Abstract

The purpose of this research was to determine Kebonpedes District government's strategy in improving the quality of public services through service innovation programs. This study uses a qualitative phenomenological approach with data collection techniques of observation, interviews and documentation. Data analysis was performed by data reduction, data presentation, and conclusion/verification. The results of this study were measured by strategy indicators by Quinn (2003) showing that the Kebonpedes District Government in improving the quality of public services begins with setting steps to achieve goals based on the formulation of important issues of regional development problems and the urgency of problems that exist in district scope. Then in implementation of services, it is arranged in a directed manner in standard operating procedures designed by Kebonpedes District Government so that the public can understand the workflow of services. The program implemented by Kebonpedes District Government was created by taking into account development priorities and running a service innovation program designed to suit public needs to support an increase in the quality of public services through the Bajak Deh Ah and Layani Aja programs.

Abstract

Sukabumi City Regional Disaster Management Agency as an autonomous unit that was previously based on field level, which was followed up by Sukabumi Mayor Regulation No. 77 of 2020 concerning the Main Duties and Functions of BPBD located in Sukabumi City. Regional disasters that occurred in Sukabumi City were dominated by floods and landslides, in 2022 in January-March there were 54 hydrometeorologically controlled disasters. Types of disasters consist of floods, tornadoes, extreme weather, fires, and landslides. The results of the data are based on information derived from the Disaster Data Electronic Information System or called Si Edan. This research uses  (Mintzberg et al., 2003) including goals/objectives, policies, and stages/programs. Qualitative research methods with a phenomenological approach, data collection techniques, namely observation, interviews and documentation. Data validation using triangulation techniques. Data analysis used includes 1). Data reduction; 2). Presentation of data; 3). Drawing conclusions. The Sukabumi City Regional Disaster Management Agency uses the concept of penta helix or multi-party where there are various elements that help in disaster management, The strategic policy of the Regional Disaster Management Agency is always seen from the index of areas that experience disaster-prone potential. Supporting factors in the stages of activities / programs are the many parties and volunteer communities that are ready to participate in disaster management activities.

Abstract

This study aims to provide evidence that: 1) To analyze the effect of leadership style on the Organizational Citizenship Behavior of Sub-District Civil Servants in Payakumbuh City. 2) To analyze the effect of career development on the Organizational Citizenship Behavior of Sub-District civil servants in Payakumbuh City. 3) To analyze the effect of compensation on the Organizational Citizenship Behavior of Sub-District Civil Servants in Payakumbuh City. 4) To analyze the effect of leadership style, career development and compensation simultaneously on the Organizational Citizenship Behavior of Sub-District Civil Servants in Payakumbuh City. The population in this study were all District Government Civil Servants in the City of Payakumbuh, totalling 290 employees. The sampling technique in this study used a proportional random sampling technique with a specified number of samples of 169 respondents. Data collection was carried out using a survey method with a questionnaire. The data analysis technique used in this research is descriptive and quantitative analysis. The data collected is primary and secondary, which can be classified as independent and dependent variables. Testing the hypothesis in this study using multiple linear regression tests. Based on the study's results, it is known that 1) Leadership style has a positive and partially significant effect on the Organizational Citizenship Behavior of Sub-District Civil Servants in Payakumbuh City where Tcount is greater than Ttable where 3.500> 1.974 with a significance of 0.001 <0.05. 2) Career development has a positive and significant partial effect on the Organizational Citizenship Behavior of Sub-District Civil Servants in Payakumbuh City, where Tcount is greater than Ttable where 3.242>1.974 with a significance of 0.000<0.05. 3) Compensation has a positive and significant partial effect on the Organizational Citizenship Behavior of Sub-District Civil Servants in Payakumbuh City, where Tcount is greater than Ttable where 2.692>1.974 with a significance of 0.000<0.05. 4) Leadership style, career development and compensation positively and significantly affect the Organizational Citizenship Behavior of Sub-District Civil Servants in Payakumbuh City.

Abstract

The division of labor is not solely based on gender. On this basis, in the division of labor system, the placement of employees must be in accordance with their educational background and skills to support the work process in carrying out their duties and responsibilities. This study aims to determine the system of division of labor in government organizations in Bone Regency and to find out the practice of division of labor at the Awangpone District office with differences in the practice of division of labor at the Awangpone District office with regulations issued by the Bone regent. This writing uses a qualitative approach. Qualitative writing aims to reveal qualitative information so that it puts more emphasis on process issues and meaning by describing a problem. Writing location is a place or area where writing will be done. The place where the writer will write is located at the Awangpone District Office, Bone Regency. In this writing, data sources can be obtained based on facts in the field and the rest is supplemented by existing documents in the field. Most of the employees at the Awangpone sub-district office also do not know the authority and work performance that must be achieved so that this has an impact on unsatisfactory work performance, in terms of coordination it is also still lacking so that cooperation cannot run well in carrying out its functions as an organizer general government affairs at the sub-district level, several positions that are displayed on the organizational structure in Awangpone Sub-district also still appear empty or have not been filled, this indicates that there are several divisions of labor that will be delegated to other sections outside of their duties so that they can be resolved.

Abstract

The purpose of this study was to determine the influence of leadership, organizational commitment, on Organizational Citizenship Behavior (OCB) moderated by job satisfaction  at the National Unity and Politics Agency of West Sumatra Province, Agam Regency, and West Pasaman Regency. This study used structural equations of quality with the conception of the research model path analysis which is used to analyze relationship patterns between variables with the purposed to know the direct and indirect influence of independent variables (exogenous) on the dependent variable (endogenous). The results of this study are 1) Leadership has a positive and significant influence on Organizational citizenship behavior; 2) Organizational Commitment has a positive and significant influence on Organizational citizenship behavior; 3) Job Satisfaction has a positive and significant influence on Organizational citizenship behavior; 4) Leadership has a positive and significant influence on job satisfaction; 5) Organizational Commitment has a positive and significant influence on Job Satisfaction; 6) Leadership has an indirect influence on Organizational citizenship behavior through Job Satisfaction; 7) Organizational Commitment has an indirect influence on Organizational citizenship behavior through Job Satisfaction.

Abstract

The purpose of this study is to determine or analyze the effect of service delivery and information quality on patient satisfaction at Reksodiwiryo Hospital, Padang City. In this study using a quantitative approach research method. The population in this study were people who had visited the Padang City Reksodiwiryo Hospital. Sampling in this study used the William G. Cochran formula, this was based on the fact that the samples in this study could not be identified, by using this formula a sample of 96 samples of patients was obtained. The sampling technique used is simple random sampling. Data were collected using questionnaires distributed to respondents with measurements using a Likert scale. In this study, all the data obtained will be analyzed using simple and multiple linear regression. Results a) service delivery affects patient satisfaction, b) information quality affects patient satisfaction, c) service delivery and information quality affects patient satisfaction.

Abstract

Financial management of educational operational assistance (BOP) is school operational assistance originating from the Regional Government of Tana Tidung Regency which is used for school operational activities. The aims of this study are 1) to find out the financial management of educational operational assistance (BOP) to improve the quality of education in Sesayap District, Tana Tidung Regency; 2) to find out the inhibiting factors for operational assistance financial management (BOP) in Sesayap District, Tana Tidung Regency. The informants in this study were the Head of the Education Office, the Head of the Finance Subdivision of the Education Office, and the Principal of a school in Sesayap District, as well as one of the treasurers of the BOP. The research design used is qualitative with a case study approach. Data collection techniques used are interviews, observation, and documentation. The data analysis techniques are data reduction, data presentation, and drawing conclusions. The results of the study show that 1) financial management of operational assistance (BOP) in improving the quality of education in Sesayap District, Tana Tidung Regency has been carried out in accordance with the provisions of 8 educational standards, namely graduate competency standards, content standards, process standards, assessment standards, educator and staff standards education, infrastructure standards, management standards, and financing standards analyzed from research indicators, namely fulfillment of financial obligations, honesty, control, responsibility, efficiency, and effectiveness; 2) the inhibiting factors in BOP financial management are delays in the disbursement of BOP from the district and the lack of awareness of financial responsibility from the organizers of activities or programs to the BOP treasurer of educational units.

Abstract

This article discusses Self-Government of Inheems Rechtsgemeen schap/Customary Law Community Units (KMHA) as a means of implementing customary law. It is known that there is a bias in the understanding of the meaning of KMHA in the 1945 Constitution Article 18B Paragraph 2 and in practice it is mixed up with the meaning of Village, Traditional Village and Indigenous Peoples, this is due to bias in the regulation of Law 6/2014. The representatives of the Baduy Indigenous People at the Seba Baduy event expressed their aspirations for the Baduy KMHA to be recognized by Regional Regulations (Perda). The language conveyed is that their Traditional Village (Baduy) does not yet have a legal umbrella as a legal force for the community. The Lebak Regency Government has responded positively to this aspiration. Based on that, this article wants to examine the concept of KMHA, so that it can be clearly identified what the characteristics of KMHA actually are. In this study the method used was descriptive with a qualitative approach. The results revealed that the Baduy KMHA turned out to have characteristics similar to those of KMHA (Inheems Rechtsgemeenschap or Adat Rechtsgemeenschap) referred to by Van Vollenhoven (1907). If so far we have seen the construction of Law 6/2014 and the response from the district government to facilitate local regulations, this indicates that both the Central and Regional Governments (Lebak) do not really understand the juridical and theoretical concepts regarding KMHA, villages and traditional villages and where the differences are, so the steps taken to recognize and treat KMHA is not according to the principle (according to the constitutional). It is hoped that all State Organizers must understand correctly and correctly the concept of KMHA both constitutionally and in theory so that the steps are right in recognizing and treating KMHA which are self-governing by customary law.

Abstract

This study aims to obtain in-depth information regarding the public's view of beta white sago from Maluku; digging from the exact philosophy of macang sago tree. This type of research is qualitative. In collecting data, the researcher collected in-depth and comprehensive information to obtain an overview of the phenomena that occur in the lives of local people in Maluku about the white sago beta perisis macang sago tree. The data was obtained through two sources, namely; documentation and informants. Data collection techniques were carried out through in-depth interviews. The data is then analyzed using interactive analysis techniques intended to see the process, the application of local community behavior with the philosophy of Perisis of the Sago Tree Kind. The results of this study show the views and judgments of the community that white sago humans are just like the macang sago palms that are dirty on the outside but clean on the inside. The philosophy of the sago tree is very populist, that sago as the staple food of the Ambonese can be economically managed and produced so that it can improve the economic welfare of the local community.

Abstract

One of the points of concern in public administration is the organising of democratic public services. Democratic public service is the basic essence in realizing justice and social welfare. This can be realized if it involves all state stakeholders and domains in the administration of the government. In this perspective, public services should obtain genuine attention, be processed professionally and properly provided to residents of service users. Billboard licence is one of the types of licensing services issued by the government along with the rapid growth of companies or industries that have an impact on the increase in regional revenue. In addition to increasing regional revenue, the increase in billboards is directly proportional to various violations that occur because of services provided so that they are important to be handled. The purpose of this study is to evaluate the degree to which the Regional Revenue Agency of Makassar City, one of the government organisers in public services, organises democratic public services, particularly in the execution of billboards. The study employs a qualitative method and includes both primary and secondary data. Through in-depth interviews and observation, primary data is gathered. secondary information obtained from documents. Data reduction is then used to process the acquired data. The results of the study show that democratic public services have not been implemented. Complexity, bureaucracy, apparatus performance and community attitudes towards public services are factors that influence service integrity.
