Abstract

This article analyzes the assessment of the implementation of the 2020 Yalimo Regency elections using three indicators: effectiveness, efficiency, and responsiveness. The research uses a qualitative approach through a literature study, drawing data from various sources such as journal articles, government reports, and news. The data analysis includes categorization, presentation, and making conclusions. The results show that the implementation of the regional elections in Yalimo Regency is not optimal. In terms of effectiveness, disputes, riots, and re-voting problems were identified. The organization of the elections is considered highly inefficient due to budget irrationality and increased costs after the discourse of re-voting and riots. The responsiveness aspect shows both positive and negative responses to decisions made during the elections.

Abstract

This article analyzes the impact of the development and expansion of oil palm plantation companies on the socio-cultural and economic transformation of indigenous peoples in Keerom District, Papua Province. The study aims to analyze the changes that have occurred in the social structure, cultural practices, and economic systems of indigenous peoples, as well as identify factors that affect their economic conditions after the entry of oil palm plantations. This article uses qualitative research with a descriptive approach. The study was conducted in villages scattered by oil palm plantations in Keerom District. The research instruments used were recording devices and notebooks. Data collection techniques included in-depth interviews and observation. Data analysis includes the stages of data reduction, data presentation, and conclusion drawing or verification. The results show that the presence of oil palm plantations has resulted in significant erosion of traditional practices and customary land tenure systems. The transformation of the ecological landscape has resulted in the loss of access to natural resources that have been the economic and spiritual basis of the community. The shift from a subsistence economy to a wage-based economy has changed social dynamics and family structures.

Abstract

Women's involvement in politics continues to show an increase over time. This increase, especially in terms of women's representation in elections, is not the result of chance, but the fruit of a consistent struggle to realize equality and justice for all parties. This research aims to analyze the implementation of the 30% women's representation policy and identify the supporting and inhibiting factors in the implementation of the 2019 Legislative Elections in the Papua House of Representatives. This research is important because women's representation in politics is one indicator of the success of an inclusive and equitable democracy. The method used in this research is descriptive qualitative. The results show that the implementation of the 30% women's representation policy in the 2019 Legislative Election in the Papua House of Representatives has been achieved. However, the effectiveness of the policy in fulfilling the women's quota has not fully reflected optimal implementation. The efficiency of 30% women's representation has not been achieved because female legislative candidates still face the high need for time, money, and energy to compete. The government's responsiveness to people's demands regarding women's representation is also still limited. Policy accuracy is considered capable of identifying the problems of women legislative candidates, especially in Papua Province, but implementation efforts require improvement to be maximized. Factors supporting women's representation include equality in political positions and protection of women's interests. On the other hand, women's representation still faces obstacles stemming from limited individual abilities and strong cultural barriers.

Abstract

This study aims to examine the challenges and opportunities for the existence of Ondoafi traditional leadership in the context of governance in Kampung Nafri, Jayapura City, which is experiencing the dynamics of pluralism between traditional power and modern government structures. The main focus is on how Ondoafi leadership maintains its legitimacy and role amid modernization, national regulations, and changes in local social values. This study employs a descriptive qualitative approach using case study methodology, deemed most relevant for understanding complex social phenomena. Data collection techniques include field observations, in-depth interviews with key informants, and documentary analysis. Data analysis is conducted using an inductive-thematic approach with an interactive methodology emphasizing reflective interpretation of the social and historical context. The results of the study show that the existence of Ondoafi faces structural and cultural challenges, such as weak regeneration, the absence of formal regulations, and the marginalization of the role of customs in village development planning. However, great opportunities are also opening up through constitutional recognition of indigenous peoples, support for Papua's special autonomy, and increasing public awareness of the importance of preserving traditional values. Synergy big77 between traditional and formal leadership can be achieved through collaborative governance, the revitalization of traditional institutions, and the participation of Ondoafi in the formulation of village policies. This study recommends an inclusive and responsive village governance model that addresses the social and cultural dynamics of Papua.
