Abstract

Bureaucratic reform is one of the government programs that are projected to improve the performance of services to the community. Suck we all know, the public demand for the bureaucracy that serves the expectations of many parties. So far, the focus of bureaucratic reforms directed to government agencies at the central level. Subsequently, in 2013, in addition to government institutions at the central level, some regions consist of provinces, districts, and the city also became a pilot project under the supervision of bureaucratic reforms Ministry of Administrative Reform and Bureaucratic Reform. A pilot project areas bureaucratic reform policy is Jabar Banten provincial government and the provincial government. The results showed that the challenges faced by local governments are quite varied. There are many factors that cause this, factors such as leadership, bureaucratic mindset, and regional characteristics.

Abstract

One of the issues highlighted in the bureaucratic system in Indonesia is related to well-being A low level of well-being, often used as an excuse, why bureaucratic corruption, slower, less professional. Structuring the system of earning additional revenue needed for government employees, both at central and local levels, are in the same pattern so as to reduce the occurrence of significant differences between institutions and regions_ It will also affect the diversity ( diversity ) and disparity ( difference ) income is too high formulation of any civil servant payroll system should be based on consideration of adequate basic needs In addition other conditions of any employee ( PNS) also need to be considered. The values contained in a payroll system, particularly in the public sector, is not only meant to formulate a system that is fair and proportionate compared to the duties and responsibilities alone, but also to consider matters related to diversity as part of the income of civil servants social environment. It means that the environmental conditions concerning purchasing power and level of expensiveness, and incentive systems that exist in areas where civil servants are , should be part of the considerations in determining the formula the payroll system. Abstract

Lubuklinggau city's economic growth in 2012 is quite high relative directly or indirectly increasing urban population. In addition to the positive side, the urban as well as the growing negative impact of street children, street vendors, illegal immigrants, and so on. The condition can affect to the increasing workload of Civil Service Police Unit (municipal police) Lubuklinggau City. Taking into account the increased workload and Government Regulation (PP) No. 6 In 2010, the municipal police peint done rightsizing. How rightsizing Lubuklinggau City municipal police are professional, effective and efficient? Rightsizing is needed to improve the quality and service to the community needs to be better and more efficient. Selanjuntya to answer that question this study uses descriptive evaluative methods and semi-exploratory. The analysis shows that the city municipal police Litbuklinggau feasible arrangement with the organization in accordance with the Type A No. Permendagri. 40 in 2011. Kelayakkan is also supported by the Office of the real condition of the municipal police workload is increasing from year to knowledge, especially in the field of public law enforcement and community protection.

Abstract

Judul buku ini menghentak, Indonesia Bergeraki bergerak, mungkin saja kita akan tersentak oleh sekian banyak masalah yang mendera negara kita. Membaca buku ini seperti membuka brankas yang berisi masalah-masalah yang sedang mendera Indonesia dewasa ini. Para penulis berusaha memberikan tafsiran dan penjelasan mengenai berbagai gejala, sekaligus memberikan sebentuk saran untuk megatasinya. Dari masalah ekonomi, politik, agraria, sampai perburuhan. llham, misalnya, menulis tentang masalah klasik negeri ini, yakni soal teror dan kerukunan dalam masyarakat (Bab 5). Ia mulai dengan konsep Samuel Huntington tentang benturan peradaban. Seturut dengan konsep ini, Ilham menyatakan bahwa persoalan kultural, seperti etnis dan agarna, lah yang akan menjadi biang pertikaian antar warga di Indonesia, selain soal ideologi dan ekonomi. Fenomena konflik bersenjata di Aceh dan Papua adaIah contohnya. Menurutnya, kebijakan desentralisasi kebijakan pasta Orde Baru menjadi faktor penting. Daerah-daerah yang dulunya sepenuhnya terkontrol oleh pusat, sekarang mendapatkan angin segar untuk menentukan nasibnya sendiri. Konflik kepentingan dan etnis dalam tiap daerah menjadi tak terelakkan dan wajib diantisipasi oleh pemerintah pusat.

Abstract

This research aims to evaluate the performance of the caregiver in mentoring, supervision, and coaching disciplines of Praja in nurture section of IPDN Jatinangor campus. This research used a qualitative descriptive approach method. This research evaluated the performance of the caregiver with aspects studied were competelices (which includes: knowledge, understanding, skills and experience), attitudes and actions. In addition, this research is also to determine the factors that affect the performaiwe of the caregiver and the obstacles, while the aspects studied were caregiver competence, structure and coordination. The results showed that the performance of the caregiver in mentoring, supervision, and coaching disciplines of Praia in nurture section of IPDN Jatinangor campus needs to be improved or optimized in terms of competences, attitudes and actions. Later it was found that there are .factors that affect the performance of the caregiver and also obstacles namely caregiver's competences, organizational structure of nurture section and coordination of caregivers, while the efforts to overcome the obstacles of caregiver performance were caregiver competence increased, improvement of the structure of Nurture Section, and caregivers coordination increased.

Abstract

Weaknesses in the payroll system that the principles of justice in this system, institutionally tend not running Governments are required to firmly establish the same civil service salary structure, both for the central and regional levels . Of course this formula needs to be formulated in such a way that opportunities for gaps that are too high can be avoided Salary structure models offered by Research Team PKP2A I LAN is based on a model of the structure of the model with the merit system Composite Scale . Merit system geared to the principle that the salary system should have values objectivity based on work performance and the performance by considering the competence of the employees so that they feel valued in proportion. Meanwhile, Combined Scale, because in this case the team still considers that the two components are fixed and not fixed, it is still necessary in the model calculations in the PNS The persistence of the benefit system in addition to the determination of salary based on grade or rank/class of employees . In addition the models offered , the team seeks to design it with a combination of salary determination in the bureaucratic system of government with the establishment of Provincial Minimum Wage ( LIMP ), which is converted to the National Minimum Wage ( UMN ) as a result of the average minimum wage . Efforts to adopt UMP value in the payroll system is intended to Value Private payroll in environments with in the government there is a ''sameness'', although the similarities are not as a whole. Mix reason is also because Team considers that the system of wage/salary for civil servants with private systems should be in the same setting . It means that the policy is not a separate and partial, but must constitute a form of comprehensive systems and complement each other in the same policy

Abstract

The Sunan Giri Award was initiated in 2011, is believed to be a form of public service reform in Gresik regency. The Sunan Girl Award is a competition in the field of public service held by Gresik Regency at village I urban. The reason why this competition is done in the village / urban is due to village / urban is spearheading the implementation of public service to the community. As one of the goals to be achieved in the presence of Sunan Girl Award competition is to explore local knowledge (local wisdom) model of service delivery at the village / urban. There are some things that are very unique from the competition organizing The Award Sunan Giri. Uniqueness is one of them contained in the gift received by village / urban were included into the category is considered both in terms of public service. To earn this aivard, village / urban must compete to provide the best public service to the community, of course, with the highest scores on every aspect of the assessment.
