Abstract

Purpose: This study aims to examine how Good Environmental Governance has been implemented in Indonesia by synthesizing existing academic literature across environmental sectors and governance levels. It seeks to identify dominant governance principles, recurring implementation patterns, and structural challenges, while linking sectoral findings to broader debates on governance quality and sustainable development. Subjects and Methods: The study employed a literature review design. Peer-reviewed journal articles, academic books, book chapters, and selected policy reports related to environmental governance in Indonesia were systematically collected from major academic databases. The reviewed literature primarily covers the post-decentralization period. Data were analyzed using a thematic synthesis approach guided by core Good Environmental Governance principles, including transparency, accountability, participation, rule of law, effectiveness, and equity, to ensure analytical coherence and theoretical rigor. Results: The findings indicate that Indonesia has formally incorporated Good Environmental Governance principles into its environmental policy framework. Transparency initiatives, participatory mechanisms, and collaborative governance arrangements have expanded across several sectors. However, the literature consistently reveals weak regulatory enforcement, limited institutional capacity, fragmented authority under decentralization, and persistent power asymmetries. As a result, environmental outcomes remain uneven, with localized governance successes coexisting alongside continued deforestation, pollution, and resource conflicts. Conclusions: The study concludes that the implementation of Good Environmental Governance in Indonesia remains partial and context-dependent rather than fully institutionalized. Strengthening environmental outcomes requires integrated improvements in accountability, institutional capacity, and political commitment. This review contributes to the literature by offering an integrative governance perspective and highlights the need for future research focusing on subnational variation, long-term governance dynamics, and political–economic drivers of environmental decision-making.

Abstract

Purpose: This study examines the integration of environmental governance and economic policy toward the development of a green governance model in Makassar amid rapid urbanization and increasing environmental pressures. Subjects and Methods: The study employed a quantitative explanatory approach involving 120 respondents consisting of government officials, environmental stakeholders, academics, and urban development practitioners. Data were collected using structured questionnaires based on a five-point Likert scale and analyzed using descriptive statistics, correlation analysis, classical assumption testing, and multiple linear regression with SPSS. Results: The findings indicate that environmental governance integration in Makassar City was categorized as high, particularly in policy coordination and institutional collaboration. Green governance implementation also demonstrated positive results, especially in sustainability-oriented planning and stakeholder participation. Correlation analysis revealed a strong positive relationship between environmental governance integration and green governance implementation. Regression analysis further confirmed that integrated governance mechanisms significantly influence sustainability-oriented governance practices. The study also identified institutional constraints related to policy coherence, ecological responsiveness, and the tension between economic development priorities and environmental sustainability objectives. Conclusions: The study concludes that environmental governance integration functions as an important foundation for strengthening green governance implementation. Stronger policy coherence, institutional coordination, and administrative capacity remain essential for promoting sustainable urban governance in Makassar City.

Abstract

Purpose: This study aims to examine the role of public participation within adaptive governance frameworks in addressing the climate crisis in Dhaka, Bangladesh. Specifically, it investigates how participatory mechanisms contribute to adaptive capacity, institutional learning, and climate-responsive decision-making in a highly vulnerable urban context, while also identifying the structural constraints that limit meaningful citizen influence on climate governance outcomes. Subjects and Methods: The research employed a qualitative case study design using semi-structured interviews, document analysis, and thematic analysis. Participants included government officials, NGOs, community leaders, and residents from climate-vulnerable areas in Dhaka. Results: The findings reveal that participatory practices primarily occur through consultations, workshops, and community meetings aimed at increasing climate awareness and preparedness. Participation contributed positively to community learning, collective action, and localized adaptive capacity. However, participatory governance remained largely procedural and consultative, with limited influence on strategic planning and policy decisions. Institutional fragmentation, bureaucratic rigidity, unequal representation, and weak accountability mechanisms significantly constrained the effectiveness of adaptive governance. Conclusions: The study concludes that public participation enhances localized resilience and procedural legitimacy but remains insufficient for transformative climate adaptation without stronger institutional coordination, inclusive representation, and long-term integration of community participation within formal governance systems.

Abstract

Purpose: This study aims to examine justice and equity in environmental governance in East Kalimantan, Indonesia, using a social-ecological sustainability perspective. It focuses on the distribution of environmental benefits and burdens, the extent of public participation, the recognition of indigenous rights and local knowledge, and the integration of equity principles within sustainability-oriented policies. Subjects and Methods: The study employed a quantitative cross-sectional survey design involving 320 respondents from Samarinda, Balikpapan, Kutai Kartanegara, and Penajam Paser Utara. Data were collected using structured questionnaires and analyzed through SPSS 27 and Partial Least Squares Structural Equation Modeling (PLS-SEM) using SmartPLS 4. Validity and reliability tests were conducted through convergent validity, discriminant validity, Cronbach’s Alpha, and Composite Reliability analysis. Results: The findings indicate that distributive justice, procedural justice, recognition justice, and equity-oriented governance significantly influence socio-ecological sustainability. Equity-oriented governance demonstrated the strongest effect on sustainability perceptions. Communities perceived environmental governance as insufficiently inclusive, participatory, and equitable, particularly regarding indigenous rights recognition and environmental benefit distribution. Governance inequalities were strongly associated with environmental vulnerability, declining ecosystem quality, and limited public participation. Conclusions: Justice-based environmental governance is essential for strengthening socio-ecological sustainability, institutional legitimacy, and inclusive environmental development in East Kalimantan.

Abstract

Purpose: This study aims to examine cross-actor collaboration in environmental governance and its role in strengthening coordination, enhancing community participation, improving policy implementation, and addressing institutional challenges at the local level. Subjects and Methods: This research employed a qualitative descriptive case study approach. Data were collected through semi-structured interviews, participant observation, and document analysis involving government officials, NGOs, academics, community leaders, environmental volunteers, and private sector actors. The data were analyzed using thematic analysis to identify recurring patterns and governance dynamics. Results: The findings indicate that collaborative environmental governance in Palu has improved stakeholder coordination and community participation through joint environmental programs and participatory initiatives. However, collaboration remains constrained by inconsistent communication, overlapping institutional authority, limited funding, and unequal organizational capacities. The study also found that trust-building and informal relationships among actors significantly strengthen collaborative practices and improve governance effectiveness. Conclusions: Effective environmental governance in Palu depends on sustainable institutional coordination, active community engagement, continuous communication, and long-term trust among stakeholders to support environmental sustainability and resilience.

Abstract

Purpose: This study aims to analyze the dynamics of adaptive governance in socio-ecological system-based disaster risk management and to examine how collaboration, learning, and adaptation influence disaster resilience in vulnerable areas. The study also identifies key factors that support and constrain the effectiveness of adaptive governance in reducing disaster risks. Subjects and Methods:  This study employed a qualitative approach using a case study design. Research subjects consisted of 15 key informants, including local government officials, village representatives, community members, community groups, and non-governmental organizations selected through purposive and snowball sampling. Data were collected through in-depth interviews, focus group discussions, participant observation, and secondary document analysis. Data analysis was conducted using thematic coding based on the socio-ecological systems framework, supported by triangulation and member checking to ensure validity. Results:  The findings revealed four major themes. First, socio-ecological dynamics significantly influenced disaster vulnerability through ecological degradation, climate variability, and livelihood dependency. Second, adaptive governance operated through multi-actor collaboration, social learning, and policy flexibility, with collaboration emerging as the dominant mechanism. Third, disaster experience, community awareness, government support, and social networks strengthened adaptive capacity, while weak coordination, limited budgets, delayed information, and program discontinuity constrained governance effectiveness. Fourth, adaptive governance improved disaster risk management outcomes by increasing household evacuation knowledge from 46% to 78%, participation in preparedness activities from 38% to 74%, and reducing evacuation response time from 52 to 29 minutes. Conclusions:  Adaptive governance significantly strengthens disaster resilience by improving collaboration, adaptive learning, and institutional responsiveness, although stronger coordination and sustained resource commitment remain essential for long-term resilience.

Abstract

Purpose: This study examines the influence of adaptive governance on environmental policy transformation and its contribution to strengthening urban socio-ecological resilience in major metropolitan areas of India. The research seeks to explain how adaptive governance mechanisms support policy innovation and enhance the resilience of urban socio-ecological systems in response to increasingly complex environmental challenges. Subjects and Methods: A quantitative research design was employed using a cross-sectional survey conducted in 2024 involving 360 respondents from Delhi, Mumbai, and Chennai. Participants represented government institutions, environmental agencies, academics, urban planners, non-governmental organizations, and community leaders. Data were collected through structured questionnaires and analyzed using descriptive statistics, multiple linear regression, and Partial Least Squares Structural Equation Modeling (PLS-SEM). Instrument validity, reliability, and classical assumption tests were performed to ensure data quality. Results: The findings demonstrate that adaptive governance significantly promotes environmental policy transformation (β = 0.742; p < 0.001) and directly enhances urban socio-ecological resilience (β = 0.361; p < 0.001). Environmental policy transformation also exerts a significant positive influence on resilience (β = 0.412; p < 0.001). The structural model explains 64.8% of the variance in urban resilience, highlighting the importance of collaborative governance, institutional learning, and policy flexibility in improving adaptive capacity. Conclusions: Adaptive governance serves as a fundamental institutional driver of environmental policy transformation and urban socio-ecological resilience. Strengthening collaborative institutions, adaptive policy frameworks, and continuous organizational learning is essential for enhancing sustainable urban resilience under increasing environmental uncertainty.

Abstract

Purpose: This study aims to examine the role of collaborative adaptive governance in promoting sustainable natural resource management under conditions of climate uncertainty in Laos. Specifically, it investigates the effects of collaborative governance and climate uncertainty on adaptive governance, the influence of adaptive governance on sustainable natural resource management, and the mediating role of adaptive governance within these relationships. Subjects and Methods: A quantitative research design was employed using a survey of 320 stakeholders representing government agencies, local governments, non-governmental organizations, community organizations, and academic institutions involved in natural resource governance in Laos during 2025. Data were collected through structured questionnaires and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The analysis included measurement model evaluation, structural model assessment, hypothesis testing, and mediation analysis. Results:  The findings reveal that collaborative governance significantly strengthens adaptive governance, while climate uncertainty positively encourages institutional adaptation. Adaptive governance exerts the strongest direct effect on sustainable natural resource management and partially mediates the relationships between collaborative governance, climate uncertainty, and sustainability outcomes. These results support Collaborative Governance Theory, Adaptive Governance Theory, and Social-Ecological Systems Theory, demonstrating that institutional learning, stakeholder collaboration, and governance flexibility enhance environmental resilience and improve resource management effectiveness under uncertain climatic conditions. Conclusions: The study concludes that adaptive governance is the key institutional mechanism translating collaborative governance and climate uncertainty into sustainable natural resource management. Strengthening collaborative institutions, adaptive leadership, and cross-sector coordination should therefore become strategic priorities for enhancing environmental governance and long-term sustainability in Laos.

Abstract

Purpose: This study examines the strengthening of socio-ecological resilience through an adaptive governance approach in regional environmental management in Pakistan. The research investigates how institutional capacity, stakeholder collaboration, and community adaptation contribute to resilience under increasing environmental pressures associated with climate change, flooding, drought, and land degradation. Subjects and Methods: A qualitative case study design was employed in environmentally vulnerable regions of Pakistan during 2025. Data were collected through semi-structured interviews with government officials, community leaders, academics, representatives of non-governmental organizations, and local residents, complemented by field observations and document analysis. The data were analyzed using an interactive qualitative analysis model involving data reduction, data display, and conclusion drawing. Credibility was enhanced through source and method triangulation, member checking, and peer debriefing. Results: The findings indicate that socio-ecological resilience remains at a developmental stage, characterized by relatively strong community adaptive capacity but limited institutional support. Adaptive governance strengthens resilience through policy flexibility, collaborative governance, social learning, and integration of local ecological knowledge. Nevertheless, fragmented institutions, weak policy coordination, limited cross-sector collaboration, and insufficient community participation continue to constrain governance effectiveness and long-term environmental adaptation. Conclusions: Strengthening socio-ecological resilience requires integrated adaptive governance that combines institutional reform, collaborative decision-making, continuous learning, and meaningful public participation. Such an approach provides a strategic framework for achieving sustainable regional environmental management and enhancing resilience to increasingly complex socio-ecological challenges in developing countries.

Abstract

Purpose: This study examines the influence of land use governance and smart city policy frameworks on sustainable urban development in the Philippines and evaluates their relative contributions to promoting resilient and inclusive urban growth. Subjects and Methods: A quantitative cross-sectional survey design was employed involving 241 stakeholders engaged in urban planning and governance, including local government officials, urban planners, environmental officers, academics, and community representatives. Data were collected using a structured questionnaire based on a five-point Likert scale and analyzed through descriptive statistics, validity and reliability testing, Pearson correlation analysis, and multiple regression analysis. Results: The findings indicate that both land use governance and smart city policy frameworks significantly and positively influence sustainable urban development. The regression model explained 65.0% of the variance in sustainable urban development (R² = 0.650), with land use governance demonstrating a stronger effect (β = 0.486, p < 0.001) than smart city policy frameworks (β = 0.382, p < 0.001). These results suggest that effective governance, characterized by institutional coordination, regulatory implementation, and stakeholder participation, provides the institutional foundation for sustainable urban development, while smart city policies enhance governance through digital innovation and data-driven decision-making. Conclusions: Sustainable urban development in the Philippines is best achieved by integrating adaptive land use governance with smart city policy implementation. Strengthening Comprehensive Land Use Plans (CLUPs), enhancing Local Government Unit capacity, expanding Geographic Information Systems (GIS), promoting open spatial data, and adopting smart zoning strategies can support more resilient, efficient, and sustainable urban governance.
