Abstract

This study aims to analyze the implementation of the Jurus ak3+ program in Probolinggo City as an innovation in public service that integrates death certificate issuance with direct financial assistance for bereaved families. A qualitative descriptive approach was employed, using data collection techniques such as in-depth interviews, observation, and documentation. The data were analyzed using David L. Weimer and Aidan R. Vining’s theory of policy implementation. The findings indicate that the implementation of Jurus ak3+ has been effective, fulfilling three key components of policy success: rational and contextual policy logic, supportive socio-institutional environment, and responsive implementer capacity. This program successfully addresses the real needs of economically vulnerable groups through timely, targeted, and socially impactful services. The study concludes that Jurus ak3+ is a best practice in vital event-based public policy implementation, effectively combining bureaucratic efficiency with social compassion in a sustainable and replicable model.

Abstract

The welfare of tobacco farmers in Probolinggo Regency remains a major issue due to fluctuating market prices, limited access to subsidized fertilizers, and lack of technical training. To address this, the local government issued Regional Regulation No. 30 of 2022, utilizing Tobacco Excise Revenue Sharing Funds (DBHCHT) to support farmer welfare. This study aims to analyze the implementation of the policy in Tamansari Village using George C. Edward III’s policy implementation theory, which emphasizes four key factors: communication, resources, disposition, and bureaucratic structure. A qualitative descriptive method was employed, involving in-depth interviews, field observations, and documentation. The results show that the policy has been implemented in accordance with procedures and has contributed positively to improving the quality of tobacco yields through training and fertilizer assistance. However, several challenges remain, including incomplete beneficiary data, lack of information access, and uneven distribution of agricultural inputs.

Abstract

he purpose of this study was to determine the barriers to intercultural communication that occurred in the Menui tribal students at Tadulako University. The type of research used is descriptive qualitative. Data collection techniques were carried out by means of observation and in-depth interviews. There were 6 informants in this study. The data collection techniques used were observation, in-depth interviews, and documentation. The data analysis technique used is interactive analysis, namely data reduction, data presentation, and drawing conclusions. Based on the results of research in general, it shows that language differences are one of the obstacles experienced by Menui ethnic students because of the limitations experienced by communication actors, causing a lack of self-disclosure so that they feel foreign to themselves among the culture they have just experienced. Barriers due to stereotyped prejudice and the tendency to judge the Menui ethnicity which results in differences in perspective or perception in assessing a habit due to cultural differences, resulting in barriers to intercultural communication. High anxiety, due to lack of self-confidence and concerns about not being accepted by other cultures, causes anxiety for communicators to share their opinions with each other.

Abstract

This study aims to map the development, thematic structure, and research trends of scholarly publications on social media and paedophilia in Indonesia. Using a bibliometric approach, the research quantitatively examines how academic attention to online child sexual exploitation has evolved and identifies dominant themes and emerging directions within the field. Data were collected from Google Scholar using the keywords media, social, paedophilia, and Indonesia, covering journal articles published between 2020 and mid-2025. An initial dataset of 840 articles was retrieved through the Publish or Perish application, followed by a rigorous data cleaning and relevance selection process that resulted in 438 articles for analysis. Bibliometric analysis was conducted using the Bibliometrix package and Biblioshiny interface to generate publication trends, citation patterns, keyword co-occurrence networks, and thematic mappings. The results show a sharp increase in publications from 2020 to 2023, followed by slower growth in 2023–2024 and a decline in 2024–2025. In contrast, citation rates rose significantly in 2024–2025, indicating increasing scholarly impact despite reduced output. Dominant themes center on children, sexual violence, media, and protection, while recent trends highlight a shift toward policy, counseling, and intervention-oriented research. These findings demonstrate an evolving, solution-focused research landscape on online child safety in Indonesia.
