Abstract

Pancasila is the foundation and the Indonesian state ideology and also fuction at platform to interact in social life of nation and state. In this era began to lose his spirit of Pancasila sourced from Indonesian nation personality began to fade as result of misuse of the implementation of the values of Pancasila in the previous era and also the influx of an unstoppable globalization. Sila just  and civilied humanity contains a moral massage how shuold the Indonesian community honor, respect other humans (humanizing) in accordance with the dignity that has been mandated by the Pancasila. Concern the behavior of people are not in accordance with the values to be true not only in Indonesia bat also worrying the United State about same thing. That’s necesssary for the implementation of character education, not only through formal education but also through informal education.

Abstract

This study aims to describe the factors that influence the recruitment and selection in Malinau, and to formulate model development of the recruitment and selection of CPNS to improve the quality of Human Resources (HR) in Malinau District of North Kalimantan.This study uses the theory of recruitment and selection process, in which this research uses descriptive qualitative method. Location of the research conducted at the Regional Employment Agency (BKD). Data was collected through a preliminary observation, followed by field research that included interviews and documentation. Data analysis techniques used in this research is data analysis techniques of qualitative.               From the findings, in this study concluded that the model of recruitment and selection process based centralized used by BKD in Malinau District in 2013 has not been implemented to the maximum. The problems of recruitment process include planning recruitment is not in accordance with local needs and methods of recruitment are less use the internet to announce the formation. The problems of selection process include the findings of education that are inconsistent with the educational qualifications, not conducted the Ability Test Field (TKB), a standard passing grade was not adapted to local capabilities, and the placement of the mismatch that caused some participants withdrew. Thus, the development of the model as a solution to these problems is recruitment and selection of CPNS based on regional characteristics, in which procurement of PNS is prepared and tailored to local needs, differentiation graduation boundary values for each region along with develop methods of recruitment to the online system and the CAT system to TKD.

Abstract

With the mutual recognition arrangements (MRAs) that was agreed in the ASEAN Framework Agreement on Services (AFAS) in 1995, which includes AFTA, CAFTA, APEC and the MEA which have been completed in 2015, forcing Indonesia especially at the local government must be prepared with the ability competitive global HR and interactive global communication in order to maintain maximum competitiveness, especially in the preparation of expert manpower. Underdevelopment Indonesian expert manpower of other developing countries affects the competitiveness and resilience of Indonesian economy. Ready workforce prepared by the government is only non-skill manpower and semi-skill which of course will impede chances of Indonesia in the face of liberalization of expert manpower in the ASEAN economic community. It can be seen from the figure for unskilled workers (non-skill) which reached 55.31%, which are spread throughout the country and became the mainstay of Indonesian non-oil foreign exchange, and the non-skill manpower of most concern are not included in the liberalization of labor into agreements in the area of ASEAN economic community. In addition, the challenges facing Indonesia local governments especially area of east Indonesia, such as the Province of Papua, Gorontalo, Sulawesi and NTT-NTB are areas that actually have the potential of great Natural Resources but lack of infrastructure development, such as roads, electricity, clean water and housing make these areas are always lagging and backward.

Abstract

In the development of society increasingly complex and increasingly heterogeneous society's will to get the best service in the bureaucracy, then the apparatus required to always provide a quality service, so that people are satisfied with the services provided by officials in the bureaucracy.To provide a quality service, which works in the bureaucratic apparatus, the apparatus must be professional, because only apparatus that professionals who truly understand the wishes of the people, and which is able to provide excellent service to the community. In this case, the role of the professional apparatus in order to realize the excellent service in the bureaucracy is very important, so that future bureaucracy in Indonesian become a bureaucracy that really provide the best service to the community. In this article, we try to give explanations regarding the role of the professional personnel in order to realize the excellent service in the bureaucracy, what excellent service, and although how to provide excellent service to the community.

Abstract

This research is based on PP No. 46 Tahun 2011 that regulate appraisal performance of civil servants. This regulation is recently implemented at the Institute for Balai Pelestarian Nilai Budaya (BPNB) Jawa Barat at the end of 2014. Performance appraisal system with SKP is different from the previous assessment system which was using DP3. In this new system, employees actively involved in determining the plan SKP within a year. To implement SKP, BPNB need to organize massive socialization and facilitate field personnel with the expert. Through four dimensions of John Miner which are include quality, quantity, usage hours of work and cooperation, the researcher tried to explain how the performance appraisal system based on SKP. This study use qualitative methods and the phenomenological approach, a technique of determining informants purposefully in BPNB Jawa Barat employees with office data processing cultural values and positions of researcher. The result of this research show that the performance appraisal system in BPNB Jawa Barat received a positive response such as benefits for employees and more objective performance appraisal system compared to the previous one. However, the SKP system is still in a period of adjustment so researcher found some obstacles in its implementation which are not all employees BPNB Jawa Barat mastered the technology of e-SKP, lack of human resources to handle SKP, less support of internet facilities, lack of rigor in the determination of the charging and collection deadline, and duty office for research and data processor of cultural values in the e-SKP less in line with their duties in the field.
