Abstract

Disparitas pembangunan antar kecamatan perlu perhatian yang lebih dari Pemerintah KotaSamarinda. Hal tersebut terlihat dari tidak meratanya sebaran penduduk antar wilayah kelurahan.Penataan atau pembentukan kelurahan baru perlu dilakukan untuk mendekatkan pemerintah denganmasyarakat, memotong rentang kendali birokrasi yang terlalu panjang, sehingga waktu menjadiefisien, dan memaksimalkan pelayanan kepada publik. Kajian ini bertujuan untuk mengetahuiapakah Kecamatan Palaran, Samarinda Seberang dan Loa Janan Ilir telah memenuhi persyaratanuntuk dilakukannya penataan kelurahan. Kajian ini dilakukan dengan melakukan pengumpulan datalapangan sesuai dengan persyaratan penataan kelurahan yang tercantum dalam peraturanperundangan. Berdasarkan hasil analisis dapat disimpulkan bahwa rencana penataan wilayah diKecamatan Palaran, Kecamatan Samarinda Seberang dan Kecamatan Loa Janan Ilir secara umum telah memenuhi syarat yang telah ditetapkan, meski demikian terdapat beberapa persyaratan yangtidak memenuhi syarat khususnya pada indikator luas wilayah.

Abstract

The course of the implementation of the General Election can never be separated from all kinds of ethical and criminal matters that always color in the course of the electoral stage in Indonesia. Several cases of violations of the ethics code and corruption committed by the Commissioners and Secretariat of the KPU at all levels resulted in sanctions imposed by the DKPP against the KPU. Therefore, the results of this study will look at the case of the KPU code of ethics in the DKPP decision for the 2018 to 2020 period, as well as the impact of this decision on election organizers at the KPU. This study using a qualitative descriptive research design. The data used in this study were obtained from literature studies in the form of documents of the results of the verdicts that have been issued by the DKPP obtained through the official portal website of the DKPP, with a period from 2018 to 2020. The document of the decision of the DKPP ethics case was then carefully processed by the author using the application of qualitative data processing Nvivo 12 Plus. The data processing results found that enrichment of the electoral code of conduct by-election organizers in the KPU is still felt less. All parties should highly praise preventive efforts to violate the code of conduct.

Abstract

The main purpose of this article is to explain the bargaining position of Indonesian government vis a vis Multinational Corporations particularly concerning with exploration of natural resources by Freeport, KPC and Cepu. In order to obtain the best understanding about the central issue of this article, the using of global economic and sovereignty concept are necessary. The analysis of this issue shows that foreign investment (MNCs) did not bring any advantages for increasing the quality of social life in Indonesia.

Abstract

This research aims to build an understanding of the currently developing academic literature on marine tourism in the Anambas Islands as one of the potential areas. Maritime tourism can be developed from a digital and institutional development policy perspective, considering that the impact of tourism through maritime tourism is so broad/multiplier effect, including trade connectivity and communication between nations, so that it becomes one way to maintain maritime affairs. This study used a qualitative method. Data sources are obtained from primary and secondary data. Data collection techniques involved observation, interviews, documentation, FGD, and triangulation, while N-Vivo12 Plus assisted data analysis techniques. The research results showed that the Anambas Regency Government has not fully implemented digital-based development. There have been no regulations governing the development of digital-based marine tourism, both in strategic plans and SOPs in regulations that do not specifically address development. Second, digital media in developing marine tourism is not optimal; there is a lack of social media platforms to raise and attract public attention. The branding carried out is only limited to providing information about tourist attractions, displaying attractive photos, and at least creating marketing campaigns such as events held on the Anambas Islands, and minimally discussing access to the Anambas Islands so that tourists feel that the distance is far away and are reluctant to visit them. Overall, digital-based development is limited to uploading on social media, even though the understanding of digital-based development is broader and far from just sharing on social media. The government should have the ability to innovate and adapt in the face of various changes, such as preparing development plans based on various information on transportation access telecommunications, which can provide complete information to potential visitors so that they can have a variety of experiences.

Abstract

This study evaluates sustainable transportation development in Batam City, focusing on the accessibility of public transportation for persons with disabilities as a sustainability indicator. Utilizing qualitative research methods, primary data were collected through interviews, complemented by secondary data from various sources such as Department of Transportation reports, Batam City Government documents, and online media. Data analysis employed triangulation, supported by Vosviewer Tools for processing secondary data. Findings reveal inadequate transportation accessibility services for people with disabilities in Batam City. Effectiveness, efficiency, adequacy, and equality for this demographic remain suboptimal, indicating a lack of sustainable and inclusive approaches. Regional regulations concerning disabilities are not fully implemented, and there's a lack of management strategies for transportation or Transport Demand Management tailored to assist people with disabilities. The Bus Rapid Transit (BRT) system's ineffectiveness hampers transportation connectivity, exacerbating access challenges. Essential disability facilities like ramps and bell signals are unevenly provided, while the limited number of special seats creates difficulties in prioritizing pregnant women and the elderly. Consequently, the current serviceability access falls short of meeting the standard needs of people with disabilities, as envisioned in Sustainable Transportation frameworks.

Abstract

This article examines the relationship between Islam and the West has a long and complex history. At certain times, these two civilizations collaborated and learned from each other, but at other times they were also involved in conflicts and wars. One of the biggest challenges of Islam and the West today is how they can build a more harmonious and understanding relationship. Dialogue is one way that can be done to achieve this goal. Dialogue can help both parties to understand each other's culture and values, thereby reducing understanding and conflict. Dialogue between Islam and the West is one of the important steps to build peace and prosperity in the world. With dialogue, the two communities can understand each other and work together to create a better world.

Abstract

This study aims to analyze the philosophy of the Tabot ritual, commemorating the death of Ḥasan in the fields of Karbala, rooted in the traditions of Shia and Sunni, from the perspective of Islamic law. The Tabot ritual embodies noble Islamic values intertwined with local wisdom and cultural acculturation in Bengkulu society. This study employs a field research approach, collecting data through in-depth interviews and documentation with religious leaders, traditional leaders, community figures, and residents in Bengkulu. The findings reveal that the nine stages of the Tabot ritual—Mengambik Tanah, Duduk Penja, Menjara, Meradai, Arak Penja, Arak Serban, Gam, Arak Gedang, and Tabot Tebuang—are imbued with profound philosophical meanings in line with Islamic principles. These include the value of acculturation in Mengambik Tanah, self-purification in Duduk Penja, the spirit of Islamic brotherhood in Menjara, and self-reflection in Tabot Tebuang. From an Islamic legal perspective, the Tabot ritual illustrates a harmonious adaptation of ritual practices while adhering to respect and coexistence within Islamic teachings. The ritual’s symbolic modifications, such as removing elements deemed offensive to the Companions of the Prophet Muḥammad SAW, reflect a commitment to maintaining Islamic unity. Although originating from a Shiite tradition, the Tabot ritual has been contextualized and accepted broadly, including by Sunni communities, showcasing its alignment with Islamic jurisprudential values. AbstrakPenelitian ini bertujuan untuk menganalisis filosofi Tabot sebagai ritual memperingati wafatnya Ḥasan di padang Karbala yang berakar pada tradisi Syiah dan Sunni dari sudut pandang hukum Islam. Ritual Tabot merupakan perwujudan nilai-nilai luhur Islam yang terjalin dengan kearifan lokal dan akulturasi budaya masyarakat Bengkulu. Penelitian ini menggunakan pendekatan penelitian lapangan, yaitu pengumpulan data melalui wawancara mendalam dan dokumentasi terhadap tokoh agama, tokoh adat, tokoh masyarakat, dan warga di Bengkulu. Hasil penelitian menunjukkan bahwa sembilan tahapan ritual Tabot—Mengambik Tanah, Duduk Penja, Menjara, Meradai, Arak Penja, Arak Serban, Gam, Arak Gedang, dan Tabot Tebuang—memiliki makna filosofis yang mendalam dan sejalan dengan prinsip Islam. Di antaranya adalah nilai akulturasi budaya dalam Mengambik Tanah, penyucian diri dalam Duduk Penja, semangat persaudaraan Islam dalam Menjara, dan refleksi diri dalam Tabot Tebuang. Dari sudut pandang hukum Islam, ritual Tabot menggambarkan adaptasi praktik ritual yang harmonis dengan tetap berpegang pada rasa hormat dan hidup berdampingan dalam ajaran Islam. Modifikasi simbolik ritual tersebut, seperti menghilangkan unsur-unsur yang dianggap menyinggung para Sahabat Nabi Muhammad SAW, mencerminkan komitmen untuk menjaga persatuan Islam. Meski berasal dari tradisi Syiah, ritual Tabot telah dikontekstualisasikan dan diterima secara luas, termasuk oleh komunitas Sunni, yang menunjukkan keselarasan dengan nilai-nilai yurisprudensi Islam.

Abstract

This study analyzes ethnic fractionalization and polarization in the new Indonesian Capital of Nusantara (IKN), with a focus on the potential for ethnic conflict as the government directs significant resources towards its development. Data was collected from 54 villages within IKN territory over five months and analyzed quantitatively. The findings show a high ethnic fractionalization index of 0.79 and a slightly high polarization index of 0.61, indicating a moderate risk of conflict. However, the ethno-demographic and ethnopolitical conditions remain conducive to supporting IKN's development. While previous research has addressed ethnic conflict in Indonesia, few studies have examined its implications for major national projects like IKN's development. This study offers a new quantitative perspective on how ethnic diversity influences large-scale governmental projects, highlighting the role of ethnic fractionalization and polarization in shaping the stability of IKN's development. Although such a polarization index indicates the potential for conflict being slightly high, the ethno-demographic and ethnopolitical condition in IKN is still relatively conducive to providing supporting capacity to IKN development, viewed from a statistical and ethnopolitical perspective.

Abstract

This study aims to determine and analyze the effect of political socialization through the teaching and learning process and the political awareness of Government Science students on political participation. This research was conducted at Mulawarman University with a sample of 2019 and 2020 Government Science students totaling 67 people. Using the technique of Probability Sampling or Simple Random Sampling. Furthermore, research data was obtained by distributing questionnaires online due to the Covid 19 pandemic situation, then analyzed using the Product Moment correlation coefficient, Partial Correlation analysis, Multiple Linear Regression analysis, and Coefficient of Determination analysis. Then after using a series of statistical test results in the results of the correlation coefficient analysis, the relationship between the three variables was obtained, meaning that political socialization through the teaching and learning process and political awareness has a positive and significant influence on political participation. Then by calculating the coefficient of determination it is known that political participation is influenced by political socialization through the teaching and learning process and political awareness of students at Mulawarman University by 30.7% while 69.3% is influenced by other factors that are not included in the focus of this study.

Abstract

In coal mining, reclamation activities must be carried out by holders of mining business permits. In Samarinda City, there are 3 institutions that carry out reclamation oversight, namely the Ministry of Energy and Mineral Resources (Director General of Mineral and Coal), the Office of Energy and Mineral Resources of East Kalimantan Province and the Regional Reclamation and Post-mining Supervisory Commission. There are 3 main oversight mechanisms, namely, setting standards, observing facts in the field, comparing facts and formulating suggestions. Barriers encountered in supervising reclamation included limited human resources, funds, time, inactive status of mining companies, inactive supervisory bodies, changes in policies on minerals and coal. From the results of this study reclamation supervision is felt to be not optimal due to the lack of supervisors who are directly tasked with monitoring mining locations, difficult access and very long distances make monitoring difficult to carry out. The latest Law on Minerals and Coal has become one of the obstacles for local governments to carry out supervision, this is because the authority of local governments has been revoked. Minimal and sub-optimal supervision has resulted in damage to nature in Samarinda City, adverse impacts in the form of damage to the natural environment, damage to natural ecosystems, abandoned mine pits that have claimed as many as 39 people died in mining pits (voids).
