Jurnal Kebijakan Publik memuat artikel dan karya ilmiah berupa hasil penelitian dan non penelitian, baik di instansi pemerintah maupun di masyarakat. Jurnal ini berfokus pada kajian teoritis dan praktis kebijakan publik mulai dari perumusan, implementasi, dan evaluasi kebijakan yang dilakukan oleh pemerintah dalam menghadapi perubahan kebutuhan dan tuntutan masyarakat. Oleh karena itu, penerbitan jurnal ini sebagai media ilmiah mengenai isu-isu kebijakan publik, baik berupa peraturan perundang-undangan, hukum pemerintahan, peraturan daerah, kebijakan pemerintahan, serta program dan tindakan pemerintah. Jurnal ini terbit 3 kali dalam setahun yakni pada bulan April, Agustus dan Desember, dengan melalui proses blind peer-review dalam proses penerbitannya

Abstract

The rapid development of big cities in Indonesia encourages economic growth that has an impact on the urbanization of big cities, as a reason for people to choose a place to live and find jobs. The problem of urbanization is that it requires mobility. The need for urban mobility is caused by conventional transportation conditions that currently often experience delays and overcapacity, dense population growth in big cities and less regular traffic in big cities. Autonomous Rail Rapid Transit (ART) being a novelty in transportation in Indonesia, the operation of autonomous trains began in the Ibu Kota Nusantara. Autonomous trains are capable of transforming urban travel in the future. Using autonomous technology and advanced sensors, trains can operate without human control, unlocking the potential for increased efficiency, safety and comfort in rail transport systems. The research problem is to determine policy alternatives in legal and regulatory aspects such as the level of autonomy, testing and certification, licensing and licensing, legal responsibility, data security, communication and interoperability standards, security checks and education and public awareness. The research method uses a descriptive qualitative approach, with secondary data collection and the use of problem trees. The results show that Autonomous Rail Rapid Transit (ART) offers a future of safe, efficient and accessible mobility. The implementation of ART in Indonesia requires the collaboration of government, industry, education, and society to overcome technical, regulatory, and socio-cultural challenges.

Abstract

This study aims to understand the economic inequality that exists in Thailand and evaluate the various strategies that have been undertaken by the government to address it. Economic inequality in the country reflects an imbalance in the distribution of income and wealth that creates stark differences between groups of people. This problem has worsened due to the impact of the Covid-19 pandemic, which has caused a significant decline in Gross Domestic Product (GDP) growth and rising unemployment. This issue is considered crucial because prolonged inequality can hinder the achievement of inclusive economic growth and threaten social stability in Thailand. The research uses a descriptive qualitative method with a literature study approach, relying on secondary data from various official reports, scientific articles, and journals. The results show that the Thai government has adopted several strategies, such as the development of a universal health system, the provision of scholarships to increase access to education, and sustainable environmental management. The study recommends that the government pay more attention to rural areas that are often neglected, and conduct regular evaluations of the effectiveness of these programs to ensure their sustainability in reducing economic inequality.

Abstract

Accountability is an important principle in Good Governance. Accountability is used as a measure of bureaucratic performance in the context of providing public services. The purpose of this writing is to find out and understand the accountability of Karamah Island Village Services in 2024. This research is considered important to improve public service accountability in Pulau Karomah Village, Pekanbaru City. The research method is qualitative research with a descriptive approach. The location/place of research that will be carried out by researchers is at the Keromah Island Village Office, Pekanbaru City. The results and discussion show that there are several services that are not clear and require the community to ask sub-district officials directly regarding services that are unclear or they do not know the terms of service, and also do not include service costs in the SOP. It is also still found that there are services that do not comply with the service times that have been determined, such as in some of the cases above, such as processing poverty certificates, birth certificates and SKCK which should be completed in 10 minutes but instead are completed the next day or one day. The strategies of Karomah Island Village, Pekanbaru City in resolving the factors inhibiting public service accountability above, it can be concluded that if Karomah Island Village, Pekanbaru City is able to realize strategies including holding outreach to provide public awareness and being able to utilize the human resources it has then implementing service accountability. the public at the Karomah Island Subdistrict office, Pekanbaru City can be achieved well.

Abstract

Good governance in the field of regional finance is one of the important factors in realizing sustainable development and community welfare. As part of the local government system, efficient, transparent, and accountable financial management. This research is important to resolve the challenges of regional financial governance to support development in Riau Province.  This research uses the library research method by making good literature from books, journals and scientific articles. The result of this research is that good financial governance in Riau Province is very crucial to support sustainable development and community welfare. Although Riau has great potential in the financial sector, especially from natural resources, challenges such as dependence on the oil and gas sector, suboptimal asset management, and potential budget misuse still hinder progress. Therefore, efficient, transparent, and accountable regional financial management is needed to improve public services and accelerate development. Local governments need to improve budget planning, increase the capacity of the apparatus, and diversify sources of revenue. The use of information technology and strengthening supervision are also needed to prevent budget abuse. With these measures, Riau Province has the opportunity to achieve financial independence and more equitable development, which will ultimately improve people's welfare.

Abstract

Women's involvement in politics continues to show an increase over time. This increase, especially in terms of women's representation in elections, is not the result of chance, but the fruit of a consistent struggle to realize equality and justice for all parties. This research aims to analyze the implementation of the 30% women's representation policy and identify the supporting and inhibiting factors in the implementation of the 2019 Legislative Elections in the Papua House of Representatives. This research is important because women's representation in politics is one indicator of the success of an inclusive and equitable democracy. The method used in this research is descriptive qualitative. The results show that the implementation of the 30% women's representation policy in the 2019 Legislative Election in the Papua House of Representatives has been achieved. However, the effectiveness of the policy in fulfilling the women's quota has not fully reflected optimal implementation. The efficiency of 30% women's representation has not been achieved because female legislative candidates still face the high need for time, money, and energy to compete. The government's responsiveness to people's demands regarding women's representation is also still limited. Policy accuracy is considered capable of identifying the problems of women legislative candidates, especially in Papua Province, but implementation efforts require improvement to be maximized. Factors supporting women's representation include equality in political positions and protection of women's interests. On the other hand, women's representation still faces obstacles stemming from limited individual abilities and strong cultural barriers.
