COMPETENCE-BASED LEARNING OPTIMIZATION IN VOCATIONAL EDUCATIONCompetency Based Learning needs changes in curriculum design from subject matter to competency. Teacher needs to be able to design learning of competency and to identify learner diversity. Learing process at educational unit is carried out in interactive, inspiring, enjoying, challenging, motivating manners for learners and provide enough space for students to be active, creative, and otonomous align with aptitudes and talents. Teachers generate student positive attitudes through learning activities in order to develop their seminal apttitudes. Optimazing of competency based learning could be achieved through experiential learning, learning material development, the use of learning resources and media.

DEVELOPMENT OF TECHNOLOGY AND VOCATIONAL EDUCATION AND WORK WORLD RELATIONSBased on universal issues in the era of globalization, this article describes some phenomena how essential the role of Vocational and technical education in recent year to support the development of work forces in Indonesia. The wise government policies are needed to run various program of Vocational and technical educationin entire country, which is based on world-work needs. The common problem appeared is how to build the "mutual symbiotic" relationship between vocational and technical schools and the world of work.

META ANALYSIS IN POST TRAINING MANAGEMENT TO IMPROVE TEACHER PRODUCTIVITY IN VOCATIONAL SCHOOLPost in-service training programs of teachers have never been evaluated to investigate their effectiveness and productivity. Some factors are indicated to affect unmeasured productivity of the program: (1) there is no a clear procedure in evaluating productity of in-service training program, (2) there is no standardized procedures to evaluate teacher performance, (3) a complex teachers' background make evaluation instrument is difficult to be developed, (4) trainings have not been based on teachers needs, (5) training content could not be implemented, and (6) monotonous methode were usually employed. However, this research investigated seven advantages: (1) School productivity is improved, (2) relationship between management and staff is in harmony, (3) a faster Â decision making is achieved, (4) a high commitment and motivation for school community, (5) to push more open management through implementation of participative managerial, (6) more effective communication, and (7) a functional conflict resolution. The advantages for teacher: (1) help teacher to make a better decision making, (2) to help teacher to solve problems, (3) motivational factors are internalized and operationalized, (4) to develop teacher to improve performance, (5) to help teacher to be a self confidence teacher, (6) to help teacher to acquire intellectual and technical ability, (7) to improve teacher's work satisfaction, (8) moreÂ Â recognition on individual performance, (9) more independent teachers, and (10) lessen teacher's anxious toface future.

READINESS OF VOCATIONAL SCHOOL IN THE IMPLEMENTATION OF THE COMPETENCE TEST EXPERTISE IN THE FRAMEWORK OF NATIONAL EXAMINATIONCompetency examination in Vocational School national examination started in 2006/2007 needs researches, one of them is those regarding to the readiness and implementation in the field. It is based on the reality that the schools' conditions are vary, from locations, internal conditions, and stakeholders' supports. This reasearch's objective is to describe vocational schools' readiness on test location, internal accessors and examiners, infrastructures (rooms, materials, tools), time of implementation, length of time for competency examination, procedures, and mechanism. The discussion of those are divided into two locations, namely province and regency.

IMPROVING VOCATIONAL TEACHER TECHNOLOGICAL PROFESSIONALISM THROUGH SKILLS DESIGNING AND DEVELOPING OFFLINE INTERACTIVE MULTIMEDIATeaching learning in Vocational Schools are mostly Delivered in conventional method, rote learning, demonstration, and practicing using guide book. As indicated in teaching Teknologi Dasar teacher uses conventionsl method, although he/she still uses blackboard, trainer kits in two dimensions. Consequently, students have difficulties in coping conceptual concept that describing process and misconception is emerged. This verbalistic technology teaching will have implication on students inability to compete with other school leavers. Therefore, alternative strategy of learning need to be investigated in order to prepare students to work in work place through multimedia teaching. Innovative learning by using offline interactive multimedia will contribute on learning technology and it reduces misconception and verbalistic technology in school. Offline Interactive Multimedia was designed through five phases: (1) product analysis, (2) product development, (3) experts judgement and revision, (4) field validation, (5) revision and validation for wider subject and final product.

LEARNING STRATEGY DEVELOPMENT MODEL ENVIRONMENTAL INSIGHT FOR PARTICIPANTS OF INDUSTRIAL WORK PRACTICES FOR AUTOMOTIVE MECHANICAL ENGINEERING STUDENTSThis study is the first phase of research that aims to examine the implementation of learning in tackling environmental problems SMK Skill Program of Otomotif Mechanic in building environmentally sound behavior. Research conducted in SMK N 1 Semarang and SMK N 7 Semarang. Retrieving data using the literature study and documentation. The analysis used is a description of the analysis. Description of the analysis results show that learning tackling environmental problems implemented wuth conventional strategies. From this description of finding result are then compiled design development model oriented/contextual learning strategies SETS (Environmenat, Science and Technology Community), models include: environmental teaching materials, unit of learning events and industry work practices certificate. Suggestions proposed: Should be testing the design strategy development model SETS insightful contextual learning, and then do the validation and continued dissemination.

THE PERCEPTION OF STUDENTS ON THE DEVELOPMENT OF VOCATIONAL EDUCATION IN MECHANICAL ENGINEERING EDUCATION PROGRAMSVocation education or educationfor life and education for earning living is an option to determine a future. Vocation education conceptually focused on education adjusting to the demand driven, link and match between the employee with the employer. While success is measured by the number of education graduates and the suitability of the absorption area of work with a practiced expertise. Vocation education system serves the political, economic, social, art and so on. For a number of Indonesian workers productive enough, and have the ability to adapt imported technologies to the characteristics of the skill intensive quality improvement and implementation of education advocacy was the main focus should be. In this study we tried to describing the data to determine student perceptions of PTM to the development of vocation education. From this it can be seen that there are still some students who do not understand the vocation education and there are several roles and functions of teachers who are not perceived by the students benefit. This phenomenon can be anticipated with the provision of guidance and motivation to the students more intensively, and increased educational facilities are more adequate to be more intensive faculty in also appreciate themselves.

DEVELOPMENT OF EDUCATIONAL TEACHER EDUCATION TECHNOLOGY AND TRANS-NATIONAL VOCATIONAL EDUCATION PROGRAMRapid changes of science within a global dynamic changes requires adaptable educational program. Vocational Education Institutions neeD to develop program to enable students being competence. Trans-national perspective in preparing vocational teacher has been developed to solve share problems that are facing based on the PP.19/2005 initiating that teacher qualification is D-JV or 8-1. In addition, they have to qualify in pedagogical competent, personal characteristics, social and professional competence. Trans-national teacher education class consists of students who come from different places in Indonesia. The students are customized to have nationalism and have ability to compete in a global arena.

PRODUCTION-BASED LEARNING TO IMPROVE COMPETENCE IN MAKING MECHANICAL ENGINEERING DRAWINGS OF VOCATIONAL STUDENTSThis study is aimed at improving quality of learning process of Mechanical Drawing by employing Production Based Training to achieve mechanical drafter competency. Consecutively this research will also develop teacher's professionalism in managing learning process of Mechanical Drawing at SMK Sf Mikael.This classroom action research was conducted in SMK St. Mikael Surakarta. Grade XI was assigned to be subject of this research. Two collaborators were assigned to back up and assist the researchers to monitor the effects of action on student competency in mechanical drawing. The changes due to the action are monitored through observation by involving the two collaborators. The collected data was analyzed descriptively. The data analysis resulted in the following findings: (a) production based learning improves students achievement in reaching the minimum mastery criteria on Mechanical Drawing and more specifically improves student competency in producing machining industries standardized of Mechanical Working Drawing, (b) a process of expertise acquition in mechanical working drawing through combination of constructivism learning principles, behaviorism, situated learning and cognitive apprenticeship; (c) the production-based learning increases students' ability behave discipline and attitude toward mechanical drawing, and (d) production based learning was implemented through classroom discussion on the mechanical drawing principles, its implementation on working drawings, integrating knowledge on components stradard as well as production process into working drawing.

THE EFFORTS TO IMPROVE THE QUALITY OF VOCATIONAL HIGH SCHOOL EDUCATION THROUGH THE DEVELOPMENT OF TEACHER PROFESSIONALISMEducation is a key in improving quality of the nation. Human resource development is a strategic attempt that should be carried out by the government. Professional teacher is a whole building that covers thinking and acting in learning activities. As a consequence evaluation instrument of competency is a building unit that can be used to measure teachers competency. Professional teacher requires professional in teaching and training. Teachers roles are to generate learning activity, however, they face problems in executing their tasks, community perceptions on teachers, and teachers prosperity. Therefore, regeneration of teachers and continued development of human resource are answering these problems.
