Abstract

The development of information technology has encouraged government institutions to improve the effectiveness and transparency of public services, including in the field of immigration. The Class II Immigration Office in Langsa plays an important role in the supervision and enforcement of immigration law against foreign nationals through the implementation of Immigration Administrative Actions (IAA). However, the previous management of IAA data was still carried out manually, which often resulted in delays and errors in recording and reporting processes. To address these issues, a web-based Immigration Administrative Action Information System was designed and developed using the Prototype Model methodology. The system was built using the PHP programming language, MySQL as the database, and implemented on a local XAMPP server. The implementation results indicate that the system is able to facilitate officers in inputting, managing, and compiling reports of administrative actions against foreign nationals in a fast and integrated manner. The simple user interface allows users to operate the system easily without requiring special training. The Class II Immigration Office in Langsa assessed the system as effective in improving administrative efficiency and supporting the digitalization of immigration services. The system is expected to be further developed by incorporating enhanced security features and automated report printing to sustainably support immigration operations.

Abstract

Digital transformation through electronic government has now become a strategic step for local governments to realize bureaucratic governance that is transparent, accountable, and responsive to public needs. Malang Regency has responded to this global demand through various service innovations, but implementation on the ground often faces multidimensional challenges, ranging from infrastructure gaps to human resource readiness. This study aims to map the implementation of e-government in Malang Regency and comprehensively analyze the determinant factors of project management success that affect its sustainability. This study uses the Systematic Literature Review (SLR) method, guided by the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) standard reporting protocol, to critically examine 21 selected journal articles. Research findings indicate that the digital ecosystem has been extensively implemented in critical sectors, including judicial administration, integrated healthcare services, populationadministration, and business licensing. In-depth analysis identifies three main pillars of project success: Support (strong commitment from local leaders and consistent regulations), Capacity (reliability of technological infrastructure and technical competence of officials), and Value (quality of information, service time efficiency, and user satisfaction). This study provides practical implications that the Malang Regency Government should prioritize the standardization of data integration across departments and develop continuous technical training curricula for village officials to address the capacity gaps found. The study recommends adopting an adaptive project management framework to ensure the sustainability of regional digital transformation.

Abstract

This study aims to evaluate the quality of digital services on the GovITA Journal Website Portal using the  WebQual 4.0 model, which encompasses three main dimensions: usability, information quality, and service interaction quality, as well as to analyze users’ satisfaction levels with the portal services. The GovITA Journal Portal plays a strategic role in supporting the scientific publication process; therefore, assessing service quality based on user experience is essential to ensure the effectiveness and credibility of the digital publication system. The study employed a quantitative approach by distributing questionnaires to 50 respondents consisting of authors, reviewers, editors, and journal readers. The research instrument was tested for validity and reliability, and all items were found to be valid and reliable. Descriptive analysis revealed that all three WebQual 4.0 dimensions were classified as high, with mean scores of 4.02 for usability, 4.00 for information quality, and 3.88 for service interaction quality. User satisfaction was also categorized as high, with a mean score of 4.04, indicating that the portal has met users’ needs and expectations. The discussion highlights that information quality and ease of use are the dominant factors contributing to user satisfaction. The study recommends improving aspects of service interaction, particularly system reliability and portal response speed, as well as developing a user experience–based interface to enhance overall website performance. These findings provide important contributions for the management of the GovITA Journal in continuously improving digital service quality and strengthening the portal’s position as a modern and user- friendly scientific publication platform.

Abstract

Curug Gomblang Tourism in Banyumas Regency is a natural tourism destination with great potential as a leading regional attraction. However, its management is not yet supported by a structured information system strategy, thus limiting the effectiveness of digital promotion, service quality, and data-based decision-making capabilities. This study aims to develop a strategic information system plan for Curug Gomblang Tourism using the Ward and Peppard approach. The research method is descriptive-qualitative through field observations, interviews, digital documentation, and literature studies. Analysis is conducted on the four main components of the Ward and Peppard model, namely the internal business environment, the external business environment, the internal IS/IT environment, and the external IS/IT environment. The results show that Curug Gomblang faces a number of internal weaknesses, including the absence of a website, a manual ticketing system, limited IT competency, and unstructured visitor data documentation. Meanwhile, the external environment provides significant opportunities, such as the trend of natural tourism, the increasing use of social media, and the government's encouragement of digitalization of tourist villages. Through SWOT, value chain, and GAP analyses, an IS/IT strategy was formulated, including the development of an official website, the implementation of QR code-based digital ticketing, the strengthening of multi-channel digital promotions, and the development of a visitor database. This study concluded that the implementation of the Ward and Peppard-based IS/IT strategy could increase the competitiveness of Curug Gomblang, improve service quality, and support more modern and sustainable tourism management.

Abstract

Corruption is a global problem faced by almost all countries and has a significant impact on development. Corruption is known to hamper economic growth by disrupting production efficiency and reducing innovation. Therefore, early detection of potential corruption is crucial.  The purpose of this study is to predict corruption levels using  public governance indicators through a machine learning approach. The models used include Random Forest Regression, Decision Tree Regression, XGBoost Regression, and Gradient Boosting Regression. The results show that  Random Forest Regression has the best predictive performance, as indicated by an R² value of 0.9802, higher than the other models. Furthermore, the results of the feature importance analysis indicate that the control of corruption dimension is the most dominant factor in determining the Corruption Perception Index (CPI) value. The predictive model allows for early warning of potential increases in corruption and helps focus improvements in governance by strengthening corruption control to support  sustainable development.

Abstract

Smart Village implementations often face data silo challenges due to the lack of efficient integration between village-level systems or city government systems (Smart City), limiting cross-level data synchronization and utilization. This study aims to design a flexible, scalable, and reliable Smart Village to Smart City data interoperability architecture at the architectural integration level to support population administration, licensing, and social assistance services. The proposed methodology adopts a software engineering approach based on the Software Development Life Cycle (SDLC), focusing on requirements analysis, domain-based service decomposition, and microservices architecture design grounded in modern Service-Oriented Architecture (SOA) principles. The proposed architecture integrates synchronous communication through REST APIs managed by an API Gateway and asynchronous communication through Apache Kafka as a message broker to enable real-time or near real-time data update events in distributed environments. The design results indicate that the microservices-based approach with API Gateway and Kafka enhances interoperability, reduces direct coupling between systems, and provides greater flexibility for village service development without disrupting the stability of central systems at the district or city level. Therefore, this architecture has the potential to serve as an adaptive integration framework for the digital public service transformation from Smart Village to Smart City.

Abstract

Micro, small, and medium enterprises play a strategic role in strengthening local economies, including traditional soy milk culinary enterprises in Banyumas Regency. Website utilization as a digital marketing medium has become essential due to changes in consumer behavior  that rely on online information. However, the website [https://gressoy.my.id/](https://gressoy.my.id/) has never undergone a systematic evaluation, so managers lack an objective understanding of its digital service quality. This study addresses the unknown level of alignment between user importance and website performance across information, visual design, navigation, speed, security, and ordering services. This research is urgent because it provides a data driven basis for decision making to improve effective, competitive, and sustainable website management for micro  enterprises. This study aims to evaluate the quality of the website using the Importance Performance Analysis method based on user perceptions and to determine priorities for digital service improvement. The results show that all attributes have high importance values, with average importance scores ranging from 4.3 to 4.7, while performance scores range from 3.3 to 3.9. The largest gaps appear in the ease of finding the ordering menu at 1.2 and website security at 1.0, indicating performance below user expectations. These findings confirm that functional aspects  and trust factors play critical roles in user experience. The study recommends prioritizing digital ordering features, strengthening website security and credibility, improving visual appearance, and optimizing access speed. Periodic IPA based evaluations are also recommended to continuously enhance digital service quality and support local economic development.

Abstract

PT XYZ focuses on supplying, distributing and managing clean water sources for the people. The problem faced is that PT XYZ does not yet have a security management system to carry out mitigation actions other than the data backup process which is carried out every day. Having data backup alone is not enough to protect the security of a company's information system. The research method used in this research is a qualitative method where the data obtained comes from observations and interviews. This research was carried out with the results recommended at identifying improvements to significantly increase security for the Company. The choice of ISO 27001:2013 as the framework for carrying out this research evaluation is because ISO itself is a good standard for solving problems that occur at PT XYZ, this standard is very flexible to develop and really depends on the needs of the organization.
