Abstract

This study aims to give an overview of SAMSAT mobile service as a public service. The focus of the discussion is on the achievement of the service that has been done by SAMSAT mobile services in North Surabaya and confirmed the achievement by asking the opinion of the taxpayer of the motor vehicle as the object of service. The methodology of this research is qualitative descriptive with triangulation data emphasizing on outcomes and challenges of SAMSAT mobile services in North Surabaya. The respondents of this research are 6 persons, 4 respondents are parties of UPT BPD North Surabaya East Java Province and 2 respondents are taxpayer of the motor vehicle. The conclusion of this research are: 1) the comprehensive target of SK achievement (Samsat Local and SAMSAT Link) has been reached in 2015 and 2016; 2) the existence of cost efficiency efforts; 3) the obstacles that often arise for the optimization of SAMSAT mobile services of North Surabaya is the administrative completeness and network problems; 4) SAMSAT mobile services of North Surabaya has socialized the administrative completeness that must be available in utilizing its services.

Abstract

Internal control is a form for improving employee performance, that is how the achievement of the task execution. Seen from: the target work, the implementation of internal supervision, comparison with the resulting work product. Related to this achievement the result in implementation of the task has not been in accordance with the planned work targets, it has not had an impact on work productivity, so interesting to investigate. Abstract

Daya saing sektor industri kecil menengah (IKM) terus diperbaiki untuk menghadapi era indsustri 4.0, karena memegang penting dan strategis dalam perekonomian baik secara nasional maupun regional. Pemerintah harus dapat menjawab sebagian besar dari permasalahan yang dihadapi IKM. Untuk itu IKM yang memiliki permasalahan akan didampingi dengan memfasilitasi agar IKM memiliki produksi dan manajemen yang baik (SNI), tingkat daya saing yang baik di tingkat lokal yaitu melakukan Pemaksimalan dan Penerobosan Akses Pasar sehingga dapat masuk dan bersaing didalam industri perhotelan dan retail modern secara langsung dan  diharapkan dalam jangka panjang IKM akan mampu melakukan ekspor.

Abstract

AbstrakPerihal utama yang menjadi ketimpangan prosedur pelayanan publik adalah daya tanggap dari penyelenggara pelayanan publik/ Aparatur Sipil Negara dalam menanggapi kebutuhan masyarakat, dan ketidakpastian biaya. Tujuan penelitian ini adalah untuk menganalisis responsivitas aparatur sipil negara (ASN) dalam pembuatan surat pengantar kartu keluarga di kantor kecamatan Torjun kabupaten Sampang menggunakan jenis penelitian deskriptif kualitatif. Aparatur sipil negara mempunyai peran penting dalam pelayanan publik. hasil penelitian menunjukkan bahwa dalam Pembuatan Surat Pengantar Kartu Keluarga di Kantor Kecamatan Torjun Kabupaten Sampang yaitu aparat dan petugas di Kantor Kecamatan Torjun tidak dapat merespon kebutuhan masyarakat dengan baik dan kurang maksimal dalam melayani pembuatan surat pengantar kartu keluarga karena terdapat beberapa keluhan dari oleh masyarakat. Respnsivitas ASN di Kecamatan Torjun ini diukur menggunakan indicator ressponsivitas Zeithaml yang terdiri dari: Kemampuan merespon masyarakat yang ingin mendapatkan pelayanan; Petugas atau aparat melakukan pelayanan dengan cepat; Petugas atau aparat melakukan pelayanan dengan cermat; Petugasatau aparat melakukan pelayanan dengan tepat; Petugas atau aparat melakukan pelayanan dengan tepat waktu; Semua keluhan pelanggan direspon oleh petugas atau aparat.Kata kunci: responsivitas, aparatur, Kartu Keluarga, Torjun

Abstract

Pancasila is the foundation and the Indonesian state ideology and also fuction at platform to interact in social life of nation and state. In this era began to lose his spirit of Pancasila sourced from Indonesian nation personality began to fade as result of misuse of the implementation of the values of Pancasila in the previous era and also the influx of an unstoppable globalization. Sila just  and civilied humanity contains a moral massage how shuold the Indonesian community honor, respect other humans (humanizing) in accordance with the dignity that has been mandated by the Pancasila. Concern the behavior of people are not in accordance with the values to be true not only in Indonesia bat also worrying the United State about same thing. That’s necesssary for the implementation of character education, not only through formal education but also through informal education.

Abstract

This research is motivated by the implementation of the village elections simultaneously in Pamekasan is one indicator of the development of democracy in Pamekasan. Action required evaluation of the implementation of village elections simultaneously in Pamekasan for the implementation of village elections simultaneously in Pamekasan which will be held later to run well. By adhering to the theory put forward by Solichin Abdul Wahab as described in the literature review, then parameters or benchmarks on the effectiveness of a program or activity can be measured by the equation=  So, the implementation of village elections simultaneously in Pamekasan 2015 can be said to be run effectively if results achieved from the implementation of village elections simultaneously in Pamekasan in 2015, proportional or appropriate to the objectives of the village elections simultaneously in Pamekasan 2015 . the method used is a qualitative descriptive so that the data is displayed in the form of data from interviews and documentation of results. Analysis of data using Domain analysis technique that aims to know in general about the implementation of village elections simultaneously in Pamekasan 2015 (a study on the evaluation of the effectiveness of the implementation of village elections in rural districts Murtajih Pademawu Pamekasan 2015). The results of his research, found their effectiveness in the implementation of village elections simultaneously in Pamekasan with the findings of the results achieved from the aim of implementing village elections simultaneously itself, which to streamline costs in the implementation of the elections and simultaneously in 2015 issued by the government, to reduce the acts of fraud such as money politics in the elections and simultaneous implementation by 2015 and to reduce the amount of gambling that is done by the people of the village and outside the village in the elections and the simultaneous implementation in 2015.

Abstract

The function of supervision is the authority of the house of assembly (DPRD) especially when it must do supervision over the implementation of local regulation and other rules, the usage of APBD, the policy making and performance of local government in organizing local development, and the execution of international cooperation in locality. Being main stakeholder in local public service, DPRD is expected to stimulate the improvement of public service quality. In reality, the mechanism to implement the function and task of supervision of DPRD over the government regency is not systematic. One reason is that there is no legal base for technical guide of supervision system. The committees in DPRD of government regency have undergone the supervision over local government but their supervision is not focusing upon their performance on task field of the committe, the supervision by the committee is a merely routine, not touching the core of problem, and still away from giving concrete solusion. The implementation of task and function of supervision in DPRD of regency over the government (Local Leader), therefore, must be supported by strong legal base, adequate fund to facilitate task and function implementation, and reliable facility, structure and infrastructure, as well as the sufficient backup from the secretariat of DPRD.

Abstract

Functions  and  responsibilities of notary as  public official, always  have deals by law aspect. Notary must be give explain and  testimony a content deed. In reality more  mistake happen  effect from  notary negligence and effect from  high value lobbying  , now   rarely happen. Tehe problem take from effect from impelementation of constitution no 2 Years 2014 by government, with law effect to   law of notary  and obstacles solution  implementation  controlling to  notary. Aim of this research  describe and analys   uthority,  government position to  coach asa regulator stand for  valid of  constitution especially in east java area. Controlling not only done bya  notary association buat also done  by  Minister  of Law and Human Right.  Initially  based on  constitution No,30 Years 2014 about notary occupation . After than have delegate to  supervisory board and coaching  , after that changed to constitution  No . 2 years 2014  chapter 66 A, Law and human Right regulatory no M.02 PR.08. 10 years 2004, constitution of notary occupation give bordering authorized  responsibility and prohibition which must be obey to as a notary. About this arranged in  chapter 15,16, 17 and ethic  profession of notary have controloed by   supervisory board  as regulated on chapter 67,68, 69 constituation No.30 years 2004.  Step by step  must be done  by supervisory  on handle  control of  obstacles  and to coach notary as such as : a. supervisory board as MPD,MPN,MPW to hold on  the  job not alal have synergy, all this can do by to held  law anylises  seminar together and  law workshop together.

Abstract

Training need analysis is a series of activities undertaken to identify problems that arise in the workplace. Training needs analysis is a process of collecting and analyzing data to identify factors that need to be improved through training. The family planning field officer (PLKB) is the spearhead of the existing program implementation in BKKBN. There are several problems PLKB in providing services to the community that is 1. The ability of PLKB in planning, analyzing and evaluating the implementation of the development of prosperous families in the area of work is still not running maximally, 2. Skills to conduct cooperative relationships with all parties terkai less running because there are still many people who do not care about the existing programs in BKKBN, 3. still very weak ability in solving problems encountered in the implementation of its duties. From the problems contained above the importance of training provided by the BKKBN Bengkulu Province to the existing PLKB in various districts in order to have good competence not only hard skills but Soft Skill. The purpose of this research is to describe Traning Need field officer analysis (PLKB) run by BKKBN Bengkulu Province To improve the Competence (Hard Skill & Soft Skill) The PLKB. The method used is descriptive qualitative with technique of selecting informant using Purposive Sampling to determine key informant, technique to collect data that is through observation, interview and documentation, to analyze data obtained in this research using 2 type of encoding that is Open Coding is a section of analysis that specifically explains the relationship between naming and phenomenon categorization through careful examination of data. The coding of terporos (Axial Coding) is a set of data retrieval procedures by creating linkages between categories.

Abstract

Waste has been the biggest problem in the world, especially in Indonesia. It’s been written on Indonesian law number 18 year 2008 about waste has become a national problem, so the management must be done comprehensively from upstream to the downstream in order to provide the economic, health, and environment advantage, and also could change people’s habits. Waste problem was spreaded into all over Indonesia, Including Bali Province, Bali is number one famous island in Indoneisa and the biggest tourism activity in Indonesia. It needs a hardwork from community, government, corporate and institution to solve the waste problem in Bali. Coca-Cola Amatil Indonesia as the biggest food and beverage manufacturer in Indonesia aware about this problem and they build Bali Beach Clean Up as the Corporate Social Responsibility program. Coca-Cola Amatil Indonesia has the initiative to clean up five biggest beach in Bali such as Kuta, Kedonganan, Seminyak, Legian and Jimbaran. This research will see the implementation of the program and see what’s the problems inside the program.
