementation of Perbup No. 2 Years 2019 in the Office of Communication and Information in Jayapura Regency and to analyze the factors that support and hinder employee performance. The research method used is descriptive qualitative to describe and analyze the implementation of Perbup No. 2 Years 2019 in the Department of Communication and Informatics, Jayapura Regency. The technique of determining the informants used was Pusposive, while the data collection included in-depth interviews. Data analysis in the form of data reduction, data display and conclusion. The results show that the first implementation of the Jayapura regent's regulation policy Number 2 of 2019 in improving the performance of the Communication and Information Technology Office has been going well. In terms of communication and information dissemination aspects have been carried out properly, both at the internal level of the agency and disseminating it to other SKPD as is the duty of the Ministry of Communication and Information. In the resource aspect, the Communication and Information Technology dians have quality resources that cover the existing needs of various scientific disciplines, but in terms of quantity it is still lacking, so existing staff help each other in carrying out tasks or a program. Then the office environment is still inadequate to support performance. The disposition is running quite well based on the SOP and the provision of incentives for improving the performance of each staff. And the bureaucratic structure of the division is based on the SOP and the authority and responsibility given in accordance with the main tasks and functions of each existing field and section. Second, the supporting factor is the application of high discipline to maintain motivation to increase employee performance in the Ministry of Communication and Information. Then the inhibiting factor is the problem of conflict and the quality of the existing network is still unstable, which often hinders the performance of staff and employees in the scope of the Kominfo office in Jayapura district.
