Abstract

This research was conducted in Berau District, located in Pesayan Village, Sambaliung District. This type of research is descriptive qualitative. The research was carried out in several stages, namely field research using observation, interview and documentation methods as well as library research. Furthermore, the data obtained will be analyzed descriptively qualitatively. This research is to find out the use of Village Fund Allocations carried out by the Village Government in the Development of Pesayan Village. The development of Pesayan Village includes several stages, namely deliberations to take ideas that are carried out by the local RT, then year-end deliberations on the Government Work Plan (RKP) and the results of the proposals will be included in the Village Expenditure Budget (APBK). The results of research conducted in Pesayan Village that Village Fund Allocations for physical development have only been realized for the construction of village halls and pipelines; the remaining Village Fund Allocations are focused on village government administration. Meanwhile, for non-physical development, it is realized using Village Allocation Funds but instead using Village Funds due to instructions from the District itself but still based on regulations. For the supporting factors in carrying out the development of Pesayan Village, namely the presence of Natural Resources and also Human Resources, and for the inhibiting factors the geographical conditions of Pesayan Village are widespread.

Abstract

The research objective was to find out the development of the application of digitalization of the academic service system before the Covid-19 Pandemic, namely at the beginning of the establishment of the Higher Education studied and during the Covid-19 Pandemic which had an impact on increasing employee work efficiency and academic services at the Faculty of SAINTEK UMKT Samarinda and FTIK UINSI Samarinda. This type of research is qualitative research with a case study approach. The subjects of this study were academic and IT staff at the Faculty of SAINTEK UMKT and FTIK UINSI Samarinda. The object of this research is a digitalization technology-based service and media system that is carried out online. The data is then obtained by several methods, namely; direct observation, interviews, and documentation. The data analysis technique used is; data collection, data reduction, data presentation and drawing conclusions. Based on the results of the research, it is known that the application of digitalization of the academic service system at the Faculty of SAINTEK UMKT and FTIK UINSI Samarinda before the Covid-19 Pandemic had begun to be implemented, namely since the beginning of the two tertiary institutions were inaugurated, but limited to several types of services. However, some efficiencies have been felt by employees, besides that, in improving services, the application of digitalization is able to create quality services that are efficient, responsive, transparent and effective.

Abstract

The research aims to describe how political marketing and the inhibiting factors of political marketing win the candidate pair Sri Juniarsih and Gamalis in winning the local elections in Berau Regency in 2020. The method used is a qualitative research method with a descriptive approach. This study uses primary data sources in the form of interviews, observations, and documentation, as well as secondary data from books or the internet. Data analysis techniques are data reduction, data presentation, and drawing conclusions. While the theory used in this research is political marketing theory with product, promotion, price and place variables according to Niffenegger (in Firmanzah, 2008). The results of the study show that Sri Juniarsih and Gamalis' political marketing in winning the regional elections in Berau Regency in 2020 can be said to be effective in attracting voters' votes so that they can become winners in the regional elections in Berau Regency in 2020. This can be seen from how Sri Juniarsih and Gamalis apply marketing variables Politics. The candidate offers a product in the form of a platform that contains a vision, mission and work program based on the main development challenges in Berau Regency, a supportive past record and has good personal character. Furthermore, promotions are carried out directly to voters, through figures or organizations as well as social media and mass media, because they have a major influence in attracting voter sympathy. In addition, candidates can provide good prices for their products, so that voters trust and form a good perception of the Sri Juniarsih and Gamalis pair. In determining the location, the candidate draws closer to the voters through meetings and visits and places campaign teams and volunteers in the villages to reach all levels of society. While the inhibiting factor in carrying out political marketing lies in the minimal and limited funds used in a series of political marketing processes.

Abstract

This study aims to analyze and describe the Welfare of Palm Oil Farming Groups in Kerta Bumi Village, Kuaro District, Paser Regency by outlining the Implementation of Regional Regulation No. 12 of 2019 concerning Farmer Institutions as seen through the Empowerment of Farmer Groups in the form of Farmer Group Independence in the form of Farmer Independence, Ability to innovate , also Welfare income level. This research was conducted at the Office of Plantation and Animal Husbandry, Paser Regency and the Kerta Bumi Village Office, Kuaro District, Paser Regency. This type of research is descriptive qualitative. The results of the study show that regarding the welfare of farmer groups by looking at the implementation of Regional Regulation No. 12 of 2019 concerning Farmer Institutions that the independence of oil palm farmer groups has been felt by oil palm farmers by working independently or independently from farmer group membership. Second, the ability of oil palm farmer groups has been able to innovate in various fields (technical, economic and social) by developing renewable techniques, improving the economic and social fields. Third, the income and welfare of the oil palm farmer groups has increased quite well because the commodity of palm oil has experienced an increase in selling value. Fourth, monitoring is carried out by the government in the form of outreach and counseling related to oil palm and other programs. Fifth, the government has so far never done an evaluation so that oil palm farmers have never received it due to budget constraints.

Abstract

This study aims to describe and analyze the development of the implementation of teacher certification in the city of Samarinda, the phenomena that occur in the implementation of certification and the differences between teacher certification in private and public schools in Samarinda City and more specifically the implications of teacher certification in increasing morale and welfare of teachers in the city of Samarinda. This type of research is descriptive qualitative. Data collection techniques were carried out by means of library research and field research. By using the method of observation, interviews and documentation. Based on the results of the research conducted, it can be concluded that the implementation of teacher certification in the city of Samarinda has increased where initially it was only collecting portfolios, changing to through tests and training in terms of the tests themselves having a high level of difficulty and in terms of training having increasing and solid standards. Phenomena that occur in the implementation of teacher certification are quite diverse, ranging from late payments, test results that are not notified to test takers to senior teachers who have not received certification even though they have taken the test many times. The difference in certification between private and public schools is the amount received, where teachers in private schools receive a nominal value of IDR 1,500,000 and teachers in public schools receive a nominal amount equal to their basic salary.
