Abstract

The issuance of Sailing Permit (SIB) in its implementation still has the application of application requirements that are applied outside the applicable provisions, for example additional costs, for that it is necessary to make consistent enforcement efforts, so that an efficient service system is created. Abstract

Changes in communication technology that occur continuously and develop rapidly cause convetional media to converge and create new media channels or platforms that are more diverse. These changes also eencourage conventional media to transform to adapt to new technological changes. For this reason, this research discusses the strategies implemented by the Public Broadcasting Corporation of Radio Republik Indonesia (LPP RRI) Sumenep in facing challenges in the era of media convergence as well as its supporting and inhibiting factors. With Henry Jenkins’ media convergence theory and qualitative descriptive method, data were obtained through observation, interviews and documentation. The result revealed that RRI Sumenep’s strategy in facing the era of media convergence includes mapping and collecting competent human resources, then creating content that can be watched through RRI Sumenep’s own Youtube, its own page on the rri.co.id website, and social media accounts that each program belongs to RRI Sumenep itself. In conclusion, the strategy applied by RRI Sumenep is effective in increasing audience reach and streghthening the existence of institutions in the digital realm.

Abstract

The problem with this research is that the implementation of the policy of using village funds in Pabean Udik Village, Indramayu District, Indramayu Regency still seems less than optimal. The research method used is a descriptive method with a qualitative approach. The analysis unit in this research includes all implementing elements and village communities in the use of Village Funds in Pabean Udik Village. Data collection techniques are library studies and field studies using direct interview techniques, field observations, and documentation techniques. Data analysis using qualitative descriptive data analysis techniques. The results of this research show that the implementation of the policy for using village funds in Pabean Udik Village is quite good, but there are still several obstacles in implementing this policy. However, there have been efforts made by the village government to overcome every problem that arises and develops at the village community level in the use of village funds in accordance with the village's authority.

Abstract

Territorial expansion (pemekaran wilayah) is a form of decentralization within the framework of regional autonomy aimed at improving the efficiency of public services, accelerating development, and shortening the span of government control. This article aims to analyze the dynamics of territorial expansion in South Lampung Regency and its implications for regional governance. The method used is a qualitative approach involving literature studies, documentation, and in-depth interviews with several key informants. The findings indicate that territorial expansion in South Lampung, such as the establishment of Pesawaran and Pringsewu Regencies, has had a significant impact administratively, in terms of public service delivery, as well as on local socio-political dynamics. However, challenges such as elite interest conflicts, development disparities, and institutional capacity constraints remain obstacles to achieving effective and efficient governance. Therefore, continuous evaluation of expansion policies and the strengthening of regional government capacity are necessary.

Abstract

Cooperatives play a strategic role in supporting the development of a people-centered economy by improving the welfare of their members. The success of a cooperative is largely determined by a strong legal foundation and transparent, accountable organizational governance, as embodied in the Articles of Association (AD) and Bylaws (ART). This study aims to analyze the role and function of AD/ART in enhancing the welfare of cooperative members. A descriptive qualitative approach was used, gathering data from various relevant sources. The results show that AD/ART not only serves as a formal administrative guide but also plays a crucial role in regulating the cooperative's operational mechanisms, safeguarding members' rights and obligations, and encouraging active participation in decision-making and business management. Consistent implementation of AD/ART can prevent internal conflicts, improve organizational accountability, and ultimately support the achievement of the cooperative’s main goal: sustainable improvement of its members' welfare

Abstract

This study aims to analyze government support for the viability of Islamic economy-based MSMEs in East Java and identify challenges faced in implementing sharia-based policies. The method used is descriptive qualitative with literature review techniques, where data is collected from various sources such as journals, books, research reports, and related policy documents. The analysis was conducted using content analysis to identify patterns, trends, and the impact of policies on the development of Islamic economy-based MSMEs. The results of the study indicate that government support plays an important role in improving the business viability of Islamic economy-based MSMEs, particularly through sharia-based policies, interest-free financial facilities, and empowerment programs aligned with Islamic economic principles. However, policy implementation still faces various challenges, such as a lack of understanding of Islamic economics among business actors and regulatory challenges that need to be aligned with sharia principles. Additionally, this study highlights how Islamic economy-based MSMEs can leverage government support to enhance their competitiveness and business sustainability. Thus, this research contributes to understanding the interplay between government policies, business viability, and the development of Islamic economics at the regional level.

Abstract

The rapid development of digital technology, particularly social media, has transformed the landscape of communication and public participation in Indonesia. Social media has now become a primary platform for the dissemination of information, political discussion, and expression—especially among the younger generation. However, behind its positive potential as a tool for digital democracy, there are serious challenges such as the spread of hoaxes, hate speech, and opinion polarization due to low levels of digital literacy. This study aims to analyze the role of digital literacy in promoting active citizenship and strengthening participatory democracy on virtual social platforms. Using a qualitative literature study method, this research examines how improving digital literacy can equip society—particularly first-time voters—to identify false information, engage constructively in political discourse, and take an active role in preventing the spread of disinformation. The findings show that adequate digital literacy is key to creating a healthy democratic space, where citizens can interact critically, responsibly, and inclusively, thereby supporting the realization of a welfare state and national resilience.

Abstract

The lack of support for women remains one of the obstacles to achieving the 30% quota for female representation in legislative institutions. This lack of support significantly affects the performance of female legislators in parliament. In the Boyolali Regency DPRD for the 2024–2029 period, out of 50 legislative members, only 13 are women—around 26%—falling short of the ideal representation target. This condition reflects the continued underrepresentation of women in parliament, despite the fact that electoral and political party laws in Indonesia have provided opportunities for women to engage in politics and legislative membership. This study aims to examine how female legislators carry out their legislative functions in the Boyolali Regency DPRD, while also identifying the challenges they face and the strategies they adopt. The research is grounded in Hanna Pitkin’s theory of Women Representation, which distinguishes between descriptive and substantive representation. A qualitative descriptive approach was employed, with data collected through interviews, observation, and documentation. The results indicate that although the quantitative representation of women remains low, female members of the Boyolali DPRD have actively participated in all stages of the legislative process—from drafting and deliberation to ratification of local regulations. Challenges encountered include the burden of proving competence in a male-dominated political culture, balancing domestic and public roles, aspirational pressures from constituents, and moral responsibility in promoting gender-related issues. Strategies undertaken include strengthening formal legitimacy through legal frameworks, initiating pro-women regulations, improving communication in legislative forums, reinforcing constituent connections, and demonstrating tangible performance outcomes. These findings suggest that the involvement of women in legislative functions goes beyond fulfilling numerical representation; it also contributes to more inclusive and gender-sensitive policymaking. Therefore, enhancing the capacity and expanding the political space for women is essential for building a representative and just parliament.

Abstract

Increasing Locally-Generated Revenue (PAD) and Tax Revenue: Hotel taxes can be used for regional development and improving public services. This study analyzes the impact of the implementation of an online-based hotel tax service system policy on the effectiveness of Locally-Generated Revenue (PAD) in Indramayu Regency. Although the online system has been implemented since 2022 on the Indramayu Regency Regional Revenue Agency website, issues such as late payments and reporting by hotel taxpayers persist. The purpose of this study is to examine and analyze the impact of the implementation of an online-based hotel tax service system policy on the effectiveness of locally-generated revenue in Indramayu Regency. The research method used is quantitative. The population of this study was 40 hotels registered in Indramayu Regency. The results of this study indicate that the implementation of the online-based hotel tax service system policy had a moderate effect on the effectiveness of local revenue collection in Indramayu Regency, amounting to 0.474 (47.4%), while the remaining 52.6% was influenced by factors outside this study. Testing the research hypothesis indicates that the implementation of the online-based hotel tax service system policy had a moderate and significant effect on the effectiveness of local revenue collection in Indramayu Regency.

Abstract

This study evaluates the compliance of risk assessment and control activities within the Government Internal Control System (SPIP) in managing the Lambo Reservoir development funds at BWS NT II with Government Regulation No. 60 of 2008, identifies the inhibiting factors, and formulates improvement strategies. Using a qualitative approach through interviews and observations with employees and affected communities, supported by project documents, financial reports, news sources, and regulations, the study assesses five SPIP components: control environment, risk assessment, control activities, information communication, and monitoring. The results show that SPIP implementation is not yet optimal, particularly in the absence of comprehensive risk mapping—such as risks of delayed payments, land disputes/validity issues, and potential fund misuse along with inconsistent application of control procedures like land document verification, segregation of duties, reconciliations, and periodic audits, as well as inadequate transparency and public outreach that contribute to distrust. Key obstacles include incomplete or outdated land data, weak inter-agency coordination, limited human and technological resources, and geographical logistical challenges. The recommended improvements include forming an integrated land validation team with the National Land Agency, digitizing documents and implementing case tracking, strengthening key controls through multi-layer verification, real-time reconciliation, and periodic risk-based audits, enhancing public outreach and complaint channels, and improving project monitoring and logistical support to provide a roadmap for strengthening SPIP effectiveness and ensuring accountable and timely project completion.
