Abstract

Penelitian ini menggambarkan dan menganalisa alasan-alasan proteksi impor mobil Sport  Utility Vehicle (SUV) dari Indonesia dalam kerangka Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) tahun 2020. Kajian ini menyoroti paradoks antara tujuan liberalisasi yang terkandung dalam IA-CEPA dengan keberlangsungan kebijakan proteksi yang diterapkan Australia, khususnya melalui hambatan non-tarif dan regulasi teknis. Dengan menggunakan metode kualitatif dan pendekatan deskriptif-analitis, penelitian ini memanfaatkan data sekunder yang bersumber dari perjanjian internasional, laporan perdagangan resmi, serta literatur akademik yang relevan. IA-CEPA memberikan peluang strategis bagi Indonesia, khususnya melalui kapasitas ekspor PT Toyota Motor Manufacturing Indonesia (TMMIN), meskipun tantangan signifikan tetap ada dalam bentuk persaingan global dan standar regulasi ketat yang diberlakukan Australia. Secara akademis, penelitian ini memberikan kontribusi pada kajian hubungan internasional dengan menawarkan pemahaman mengenai dinamika proteksionisme dalam konteks rezim perdagangan bebas kontemporer. Hasil penelitian menunjukkan bahwa proteksionisme Australia tidak semata-mata didorong oleh pertimbangan ekonomi, melainkan juga dipengaruhi oleh dinamika politik domestik serta kebutuhan strategis untuk menjaga keberlanjutan industri otomotif nasionalnya.

Abstract

The Mahakam Delta has suffered severe mangrove ecosystem degradation due to land conversion into aquaculture ponds and mining activities that have caused pollution and environmental decline. This study examines the role of Planete Urgence (PU), a French non-governmental organization (NGO), in restoring the mangrove ecosystem through collaboration with local NGOs. Using a qualitative descriptive method, data were collected through interviews and literature review, then analyzed using the Green Thought Theory and McCormick’s Environmental NGO Strategy Concept. PU plays three main roles; promoting environmental sustainability, social justice, and community participation, while implementing six key environmental NGO strategies. The program has improved restoration effectiveness, achieving a mangrove survival rate of over 80%, increasing aquaculture productivity by 30%, and fostering creative economic initiatives and conservation-based ecotourism. The study concludes that PU, as a non-state actor, contributes significantly to advancing environmental diplomacy and achieving sustainable development at both local and global levels.
