Aim: JSTAR studies applied statistics at the regional and national levels of East Nusa Tenggara which are directed to contribute to the government in making regional development policies. JSTAR pays special attention to official and modeling statistics, big data and data mining, and the application of statistics in various fields that are included in the output of BPS activities such as agriculture, local government finance, poverty, demography, GIS, health, and economic growth. Scope: 1. Official statistics – Manuscripts dealing with survey design, questionnaire design and evaluation, measurement error, estimation and inference using frequentist or Bayesian, data collection, analytical uses of data, imputation, quality aspects of official statistics production, total survey error, systems and architectures for statistics production, evaluation and identification of statistical needs, small area estimation, and other subject related to official statistics. 2. Statistical Methodology – Manuscripts dealing with new and innovative data analysis techniques and methodologies include, but are not limited to: bootstrapping, classification techniques, design of experiments, parametric and nonparametric methods, statistical genetics, outlier detection, cross-validation, functional data, fuzzy statistical analysis, mixture models, model selection and assessment, nonlinear models, partial least squares, latent variable models, structural equation models, and robust procedures. 3. Applied Statistics in Economics, Social and Population Studies – Manuscript dealing with econometrics, demography, spatial analysis, time series analysis, longitudinal analysis, multilevel analysis, spatio-temporal analysis, and other subjects related to Applied Statistics in Economics, Social, and Population Studies. 4. Data Science – Manuscript dealing with big data, data mining, data science, data engineering, data visualization, machine learning, and data exploration. 5. Computational Statistics – Manuscripts dealing with the use of computing in statistical methodology (e.g., statistical databases, statistical information systems, Bayesian computation, computer-intensive inferential methods, numerical and optimization methods, parallel computing), and the development, evaluation, and validation of statistical software and algorithms.

Abstract

A child has a greater chance of experiencing poverty in his lifetime. For children, poverty means more than just a lack of money. Children who grow up in poverty tend to lack the food, sanitation, shelter, health care, and education they need to survive and thrive. This study aims to analyze the deprivation of fundamental rights of children in East Nusa Tenggara Province by applying the Multidimensional Overlapping Deprivation Analysis (MODA) framework. The data used in this analysis is socio-economic data for East Nusa Tenggara Province from the March 2022 National Socio-Economic Survey (SUSENAS). The results showed that 9 out of 10 children in East Nusa Tenggara Province were deprived of multidimensional dimensions (minimum two dimensions). Most children aged 0-4 years are deprived in five dimensions, while most children aged 5-17 are deprived in four dimensions. Children in the age group 0-4 years are deprived the most in the housing dimension. Likewise, with children in the 5-17 year age group, 8 out of 10 children in this age group live in houses with floor and wall conditions below national and international standards. When viewed from the type of area, children in rural areas are more vulnerable to deprivation than children in urban areas.

Abstract

Poverty is still a central issue for East Nusa Tenggara Province because alleviation efforts have not experienced a significant reduction. Lots of studies on poverty had been carried out during the pre-pandemic period, but after the pandemic, research on poverty has not been carried out much. This research analyzes the direct and indirect effects of economic growth, the human development index on unemployment and the poverty rate in NTT to obtain information that can support development policies. Data sourced from BPS and data analysis using path analysis. The results of the study show that the HDI has a significant effect on unemployment, while economic growth has no significant effect. Together economic growth and HDI can explain significant variations in unemployment. Unemployment has a fairly strong negative effect on poverty while economic growth and HDI do not have a significant effect. Together economic growth, HDI, and unemployment can explain significant variations in poverty. Economic growth and HDI do not have an indirect effect through unemployment on poverty.

Abstract

The priority of the Village Budget usage is to finance community development and empowerment aimed at improving the welfare of rural communities, improving the quality of human life and reducing poverty. The Village Budget has been utilized in East Nusa Tenggara Province since 2015. As a region with the third highest percentage of the poor in Indonesia, the Village Budget have a negative impact on reducing poverty rate. This study aims to determine the effect of the Village Budget on reducing poverty rate in East Nusa Tenggara. This study is using variables such as the Human Development Index, the Unemployment Rate and Gross Regional Domestic Product that assumed to have effect on the poverty rate. Panel data regression analysis with random effect model concluded that the Village Budget disbursed by the government to all districts in East Nusa Tenggara have little to no effect in reducing the number of the poor in 2016-2022. The Human Development Index and Gross Regional Domestic Product variables contribute significantly to reduce poverty while the Unemployment Rate variable has not. Inefficient management of the Village Budge caused by corruption of the Village Budget, low human resources of Village Officials, lack of supervisions are acting as the main causes of why the poverty rate in East Nusa Tenggara is barely reduced. Abstract

Since December 2019, a series of cases of pneumonia have emerged in China, which have been identified as the new coronavirus and are better known as Covid19 disease. This virus then spread throughout the world. On March 2 2020, Indonesia first confirmed the Covid19 case in Indonesia. Based on research and indicators produced by BPS, it can be seen that the pandemic has had an impact throughout the world, including East Nusa Tenggara. In the fourth quarter of 2020, the household consumption component experienced a contraction of 3.88 percent and in the fourth quarter of 2021 it began to improve with growth of 4.88 percent. This research is to determine household expenditure patterns in East Nusa Tenggara during the 2020-2021 Covid19 pandemic and examine whether there is a relationship with poverty levels. From the research results, it can be concluded that the average expenditure of residents in urban areas is higher than residents in rural areas. In addition, the percentage of urban residents' consumption expenditure on food is lower than expenditure on non-food. In 2020, monthly per capita expenditure on food has no correlation with the percentage level of poverty, while in 2021 monthly per capita expenditure on food has a correlation with the percentage level of the poverty. This research can still be developed by adding several other socio-economic variables to see the relationship or estimate how much influence the Covid19 pandemic has had on population consumption patterns in East Nusa Tenggara using more complex analytical tools.

Abstract

Nusa Tenggara Timur (NTT) Province is not free from child labor phenomenon. Using March 2022 Sosio-Economic Survey (Susenas) and two research methods (descriptive & inferential), the research aims to obtain characteristics of head of household that significantly affect child labor in NTT. The result shows that there are 3,98% working children in NTT. Statistically, head of household mostly live in rural (85,3%), men (90,2%), minimum graduated from elementary school (74,6%), not working/work in the informal sector (78,6%), and has two or more economically dependent member in the household (80,5%). The result of binary logistic regression analysis shows that child labor has more risk to emerge when they live in a household headed by females, live in a rural, the head of household is uneducated/not graduated from elementary school, and the head of household is working in the informal sector/not work.

Abstract

One of the overarching sustainable development goals in fighting poverty is to eradicate poverty in all its forms everywhere. This pose a great challenge for areas where insidence and intensity of poverty is high. This study aimed to estimate and anlyze multidimentional poverty index in Nusa Tenggara Timur province based on Alkire and Foster framework using March 2023 microdata obtained from National Socio-Economic Survey (Susenas). The result showed that 34.80 percent of the population in NTT were multidimentionally poor and 10.25 percent were severely poor. In terms of intensity, poor people in NTT deprived in 44 percent of total weighted indicators. The multidimentional poverty index in province level was 0.15 and varied between 0.06 to 0.25 in regencies and municipality. By analyzing the contribution of each dimensions and indicators toward MPI, this research found that 49 percent of MPI was attributed to health aspect while living standard and education contributed 31 and 20 percent respectively. Among this aformentioned dimensions, there were four dominant indicators namely calory intake, years of schooling, food insecurity and asset ownership with cummulative contribution of 77.23 percent toward MPI. Furthermore, this study compared multdimentional porvery in urban and rural areas and concluded that the insidence and intensity of multidimentional poverty were much higher in rural than urban areas. The value of MPI for rural and urban areas were 0.18 and 0.07 respectively. Lastly, the comparison between multdimentional and monetary approach was conducted. The results were 30 percent mismatch and the multidimentional method predicted 1.7 times higher poverty headcount ratio than the monetary measure.

Abstract

The time for completion of the Sustainable Development Goals agreement will soon be nearing its end in 2030. In the remaining time, it is the government's duty to make movements to achieve the predetermined targets. It all starts with data. Good data management will make evaluation and development planning right on target, effective and efficient. Likewise, its application to SDGs indicator data is both at the central and regional levels. SDGs indicators sourced from National Socio-Economic Survey (Susenas) activities are 39 out of 289 indicators in total, of which 17 Susenas indicators are priority indicators. This research focuses on the achievements of SDGs priority indicators sourced from Susenas and indicators analyzed in the SDGS Road Map document in Manggarai Regency. The results obtained show that the achievement of indicators in Manggarai Regency is still on the right track, although several indicators require the government to intervene more to resolve them.

Abstract

The Sustainable Development Goals agreed on 17 goals to be achieved by 2030. The Indonesian government has set 7 of the 17 prioritized goals including ending poverty, zero hunger, healthy and prosperous lives, gender equality, marine ecosystems, partnerships to achieve goals and industry, innovation and infrastructure. East Nusa Tenggara is one of the provinces with the highest poverty rate, low education level, high infant/toddler mortality rate, and low access to proper sanitation. This research aims to group districts/cities in NTT using multidimensional scaling and k-means clustering based on sustainable development goals including poverty, education, health and proper sanitation. The result is three groups with poor, moderate and good quality of life. The government needs to formulate comprehensive and sustainable strategies/policies to improve people's living standards, especially in districts with high poverty, low education, low health quality and lack of access to proper sanitation.

Abstract

This research focuses on clustering the potential of rice in East Nusa Tenggara (NTT) using the K-Means Cluster method in 2023. The objective is to identify areas with high potential in rice production, using indicators such as harvested area, rice production, and rice productivity. The analysis results in three clusters: seven regencies with high potential, ten regencies with medium potential, and five regencies with low potential. These findings can be utilized by policymakers in NTT, including the government and other relevant stakeholders, to determine priorities and formulate targeted policies to enhance rice production in regions with varying levels of potential.

Abstract

Every Indonesian citizen is required to enhance their education. The Indonesian government has implemented a policy to extend the compulsory basic education program to 12 years. This extension is considered complete if the Gross Enrollment Rate (GER) for primary schools and equivalent, junior high schools and equivalent, and senior high schools and equivalent reaches 100 percent. However, the GER for primary schools and equivalent is 86.59 percent, for junior high schools and equivalent is 75.54 percent, and for senior high schools and equivalent is 70.52 percent in East Nusa Tenggara Province (NTT) for the 2023/2024 academic year, indicating issues in the expansion of access as it has not reached the 100 percent target. This study uses raw data from the 2023 NTT Susenas KOR. The unit of analysis is children aged 7-18 years. The analytical methods used are Descriptive Analysis, Independence Test (Chi-square Test), and Logistic Regression Analysis. The results of the logistic regression analysis, with a significance level (α) of 5 percent, indicate that the variable influencing children aged 7-12 years to attend school on time is the number of household members. Meanwhile, the variables influencing children aged 13-15 years and 16-18 years to attend school on time are the education level of the head of the household and the child's gender.
