Abstract

The development of industrial estates can encourage the growth of the industrial sector to be more targeted, integrated and provide outcomes that can stimulate economic growth and increase regional income. The purpose of this study is to describe and analyse the development of the Buluminung Industrial Area by the Planning, Research and Development Agency of Penajam Paser Utara Regency and to identify the inhibiting factors. The development of the Buluminung Industrial Area in this study is seen from the preparation stage which includes location selection, analysis of multiple effects and preparation of documents, as well as inhibiting factors. The result of this study indicate that the development of the Buluminung Industrial Area by the Planning, Research and Development Agency of Penajam Paser Utara Regency is appropriate because its strategic position and has the potential for local raw materials supported by adequate facilities and infrastructure. However, to become an industrial area, there are still many things that need to be prepared by the local government. The appointment of part of the administrative area of Penajam Paser Utara Regency to become the capital of the country is a factor inhibiting efforts to develop the Buluminung Industrial Area because it affects spatial plan, beside making the government less focused.

Abstract

Tujuan Penelitian ini adalah untuk menemukan korelasi antara Redesain Organisasi dengan fungsi manajemen Sumber Daya Manusia di UPTD Pengembangan Perlindungan Tanaman Perkebunan Dinas Perkebunan Provinsi Kalimantan Timur. Adanya Korelasi yang positif artinya Apabila ReDesain Organisasi dibuat dengan profesional dengan memperhatikan asas-asas Organisasi seperti Struktur Organisasi, Pembagian Kerja, Wewenang dan Tanggung Jawab, Kesatuan Perintah, maka Fungsi Manajemen Sumber Daya Manusaia seperti Pendidikan dan Pelatihan serta Kreativitas Pegawai akan meningkat dan berjalan dengan baik. Hasil penelitian menunjukkan bahwa apabila dilakukan ReDesain Organisasi di UPTD P2TP  (Pengembangan Pengendalian Tanaman Perkebunan) Provinsi Kalimantan Timur pada Dinas Perkebunan Propinsi Kalimantan Timur melalui Struktur Organisasi, melalui Pembagian Kerja, melalui Wewenang dan Tanggung Jawab serta kesatuan Perintah, maka Fungsi Manajemen Sumber Daya Manusia seperti pendidikan dan Pelatihan serta Kreativitas Pegawai akan meningkat.

Abstract

This study aims to determine the role played by Jelajah Community to  develop the tourism sector in Samarinda City as agents of change and social control.  The role of the Jelajah Community is focused on activities and activities which is carried out through research focus, namely: (1) Exploring a destination tourism which is easily accessible or not, (2) Carrying out socialization activities and promotion to the public through social media, (3) Becoming a medium and evaluator for Stackholder in this case the Department of Tourism, both East Kalimantan Province and City of Samarinda (4) Inhibiting factors in implementing the role of youth in sector development tourism.  The result of this research is shows the role of Jelajah Community in developing the tourism sector in Samarinda City shows that role has been going well, this is due to Jelajah Community  can be able to bridge various actors both government and society in  his efforts to develop the tourism sector in Samarinda City, this has been proven  with the fact that the information dissemination shared by Jelajah Community is very  spread quickly, and several times the documentation of the results of activities carried out viral. Abstract

Alokasi Dana Desa atau ADD adalah bagian keuangan Desa yang diperoleh dari Bagi Hasil Pajak Daerah dan Bagian dari Dana Perimbangan Pusat dan Daerah yang diterima oleh Kabupaten. Dalam pelaksanaannya Pemerintah Kabupaten Kutai Kartanega menerbitkan Peraturan Bupati Nomor 73 Tahun 2008 tentang Alokasi Dana Desa yang memuat mengenai petunjuk teknis pelaksanaan kegiatan ADD. Tujuan penelitian ini adalah untuk mendeskripsikan tentang pelaksanaan Alokasi Dana Desa di Kecamatan Tenggarong Seberang Kabupaten Kutai Kartanegara faktor-faktor yang menjadi penunjang dan penghambat yang mempengaruhi implementasi. Beberapa faktor yang mempengaruhi pelaksanaan Alokasi Dana Desa (ADD) di Kecamatan Tenggarong Seberang Kabupaten Kutai Kartanegara adalah komunikasi kemampuan sumber daya, sikap pelaksana, struktur birokrasi, lingkungan serta ukuran dan tujuan kebijakan.

Abstract

The purpose of this study is to describe and analyze the implementation of societal empowerment in forestry at Sebulu district Kutai Kartanegara regency as well as factors that hindering it. The result shows that the implantation of the program is still not optimal. One if the main thing influenced the program is the inactivity of local forestry stakeholders in supporting the societal forestry empowerment..

Abstract

Penelitian ini bertujuan untuk mendiskripsikan dan mengevaluasi program Revitalisasi Sarana Bantu Navigasi Pelayaran dan Prasarana Keselamatan Pelayaran dalam menunjang Transfortasi laut guna menciptakan sistim transfortasi laut yang aman dan dapat menjamin Keselamatan Pelayaran yang handal di wilayah kerja Distrik Navigasi Kota Tarakan provinsi Kalimantan Timur. Hasil Penelitian menegaskan bahwa diperlukan kondisi alur pelayaran yang aman dan nyaman didalam melakukan pelayaran dari dan menuju kepelabuhan dan melalui program Revitalisasi Sarana Bantu Navigasi Pelayaran dan Prasarana Keselamatan Pelayaran MelakukanPenyusunan program terpadu dalam penempatan aset vital di lokasi-lokasi strategis, melakukan inventarisasi dan skala prioritas dalam perawatan dan pemeliharaan sesuai dengan Anggaran, pengaturan dan peningkatan jadwal frekuensi perawatan dan pemeliharaan terhadap Sarana Bantu Navigasi Pelayaran dan Prasarana Keselamatan Pelayaran

Abstract

Tujuan penelitian adalah untuk mendeskripsikan dan menganalisis Kinerja Aparatur Pemerintah Dalam Penanggulangan Bencana Alam di Badan Penanggulangan Bencana Daerah Fokus penelitian yang ditetapkan.meliputi: Banyanya korban bencana alam yang layani. ketapatan waktu dalam menyalurkan bantuan pada korban bencana alam, Efektivitas penyalurkan bantuan pada korban bencana alam, dan keterampilan aparatur  dalam penanganan korban bencana alam. Hasil penelitian menunjukkan Kinerja aparatur Badan Penangulangan Bencana Daerah Kabupaten Kutai Barat dalam penanggulangan bencana terindikasi cukup baik. Hal tersebut dapat dilihat dari kemampuan aparatur dalam mengantisipasi warga yang terkena bencana tanah longsor, maupun musibah kebakaran. Indikasi lain dapat diketahui dari kemampuan aparatur dalam menyelamatkan, mengevakuasi korban, harta benda, menyalurkan bantuan kebutuhan dasar, perlindungan, pengurusan pengungsi, hingga pemulihan sarana  dan prasarana korban. Kurang optimalnya kinerja aparatur pemerintah dalam penanggulangan bencana alam Kabupaten Kutai Barat disebabkan oleh beberapa factor, antara lain jalur birokrasi yang panjang sehingga penyaluran bantuan kepada para korban bencana mengalami kelambatan, penyaluran banatuan sulit terjangkau karena daerahnya terisolir, sehingga penyaluran bantuan tidak tepat waktu atau sesuai yang diharapkan kurang memadai sarana dan prasarana untuk penanggulangan bencana alam. luas wilayah kewenangan tidak sebanding dengan anggota tim pelaksana yang disediakan untuk menanggulangi korban bencana alam.

Abstract

This research aims to know how Ruangku Coworking Space contribution to develop creative economic sector for youngster in Samarinda City. In this research is focused to program and activity of Ruangku Coworking Space contribution which planned and implemented by Ruangku based on theory coworking space core value from DeGuzman & Tang (2011) such as collaboration, community, sustainability, openness, and accessibility. In the other hand, this research also search about obstacle factor that faced by Ruangku Coworking Space in contribution of economic creative sector for youngster in Samarinda City. The result of the research that researcher did for Ruangku Coworking Space contribution to develop creative economic sector for youngster in Samarinda City is going well. Ruangku coworking space continuously make an event in creative economic sector. This thing is proven from successfully event implementation such as seminary, workshop, discussion by Ruangku Coworking Space in the scale of 9 from 16 creative economic subsector till now. On the other thing, Ruangku Coworking Space also undergoing the core values of the coworking space such as collaboration, community, sustainability, openness, and accessibility.Keywords : Contribution, Creative Economic, Youngster, Coworking Space

Abstract

Kutai Kartanegara Regency has just passed Perda No.16/2016 Busines Service Charge and this research is aimed at knowing the policy formulation process and the factors that influence it. This research uses descriptive qualitative methods, with interactive data analysis tools. Based on the results of the study, it was found that the main problem in the formulation of Perda No.16/2016 is stillthe contribution of local user fees, especially those that come from business services fees. At the stage of the policy agenda, it is important to increase revenue from the regional levies sector to reduce dependence on revenue sharing from oil, gas dan local. At the stage of selecting alternative policies, there are interests and various reasons such as a lack of political will and high budgets for investment in supporting infrastructure. At the stage of determining the policy, the majority of DPRD factions support the stipulation of the Raperda on Business Services Retribution to become a Regional Regulation, although during the discussions process there is often a tug of war between the factions int the DPRD. The education, experience and data and information factors affect the formulation of Perda no. 16/2016, it is just that it is no longer an inhibiting factor because it has been overcome by the prensence of an Expert Team, a workshop or training to increase the capacity of the DPRD and the Executive Division. The Factors inhibiting the formulation of Perda No. 16/2016 are political factors and budget support.Keywords : Formulation, Regional Regulations, Business Service Retribution
