Abstract

Population administration services play a crucial role in governance and in ensuring citizens’ fundamental rights. These services are administered by the Population and Civil Registration Office (Disdukcapil). The effectiveness of service delivery is strongly influenced by organizational culture, which shapes employees’ behavior and work patterns. This study aims to assess the level of organizational culture within Disdukcapil of Kebumen Regency in 2025. This research employs a quantitative method with a descriptive approach. The instrument used is an adapted organizational culture questionnaire consisting of six dimensions: professionalism, management distance, trust among colleagues, regularity, hostility, and integration. The findings indicate that organizational culture within Disdukcapil Kebumen is generally strong, particularly in the dimensions of trust among colleagues, regularity, and integration. Meanwhile, professionalism and management distance fall into the moderate category. The hostility dimension shows a strong score, indicating a relatively harmonious work environment due to its unfavorable measurement scale. However, improvements are still required, particularly in professionalism and management distance. In addition, discrepancies between survey results and actual practices were identified in the regularity dimension. The study recommends strengthening professionalism, improving managerial relationships, enhancing rule consistency, and anticipating potential interpersonal tensions.

Abstract

The increasing public demand for legal certainty over land and quality public services has driven the importance of the Complete Systematic Land Registration Program (PTSL) as a form of public service in the land sector. The implementation of PTSL in Banyumas Regency involves various stakeholders, from the Land Office, village/sub-district apparatus teams, to the community, utilizing digitalization (e- PTSL, GIS) to increase transparency, accountability, and efficiency. This study aims to analyze the implementation of PTSL using the Van Meter & Van Horn framework and assess the program's success through the Asian Development Bank (ADB) principles of Transparency, Accountability, Predictability, and Participation. The study used a qualitative approach with observation, interviews, and documentation methods. The results show that the standards and objectives of the PTSL policy have been clearly defined, resources and technology support implementation, and communication between stakeholders is quite good. However, obstacles such as limited human resources, uneven community participation, limited field supervision, and land ownership conflicts still occur. Analysis of the ADB principles shows that the success of PTSL is influenced by active community participation, administrative digitalization, and coordination between stakeholders, while obstacles hamper the effectiveness of program implementation. Overall, the study concluded that the PTSL implementation has been quite effective, but ongoing improvements in community engagement and field supervision are needed to optimize the program's success.

Abstract

This article discusses the phenomenon of young Indonesian migrant workers to Australia in the context of opportunities, challenges, and an inclusive perspective. The main focus is on how bilateral cooperation between Indonesia and Australia, such as the Colombo Plan Scholarship (CSP) program and the Work and Holiday visa, opens up mobility access for the younger generation to gain work experience and skill enhancement. On the other hand, this phenomenon also poses challenges in the form of potential brain drain, particularly among scholarship recipients who choose to settle and pursue careers in Australia after completing their studies or work period. This study employs a qualitative approach with secondary data analysis from various academic and policy sources. The findings indicate that the diplomatic momentum during the 2024–2026 period provides significant opportunities for skilled Indonesian workers to develop in the global market. Nevertheless, wage gaps, work environment quality, and limited career ecosystems domestically serve as the primary driving factors for workforce retention in Australia. This has the potential to reduce the contribution of superior human resources to national development. In addition, the article highlights the importance of an inclusive perspective, particularly for youth with disabilities, who still face limitations in accessing international mobility programs. Therefore, strategic policies are needed, such as expanding the Mutual Recognition Arrangement (MRA) and strengthening disability inclusion programs, to ensure that the benefits of migration can be felt more equitably while mitigating the negative impacts of brain drain.

Abstract

This study examines the digital transformation of archival management through the implementation of the SRIKANDI application at the Banda Aceh Library and Archives Office. The research is motivated by challenges in manual archival systems, including document loss risks, limited storage capacity, slow information retrieval, and low efficiency in public service delivery. This study adopts a qualitative descriptive approach, with data collected through observation, interviews, documentation, and audiovisual materials. The findings indicate that the implementation of SRIKANDI has significantly improved the efficiency, accessibility, and security of archival management by enabling digital creation, storage, retrieval, and distribution of official documents. The transformation is supported by three key dimensions: technology, organizational support, and human resources. However, several challenges remain, particularly related to technical disruptions such as instability of the national server used collectively across institutions. The study concludes that while SRIKANDI has contributed to modernizing archival governance and enhancing public service quality, further improvements in technical infrastructure, user capacity building, and institutional support are required to optimize its implementation.

Abstract

This study aims to analyze the level of community satisfaction with public services at the Population and Civil Registration Office of Central Lombok Regency by measuring the Community Satisfaction Index (CSI) based on 14 service indicators. The study employs a quantitative approach using a survey method involving 400 respondents in 2025, with data analyzed through perception score processing. The theoretical framework is grounded in customer satisfaction theory and public service quality theory. The results indicate that the average CSI score is 3.34 with a converted value of 83.46, which falls into the “good” category (grade B). Overall, the quality of services is perceived as satisfactory. The highest scores are found in the indicators of service cost fairness and cost certainty, each achieving a perfect score of 4.00 (converted value 100.00), categorized as “very good,” reflecting high transparency and accountability in service costs. However, the lowest scores are observed in the indicators of service requirements (3.04; converted value 76.00) and service schedule certainty (2.92; converted value 73.00), both categorized as “poor.” These findings indicate that the public still faces challenges related to unclear requirements and inconsistent service schedules. Meanwhile, indicators related to staff performance and service environment are generally rated as good. This study concludes that the public service quality at the Population and Civil Registration Office of Central Lombok Regency is generally in the good category, with strong performance in cost transparency. To further improve service quality, it is recommended to simplify service requirements, enhance schedule certainty through accurate information systems, and optimize service digitalization alongside capacity building for service personnel.

Abstract

The rapid urban expansion of Mataram City as a National Activity Center has intensified transportation challenges, particularly traffic congestion caused by high dependence on private vehicles and the limited effectiveness of public transportation services. This study aims to analyze the determinants of policy failure in the implementation of the Mataram Metro Bus program and to examine the strategic adaptation measures introduced through the Trans Mataram 2026 initiative. The research employs a descriptive qualitative approach, with data collected through in-depth interviews, field observations, and document analysis. The analytical framework is based on William N. Dunn’s policy evaluation theory, focusing on effectiveness, responsiveness, and policy sustainability. The findings reveal that the failure of the Mataram Metro Bus was primarily driven by the incompatibility between large bus dimensions and existing urban road infrastructure, irregular waiting times that reduced service reliability, and the absence of comprehensive supporting regulations and institutional coordination. In response, the Trans Mataram 2026 program introduced adaptive reforms, including the deployment of smaller and more flexible fleets, the integration of real-time digital tracking systems to improve service responsiveness, and the implementation of a zero-fare policy for vulnerable groups to enhance accessibility and social inclusion. The study concludes that the sustainability of urban mass transit systems in medium-sized cities depends significantly on contextual policy design, technological integration, and user-centered service innovation. These findings contribute to the development of more adaptive and inclusive public transportation policy models.

Abstract

Community-based women farmers’ groups play a strategic role in strengthening local food security by serving as non-governmental actors that support public service delivery in food production and community empowerment. This study examines the organizational dynamics of the Putri Rahayu Women Farmers Group in Bendogerit Subdistrict, Blitar, with the aim of identifying strategies to enhance organizational behavior and improve program effectiveness and sustainability. The research specifically focuses on three key dimensions of organizational management: communication, leadership, and member participation. A descriptive qualitative approach was employed, using in-depth interviews, participatory observation, and document analysis to explore the internal governance system and assess both institutional strengths and operational challenges. The findings reveal that although the group possesses a strong social foundation and collective commitment, it continues to face significant obstacles related to internal coordination, limited managerial capacity, and insufficient external policy support. To address these issues, the study recommends strengthening leadership competencies through capacity-building programs, improving communication mechanisms, increasing member involvement in participatory planning, and expanding collaborative partnerships with government agencies, non-governmental organizations, and private sector actors to improve access to resources and market opportunities. The study contributes to the development of community-based organizational governance models by emphasizing the application of Good Governance principles, including accountability, transparency, participation, and effectiveness, as essential foundations for sustainable women’s empowerment and resilient local food security systems.

Abstract

This study examines the effect of educational facilities and infrastructure quality on student satisfaction at the Faculty of Social and Political Sciences, State University of Surabaya, recognizing that physical learning environments are essential components in supporting effective higher education services. The research employs a quantitative approach with an explanatory survey design to analyze the causal relationship between facility quality and student satisfaction. The sample consisted of 125 respondents selected through proportional random sampling from a population of 4,060 undergraduate students from the 2024 and 2025 cohorts. Data were collected using a structured questionnaire developed based on the five dimensions of the SERVQUAL model: tangibles, reliability, responsiveness, assurance, and empathy. Statistical analysis was conducted using simple linear regression with SPSS version 25. The findings indicate that the overall quality of educational facilities and infrastructure is categorized as good, although several aspects, including parking areas, student discussion spaces, and facility maintenance, require substantial improvement. Student satisfaction is categorized as moderately high, reflecting that existing facilities generally meet students’ expectations and academic needs. The regression analysis produced the equation Y = 5.020 + 0.278X, with a t-value of 11.421 and a significance level of 0.001, confirming a positive and statistically significant relationship between facility quality and student satisfaction. The coefficient of determination (R² = 0.515) indicates that 51.5 percent of student satisfaction is influenced by facility quality. The study emphasizes the importance of continuous infrastructure improvement and responsive campus management to enhance student satisfaction and institutional reputation.

Abstract

Regional government performance planning serves as a fundamental instrument for the formulation of development programs, budgeting, implementation, and evaluation of public policies at the local level. This study aims to analyze the implementation of performance planning at the Regional Development Planning Agency (BAPPEDA) of North Halmahera Regency and to identify factors influencing its effectiveness in supporting regional development objectives. The research employs a descriptive qualitative approach, focusing on the performance planning process, alignment between organizational goals and strategic planning documents, the formulation of performance indicators, and institutional challenges encountered during implementation. Data were collected through interviews, document analysis, and direct observation of planning practices. The findings indicate that the implementation of performance planning has generally complied with prevailing regulatory frameworks and administrative procedures, particularly in the preparation of key planning documents such as the RPJMD, RKPD, strategic plans, and annual work plans. However, its effectiveness remains constrained by several factors, including limited work facilities and infrastructure, inadequate integration of development data, and suboptimal employee discipline and organizational commitment. These challenges affect the quality and timeliness of planning documents, ultimately influencing the achievement of institutional performance targets. The study concludes that effective performance planning is essential for enhancing governance quality and ensuring successful regional development. Strengthening institutional capacity, improving data integration systems, and fostering organizational discipline are necessary strategies to optimize planning performance and public sector accountability.

Abstract

This study examines the implementation of Electronic Government through the SIAPDES Application at the Community and Village Empowerment Service of Central Kalimantan Province. SIAPDES is a web-based digital innovation designed to enhance efficiency, transparency, accountability, and village data management quality by integrating with population data. This research employed a qualitative case study approach at the Provincial PMD Office and two pilot villages (Telok Village and Maliku Baru Village). Data were gathered through in-depth interviews, observation, and documentation, and analyzed using the Miles and Huberman model. Findings reveal that the implementation of Electronic Government via SIAPDES has been initiated but is not yet optimal. Using the Harvard JFK School of Government framework (support, capacity, value), leadership support exists but lacks consistency in sustainability and budgeting. Capacity is constrained by infrastructure instability, operator turnover, server migration, limited human resources, and budget. Value is evident in archiving and monitoring but not maximized due to technical disruptions and lack of inter-agency integration. Supporting factors include leadership commitment and initial training, while inhibiting factors are uneven infrastructure, low digital literacy, and fragile program continuity. The study concludes that SIAPDES holds significant potential for village government digitalization but requires strengthened regulations, infrastructure, continuous training, and better system integration
