Abstract

Public opinion is an opinion, idea, or idea issued by internal or external public parties of an organization or company regarding an issue that arises. The internal or external public party obtains information about a matter either face to face or through the mass media. The creation of public opinion that develops in both internal and external public circles can assist companies in evaluating work programs in achieving the company's vision, mission, and goals. Public opinion is formed and is positive due to the existence of an effective communication process. The objectives of this study were to identify the strategies undertaken by PT. Vale Indonesia Tbk. in building communication effectiveness. The location of this research was carried out in East Luwu District, South Sulawesi where the company operates. The research method used is a survey method with quantitative data supported by qualitative methods (Mixed method). The technique of determining respondents through the method of sampling Morgan and Krejci. The determination of informants was carried out using the snowball technique. The data obtained were analyzed quantitatively and qualitatively. Quantitative data analysis will be presented in the form of frequency tables and cross-tabulations, then qualitative data will be processed through three stages of analysis, namely data reduction, data presentation, and conclusion drawing. The results showed that the communication strategies and methods used in forming public opinion about the existence of the company and corporate social responsibility for the community were quite effective. So that a more optimal communication strategy is needed in order to create positive public opinion for both the company's existence and corporate social responsibility in the social, economic, and environmental aspects effectively.

Abstract

Abstrak: Kegagalan dalam embangun sistem pelatihan (Kursus) keterampilan, adalah ketidakmampuan mendesain program pembelajaran dan praktik, yang adaptif, inovatif serta mudah dicerna dan dadopsi oleh siswa. Seorang instruktur dituntut memiliki paling tidak tiga yakni (a) penguasaan materi pelatihan, (b) kemampuan komunikasi, dan (c) pemanfaatan teknologi. Kemampuan dasar instruktur yang baik dalam proses transformasi pengetahuan, pengalaman dan penguasaan teknologi terbaru yang terus berkembang sesuai kecepatan ilmu pengetahuan dan teknologi, sangat diperlukan. Pelatihan ini diselenggarakan untuk memberikan alternatif pengetahuan dan informasi kebaruan perkembangan keilmuan dan teknologi pembelajaran, kepada instruktur yang tergabung dalam organisasi Asosiasi Instruktur Seluruh Indonesia (AISI) Kota Makassar, dan aktif bekerja pada pusat kursus keterampilan atau Lembaga Pelatihan Kerja (LPK). Dari kegiatan itu, dapat disimpulkan bahwa instruktur LPK di internal AISI Kota Makassar, belum menaikkan standar program pelatihan, penggunaan teknologi pembelajaran, serta minimnya inovasi dalam menaikkan motifasi belajar siswa, juga kesulitan dalam monitoring hasil dan pencapaian kualitas mutu luaran LPK.Abstract: Failure to build a skills training system (Course), is the inability to design learning programs and practices, which are adaptive, innovative and easily digested and adopted by students. An instructor is required to have at least three, namely (a) mastery of training materials, (b) communication skills, and (c) use of technology. The basic ability of a good instructor in the process of transforming knowledge, experience and mastery of the latest technology that continues to evolve at the speed of science and technology, is very necessary. This training was held to provide alternative knowledge and new information on the development of science and learning technology, to instructors who are members of the Makassar Indonesia Association of Instructors (AISI), and actively work in the center of skills courses or Job Training Institutions (LPK). From this activity, it can be concluded that the LPK instructors in the Makassar City AISI have not yet raised the standard of training programs, the use of learning technology, as well as the lack of innovation in increasing student learning motivation, as well as difficulties in monitoring results and achieving the quality of LPK outcomes

Abstract

Abstrak: Undang-Undang No. 6 Tahun 2014 tentang; Desa, mengamanahkan bahwa pembangunan desa hendaknya mengedepankan sikap gotong royong, kebersamaan, kekeluargaan, guna mencapai kemajuan bersama, baik social, ekonomi, budaya juga politik dan demokrasi berdasarkan Pancasila. Untuk mewujudkan itu, setidaknya terdapat beberapa prinsip yang harus dipertimbangkan, yakni diantaranya. (a) Pemberdayaan politik, (b) Pelibatan perempuan, (c) Keterbukaan Informasi, (d) Swadaya Masyarakat, (e) Keberlanjutan Program, (f) Partisipasi Masyarakat. Sedangkan pemberdayaan di wilayah sosial budaya dilakukan dengan memberikan masyarakat agar memiliki kesempatan, dalam membangun kekutan yang dimilikinya, baik individual maupun kelompok, yang berimplikasi pada komunitas atau masyarakat desa secara keseluruhan. Untuk memberikan kontribusi pemikiran yang memungkinkan hal itu terwujud, dosen Universitas Indonesia Timur (UIT), melaksanakan Pengabdian Kepada Masyarakat (PKM), di Desa Parangmata, Kecamatan Galesong, Kabupaten Takalar, Sulawesi Selatan. PKM yang diselenggarakan selama dua hari, diikuti tokoh masyarakat, pemuda dan perempuan. Hasilnya dinilai menjawab kebutuhan warga masyarakat dan pemerintah desa.Abstract:  Law No. 6 of 2014 concerning; The village,  mandates that village development should prioritize mutual cooperation, togetherness, kinship, in order to achieve mutual progress, both social, economic, cultural as well as political and democracy based on Pancasila. To achieve this, there are at least a number of principles that must be considered, including. (a) Political empowerment, (b) Women's involvement, (c) Information Disclosure, (d) Community Self-Help, (e) Program Sustainability, (f) Community Participation.  Meanwhile, empowerment in socio-cultural areas is carried out by providing society so that they have the opportunity, in building the strength they have, both individually and in groups, which has implications for the community or village community as a whole. To contribute ideas that make this possible, a lecturer at the University Indonesia Timur (UIT), carried out Community Service (PKM), in Parangmata Village, Galesong District, Takalar Regency, South Sulawesi. PKM which was held for two days, followed by community leaders, youth and women. The results were judged to answer the needs of the community and village government.

Abstract

The complexity of development that occurs in development problems where stakeholders have difficulty in determining problems and finding solutions to these problems. This is due to the many actors involved with different needs and interests, so that the results of development are not of many benefits received by all levels of society. Musrenbang as a local development planning forum identified in this study as an network organization of local development planning, aims to encourage the involvement of stakeholders in designing local development planning programs. This study aims to develop a network model of local development planning in Bone Regency. The research uses a qualitative approach and consists of primary data and secondary data. The data collected is then processed throught data reduction. The results of the study show that the network model of local development planning has not been implemented, as can be seen from the absence of development programs oriented to the community, especially the poor. This shows the high level of poverty in Bone Regency.

Abstract

Village Sustainable Development Goals (SDGs) are sustainable development goals that are integrated into the priority program for the use of village funds in 2021. Village SDGs are expected to be a reference for village development in 2020-2024. However, with all the limitations that exist in the village, both human resources and institutions, there are still obstacles in its application. The purpose of this study is to examine the collaboration model as a policy strategy in preparing SDGs-based village development plans and programs. The method used in this study uses qualitative methods. Data collection was carried out through observation and interviews as well as existing documentation. The process of data analysis through reduction and presentation of data and conclusions. The results showed that the cross-sectoral collaboration that involved the power of Penta Helix had not been implemented in order to significantly contribute to village development and cross-sector collaboration was not designed in rural areas. The upper level government, namely the district, also does not have a collaborative mechanism to integrate SDGs with development plans down to the village level. Cross-sectoral collaboration mechanisms in the process of integrating Village SDGs into village development planning, Bontolanra Village, Galesong Utara District, Takalar Regency.

Abstract

Abstract: In the current era of village autonomy, one of the things that needs to be studied is the ability of village government human resources to meet development goals, both locally, regionally and nationally. One of the development goals is determined by the success of human development. The fact that there is weak capacity of village government has an impact on the success of overall development. For this reason, this study aims to examine these phenomena. This study used a qualitative approach with the unit of analysis being the village government in Galesong Utara District, Takalar Regency. The research data consisted of primary and secondary data and were processed through data reduction. The results of this study indicate that the human resource capacity of the Dessa government in the District of North Galesong has not been maximized in carrying out the authority of the village so that it has an impact on the success of its development. This can be seen from the three main dimensions of institutional development, namely human resource development, institutional strengthening, and organizational reform. In terms of human resource development, village officials lack experience in making terms of reference for training so that the expected output is not achieved. In terms of organizational strengthening, it has not been implemented because the incentive system, mechanisms and mechanisms for utilization, leadership, and organizational culture are unclear and inadequate except for the management structure. In terms of organizational reform, it shows that it has not been able to adapt to changes because it does not have a program that is prepared to increase institutional capacity and human resources for village development. Thus, the researcher offers a model for implementing village government based on human resource development (HR). This model is expected to provide solutions to the implementation of Village governance in North Galesong District in implementing human development policies which include dimensions of education, health and economy as well as increasing community participation in the success of development programs.

Abstract

In Indonesia online media, news portals are required to undergo a verification process by the Press Council. To be verified, the news portal media company is obliged to complete the requirements including; a) incorporated as a Limited Liability Company (PT); b) has a Taxpayer Identification Number (NPWP); c) has an editorial office; d) has an editorial structure; e) the editorial staff is led by a certified senior journalist; f) have employees; g) registered in labor insurance; h) attach proof of employee payroll sheet. This requirement is still followed by other requirements, as an indicator of the feasibility of a news portal company. The monitoring partner of the Matarakyat dotcom news portal, an online media under the banner of the people. News, is experiencing administrative problems in facing the verification of the Press Council. Lecturers of the State Administration Study Program, Faculty of Social and Political Sciences (FISIP), University of East Indonesia (UIT) Makassar, together with a team from the FHISIP of the Open University (UT), and the Faculty of Social and Political Sciences at the University of Bosowa (Unibos) Makassar, carry out Community Service (PKM) guidance. With the guidance method, the 15 employees and journalists obtained results that were believed to be able to overcome the problems at hand. The mentoring has succeeded in providing understanding, knowledge and application in the work practices of partners, before the start of factual verification by the Press Council.

Abstract

One of the points of concern in public administration is the organising of democratic public services. Democratic public service is the basic essence in realizing justice and social welfare. This can be realized if it involves all state stakeholders and domains in the administration of the government. In this perspective, public services should obtain genuine attention, be processed professionally and properly provided to residents of service users. Billboard licence is one of the types of licensing services issued by the government along with the rapid growth of companies or industries that have an impact on the increase in regional revenue. In addition to increasing regional revenue, the increase in billboards is directly proportional to various violations that occur because of services provided so that they are important to be handled. The purpose of this study is to evaluate the degree to which the Regional Revenue Agency of Makassar City, one of the government organisers in public services, organises democratic public services, particularly in the execution of billboards. The study employs a qualitative method and includes both primary and secondary data. Through in-depth interviews and observation, primary data is gathered. secondary information obtained from documents. Data reduction is then used to process the acquired data. The results of the study show that democratic public services have not been implemented. Complexity, bureaucracy, apparatus performance and community attitudes towards public services are factors that influence service integrity.

Abstract

The career development of State Civil Apparatus (ASN) has an integral role in improving the quality of public services. This article wants to explore ASN career development by integrating career development models in public services. The career development model used is the Synergy Model issued by Kerry B. Bernes, which looks at existing phenomena and their suitability for answering problems that refer to the individual dimension, organizational dimension, and alignment dimension for ASN career development. To strengthen the argument for using the synergy career development model, the author uses a case study supported by a document study. The results showed that the synergy between individuals, organizations and the way they are aligned is the main key to ASN career development in public service delivery.

Abstract

Salah satu kebijakan pemerintah untuk menyelesaikan program Sustainable Development Goals (SDGs) adalah Indeks Pembangunan Manusia (IPM). IPM menjadi acuan kebijakan pemerintah terhadap pelayanan publik yang ditetapkan pemerintah, menjadikan manusia sebagai standar keberhasilan pembangunan sosial. Sehingga IPM memiliki kebijakan peran sentral dalam pembangunan dan capaian IPM menjadi acuan salah satu kriteria keberhasilan pemerintah pusat, provinsi, dan kabupaten/kota. IPM Kabupaten Bone pada tahun 2020 berada pada urutan ke 23 dari 23 kabupaten/kota di Sulawesi Selatan. Hal ini menunjukkan bahwa IPM Kabupaten Bone dikategorikan kurang optimal. Tulisan ini bertujuan untuk mendeskripsikan aspek-aspek utama kebijakan penuntasan IPM di Kabupaten Bone dalam konteks kebijakan yang meliputi input kebijakan, proses kebijakan, serta evaluasi tujuan dan dampak kebijakan.
