The government's efforts to achieve good governance in accordance with public demand have been realized, by the issuance of Law no. 14 of 2008 on Public Information. Follow-up of the enactment of Law no. 14 In 2008 it was the establishment of the Public Information Committee at the central, provincial and regency / city. The fundamental reasons of public disclosure are none other than to encourage public bodies at all levels of an organization or unit is more transparent to the public (society). Moreover, the principle of transparency is a part of good governance. This study aims to determine the type of information requested by the community and what the barriers faced by those that took him to the realm of mediation and adjudication non-litigation at the Information Commission's Central Java province. The primary data used in this study is dispute information submitted to the Commission of Public Information of Central Java Province. Techniques of data collection conducted by an interview of Commissioner KIP to obtain further information regarding general dispute information submitted by the applicant as a community. The conclusion is still a lot of public bodies are not ready to fully open in providing information requested by the community. This is because the nature of the bureaucracy that had been closed. They also worry if the information requested by the public will be abused to their interests.

With Ordinary Least Square (OLS), the main purpose of this study is to analyze impact of fiscal policy on the domestic saving in Indonesia. The data used in this study were data time series from 1975 to 2009 obtained from Badan Pusat Statistik, Bank Indonesia, Nato Keuangan Kementerian Keuangan and World Bank. As the dependent variable in this study is domestic saving. As the independent variables in this study are fiscal policy instruments (tax and government expenditure). As the control variable is interest rate, young dependency ratio, old dependency ratio, consumption and money demand. The result of this study shows that all of the fiscal policy instrument simultaneously significant influence on the domestic saving of Indonesia and individually the fiscal policy instrument significant influence on the domestic saving. Based on the value of elasticity and the level of significance of fiscal policy instrument, the government expenditure plays a big role in influencing the domestic saving of Indonesia

The main problem discussed in this research is low quality of solid waste services in Bandung Municipality, Bandung Regency, Surnedang Regency and Cimahi Municipality. This research is designed as an explanatory survey, with qualitative and quantitative approach. The quantitative data was analysed using PATH Analysis. The result demonstrates that facilities planning both partially and simultaneously affected the solid waste services quality. Likewise, the coordination either directly or indirectly affected the solid waste services quality. it was obvious that the solid waste services quality was significantly affected by the two variables.

Empowerment of employees in an organization is one important strategy to encourage the implementation of tasks and organizational function properly. Therefore, every leader in organizations, including government organizations is required to implement the empowerment of employees, because in this case is esserztially empowering employees is one of the competencies that must be possessed by every leader. In general, the ability of a leader in empowering employees, also is a pattern of leadership behaviors that can affect the pattern of work, spirit of work, and employee work motivation, winch is far longer be able to encourage the creation of good organizational performance.

Information system is an effective media in disseminating information in the modern era. Utilization of information systems in government considered to be essential to improve public services in this licensing service in Bandung city. Therefore this study aims to determine the Management Information System conducted by the Government Licensing Service Agency of Bandung (BPPT). Indicators used include three elements: planning, organizing, and supervision. The focus of this research is BPPT. The approach conducted in this study is a qualitative in order to avoid generalize the results, Data collection techniques used is the study of documentation and interviews. Based on these results, it is known that the existence of an information system that can be accessed by people in the BPPT is available with a variety of categories, and tailored to the needs and accessibility, As for management it has been well planned, but at this stage of implementation and supervision, there are still some obstacles.

Buku ini dibuka dengan kerangka teoritis yang menjelaskan dasar material oligarki. Selama berabad-abad, oligarki dianggap sebagai representasi penguasaan kekayaan. Kesamaan definisi oligarki sepanjang sejarah merupakan cara mempertahankan dan memperkuat secara inheren atas kekayaan. Menurut International Encyclopedia of the Soria! Sciences, oligarki adalah sebuah bentuk pemerintahan yang kekuatan politiknya berada di tangan sekelompok kecil anggota masyarakat. Asal kata oligarki berasal dari bahasa Yunani oligarkhia, yang berarti pemerintahan oleh sekelompok kecil, yang terdiri atas oligoi (sedikit) dan arkhein, yang berarti memerintah. Hampir semua teori tentang oligarki mendefinisikannya sebagai pengaturan oleh sekelompok kecil. Oligarki didefiniskan sebagai proses dari sebuah tatanan politik sejurnlah kecil individu yang memiliki, mempertahankan kekuasaan dan kekayaan oleh pelaku yang memiliki cumber days material. Role in the development community is very important in supporting development to foster public awareness in the development process. Changes in community development can occur on public awareness itself it will unconsciously create public awareness for the better. In the context of the village leadership, leadership is defined as an art and science that make up a person to influence and direct way of thinking, behaving and acting that lead people and organizations aimed at achieving the vision. Transformational leadership in the development needed to support better development that aims to improve motivation and performance in the implementation of rural development. Head of the village into an important role in making changes in their area. Development in the countryside will be more easy to administer when a village community can understand the characteristics and needs in the development process through the concept of a transformational approach. The results showed transformational leadership in the district mayor of Bandung regency Cimenyan uniformly to all components. Idealism influence, inspirational motivation, individualized consideration, intellectual stimulation and 25% respectively. This means that the behavior of the leader gives a value of 100%. However, its influence will be felt by society as an impetus to address the differences (interests, opinions, ideas, potential, competence, and insight) in a wise and find a solution that is acceptable to society as much as possible. This fact shows the village chief in the District of Bandung Regency Cimenyan transformational approach to leadership in raising public awareness to participate in development.

Rencana kenaikan harga bahan bakar minyak (BBM) yang diwacanakan oleh pemerintah beberapa bulan terakhir ini terns menghiasi ruang publik. Meskipun jika kita perhatikan intensitasnya mulai berkurang pascakeputusan pemerintah untuk menunda kenaikan harga BBM. Namun, bukan berarti penundaan ini iantas mengurungkan niat pemerintah untuk menaikkan harga BBM. Pemerintah tetap membuka kemungkinan untuk menaikkan harga BBM dengan memperhatikan harga minyak dunia. Pica harga minyak dunia naik melebihi Batas yang diproyeksikan dalam APBN, otomatis pemerintah mau tidak man menaikan harga BBM demi mengurangi beban APBN untuk subsidi BBM yang melonjak dari tahun ke tahun. Pada tahun 2010, beban subsidi BBM pada APBN dipatok sebesar Rp 68,7 triliun namun realisasinya mencapai Rp. 82,4 triliun. Tabun 2011 dianggarkan Rp 96 triliun dan realisasinya mencapai Rp 165,2 triliun. Tabun 2012 dianggarkan di APBN sebesar Rp. 123,6 triliun. Beban subsidi pada tahun 2012 ini kemungkinan bisa lebih tinggi jika harga minyak dunia mengalami kenaikan. Rencana pemerintah itu ternyata disambut resistensi oleh masyarakat umum, buruh dan mahasiswa yang langsung menggelar demonstrasi menentang rencana kenaikan harga BBM. Kenaikan harga BBM dipastikan akan berdampak pada semakin beratnya beban hidup

Sebu.ah studi yang dilakukan oleh Rick Stapenhurst (2000) di Amerika Serikat dan di beberapa negara Amerika Latin seperti: Equador, Venezuela dan Brazil menemukan bahwa media masa memainkan peranan penting dalam pemberantasan korupsi. Akan tetapi, pertanyaan patut diajukan tentang apakah media yang memainkan peran sebagai agen ataukah sekedar instrumen dalam pemberantasan korupsi. LIntuk menjawab pertanyaan tersebut dalam konteks politik Indonesia, studi ini melihat insider korupsi oleli Bupati Kendal Heady Beodoro sebagai studi kasus. Sebagai metode, studi ifli melakukan triangulasi metode dengan mengombinasikan analisis isi quantitative terhadap 2 (dua) surat kabar yaitu. Suam Merdeka dan Kompas dan wawancara mendalam terhadap prays jurnalis, aktivis Civil Society Organization's (CSO's), aparat pemerintah dan aparat penegak hukum. Berdasarkan studi kasus yang ada, penelitian ini menemukan bahwa media massa tidak hanya mampu berperan sebagai instrumen. Namun, juga sebagai agen dalam pemberantasan korupsi. Pertama, media massa rnemainkan peran sebagai instrumen CS0's dalam pemberantasan korupsi pada awal gerakan anti korupsi. Kedua, media massa melakukan metamorfosis dengan mentransformasikan dirinya dari instrumen menjadi agen di tengali perjalanan gerakan anti korupsi yang ada. Peran media massa ini kemudian secara meyakinkan menjadi faktor kunci bagi keberhasilan gerakan anti korupsi yang terjadi untuk mengirimkan Hendy Beodoro ke penjara. Akan tetapi, satu hal yang juga perlu dicatat di sini, peran media masa sebagai instrumen ternyata masih dominan diperankan daripada peran sebagai agen. Hal ini disebabkan oleh konteks sosial politik media miasma di Indonesia di mana pembatasan terhadap kebebasan media masih terus terjadi di setiap rezim pemerintahan di Indonesia.

The objective of this research is to study learning process in inclusion education and discrimination behavior against disabled students in SMA Pembangunan Yogyakarta as a kind of inclusion school. The main spirit of inclusion education process is awareness of tolerance over existence reality. Inclusion school was begun by disabled people movement as a main catalyst. SMA Pembangunan Yogyakarta is selected as a research object. Interview guide was used as technique to collect primary data. Interview was conducted with all subjects in inclusion school such as course teachers, special advisor teacher, students, and high school principal. The result of this research indicated that learning process modification decrease discrimination. There are some education policies such as standard score for national final examination, standard curriculum, and limited access to entry inclusion school for mental retardation that contradicts with inclusion spirit. In other side, there were teachers caring disabled students, involving disabled students and take maximal efforts to teach different students, so their academic achievement is more optimum and discrimination against disabled student decrease. There are some kind of power that may support inclusion school existence such as modification curriculum technique, need of achievement from disabled students and consistent struggle from the main catalyst of inclusive school.
