Abstract

Kendal Port is a transfer of passenger and crossing sea port activities in the Port of Tanjung Emas Semarang, from the function, role and administration of the Kendal Port are under the auspices of the Port of Tanjung Emas Semarang. The development of Kendal Port into a commercial port utilizes the potential of the strategic location of the Kendal Regency, which is mainly close to Semarang City. This research discusses the role of the Kendal District Government in the development of the Kendal Port. The purpose of this research is to describe more deeply the role of the Kendal District Government in the development of the Kendal Port. This research uses descriptive qualitative research methods with data collection techniques through interviews, documentation, and literature review conducted to relevant informants. The results of this research are describing various findings in the field related to the role of the Regional Government of Kendal Regency in the development of Kendal Port, namely the construction of various main and supporting infrastructure facilities at the port, the budgeting of the Kendal APBD, Central Java APBD, and the State Budget, the existence of a development cooperation plan between the Regional Government Kendal Regency with BUMN, and public participation that strongly supports to port development, as well as the various benefits obtained by the Kendal District Government and the Kendal society.

Abstract

Indonesia is a democratic country and knows a government system where a leader and his representative are elected by the public directly through elections. Election is a democratic party or people's party which becomes an arena of competition to fill political positions in government based on the formal choice of citizens who meet the requirements. Election of regional heads (Pilkada) directly held in the country since 2005, provides ample opportunity for voters to make their choices according to the wishes and conscience of each in the region. In the 2015 elections there were only two candidates, namely incumbent candidate number 1 pair H. Icek Baskoro, S.H., M.H. and H. Sugeng Prasetyo, S.E., M.M. is the Incumbent Deputy Regent of Grobogan, and sequence number 2 is Sri Sumarni, S.H., M.M. and Edy Maryono, S.H., M.M. who were former candidates for the previous Regent. Regent of Grobogan Hj. Sri Sumarni, S.H., M.M. in carrying out the duties of government by themselves or 'single leader'. Within the leadership of Grobogan Regent Hj. Sri Sumarni, S.H., M.M. carrying out his administrative duties assisted by regional secretaries and staff in the government. As Regional Head Mrs. Hj. Sri Sumarni, S.H., M.M. in his government he made many changes in his leadership. The research method used by researchers is a qualitative research method. The results of the study are related to the analysis of the performance and relations of the Grobogan Regent with the Grobogan District DPRD in the Grobogan District Deputy vacuum in the 2016-2019 period in this study. Researchers try to dig data about performance by using indicators of productivity, service quality, responsiveness, responsibility and accountability and analysis of power relations. The performance of the Grobogan Regent in the vacancy of the Deputy Grobogan Regent in the 2016-2019 Period can be said to be successful in referring to the results of the rapid increase in regional development.

Abstract

The existence of women in legislative institutions is an absolute form of participation in the democratic process of the Indonesian nation. From this meaning, it is hoped that their existence will be able to give birth to policy sensitivity oriented to the interests of women. In fact women often encounter some obstacles in politics, such as political party rules that suppress women's independence and the dominance of the number of men who occupy seats in the council. The purpose of this study was to determine The Political Parties Hegemony Toward the Performance of Women Council Members In DPRD Province of Central Java 2019-2024 Period amidst of the existence of double hegemony originating from political parties and male domination in this representative institution. This research used descriptive analytical method with a qualitative approach. Data collection techniques used were interviews, and data collection techniques were also carried out with literature review and document review. Based on the results of the study, the researcher found that the women played active role when they expressed their opinions in running out the legislative function. However, with the collegial collective system made the women did not able to optimally convey the draft local regulation independently. In carrying out the budget function, women played an active role in the planning processed, discussion, stipulation, monitoring and evaluation processed in the determination of the APBD. There were some activities to carry out the oversight function such as the role of women councillor was quite active by carrying out recess, The women councillor did a work visits with OPD partners and based on OPD partners the role of board members was quite active in voicing the needs of their constituents. In the conclusion, despite the women councillor was under the shadow of the hegemony of political parties as a place for them to take shelter and the dominance of men in terms of quantitative, members of the council prove that they are able to greet opinions and try to play an active role as a member of the board in order to prosper the people of Central Java

Abstract

The nine dash line claim made unilaterally by the PRC in the South China Sea intersects with the Exclusive Economic Zone area in the northern sea of the Natuna Islands. This raises various problems not only for the two countries, but also with other ASEAN countries. Supervision of the territory is very necessary for Indonesia in maintaining the unity and integrity of the Unitary Republic of Indonesia, therefore it is necessary to have a relevant policy to maintain the sovereignty of the region. This study aims to determine the development of Indonesian national law in terms of policy making and the Government's efforts to maintain its regional sovereignty. The results showed that the efforts made by the Government in taking action to maintain the sovereignty of the Exclusive Economic Zone in the northern sea of the Natuna Islands were to use international instruments, bilateral instruments, National Legislation, and technical approaches based on A Manual on Technical Aspects of UNCLOS 1982 (TALOS) as a guideline in realizing UNCLOS 1982. Implementation of Indonesia's policy in maintaining its territorial sovereignty includes: infrastructure development, safeguarding and managing marine resources, as well as maritime cooperation with investor countries in order to gain recognition that the Natuna region belongs to Indonesia.

Abstract

The use of information technology encourages the realization of good public services in cities or in areas commonly known as the concept e-Government (Electronic Govrnment). One of the breakthroughs and innovations made by the Bogor City Government is the Normative Application for Structural Government Position - Clear. The first application in Indonesia is called (Anjas Go Clear) which was officially launched by the Civil Service and Apparatus Development Agency (BKPSDA). This policy innovation arises from a major problem related to the mismatch between employee competence and the position occupied. The distribution of employees that is not in accordance with the circumstances and conditions of the real needs of an organization caused by an intervention by a person or group of people to assign employees or officials who are not in accordance with their qualifications, competencies, and performance. In the Bogor City Government this is also an problems faced in job placement that lead to ineffective and inefficient organizational achievements. The research method that the author uses is descriptive qualitative using George C Edward III theory which focuses on important variables in the successful implementation of the program, namely, Size and Objectives, Resources, and, the Anjas Go Clear Model itself and is supported by triangulation theory to strengthen data. The results of this study indicate that the innovation of Anjas Go Clear (Nomative Application for Government Clear Structural Position) in Bogor City has gone well in placing employees according to organizational needs. So that the goal of placing employees in accordance with their qualifications, competence, and performance without political intervention from stakeholders can be achieved. The most profound obstacle is the data security aspect of the lack of data security to ensure the confidentiality of the draft structural appointment structure.

Abstract

Abstract: Analysis of the Supervision Process in Managing Village Funds for Infrastructure Development in Pacar Village, Tirto District, Pekalongan Regency in 2018. The process of overseeing village fund management carried out by the community has not proceeded properly. Of the three important aspects of supervision, namely:decision making on the use of village funds, implementation of the use of village funds and supervision of village funds. There are two aspects that are still running properly. The decision making stage for the use of village funds has not been carried out properly, especially in the Aspect of Conformity in the Compilation of Village Fund Planning Procedures because the village head did not make a decree on the Village Fund Implementing Technical Officer (PTPD) but only made a direct appointment to the village secretary and the head of Financial affairs, and the stage of the use of village funds namely in the aspects of the implementation of deliberations and the implementation of village development field activities. the implementation of village deliberations and village development which often coincides with work time are the main reasons for community exclusion. At the stage of supervision everything is proceeding properly, SPJ and LPJ reports on each activity and use of village funds have been made by the village government each time village funds are used. SPJ and LPJ reports become evidence that the use of village funds is not used for personal gain so that the misuse of village funds can be minimized

Abstract

This research is motivated by the many policies issued by the Government to alleviate poverty, one of which is the Non-Cash Food Assistance program. However, seeing the phenomena that occur in the distribution of this program, there are several obstacles, one of which is the inaccurate target, there are still many people who are able to receive assistance, while those who are truly unable are not recorded in the recipients of this program assistance. Then there was the delay in making KKS for KPM, and there were still people who could not withdraw BPNT there were also those whose balance on the KPM card was zero than what it should have been Rp. 110,000, - per month and there are recipients who are recorded but only received one aid and never received any more assistance. This study aims to determine how the implementation of the NonCash Food Assistance Program (BPNT) policy in North Semarang District as the largest recipient of assistance and Tugu District as the lowest aid recipient. The theory used in this research is George C. Edwards III theory. There are four dimensions that influence the success of Policy Implementation, namely Communication, Resources, Implementing Disposition, Bureaucratic Structure. The research method uses qualitative methods with a descriptive approach, the types of data used are primary and secondary data. Data collection techniques through interviews, observation and documentation study. The informants in this study were the Head of Social Welfare Section of Tugu and North Semarang Subdistricts, the District Coordination Team, the owner of the e-warong agent, the Recipient Community. Research Results The Implementation of BPNT Program Policies in Semarang City, especially North Semarang District has not been implemented optimally. This shows that there are several factors that are still experiencing problems. There are significant obstacles or problems, namely there are still people who feel that this assistance is deemed insufficient to meet the basic needs of the household, there are still inaccurate BPNT recipients, lack of socialization resulting in a lack of public understanding, and delays in making KKS KPM cards and delays in rice distribution due to the large number of KPM in North Semarang District. The conclusion of this research is that at the point of communication, the implementation still needs to be improved again because factors that are found to be obstacles between program implementers and program targets have found a gap where not all people know BPNT and just accept the lack of public awareness to realize this program is indeed targeted. -True for people who cannot afford and have not received food assistance, so as not to cause targets that are not on target. at the point of implementing resources from human resources as implementers of the BPNT program, human resources who provide services are responsive enough in handling complaints and friendly when handling related questions about BPNT so as to provide comfort and convenience for the community, but in terms of budget implementation still needs to be reviewed again due to the increase in food prices which the government did not anticipate in terms of disposition, looking at the characteristics of policy administrators who have good honesty and commitment, this is evidenced by the parties who have tried to work together to provide information about the BPNT program to the public. In the implementation of the mechanism, from registration to medical services, it has been carried out quite well, it is proven that the KPM received a letter from the kelurahan delivered by the local RT / RW for KPM participation in BPNT. Then the KPM was directed to the kelurahan to include the KK and KTP of the head of the family which were considered quite easy

Abstract

Election 2019 is a special election because of the high participation of 81 percent and tinged the very hard competition of two presidential candidates and vice presidents. According to Hasyim Asyari, the commissioner of KPU RI 2017/2022 and some of the observers ' opinion increase in participation is due to the versatility of the implementation between legislative elections from local to national level and presidential election/vice president. This research uses qualitative descriptive methods with data collection techniques in the form of interviews and documentation. Data is then analyzed using theory and data sources to answer the question of increasing participation and role of KPU in encouraging honest, fair, and safe elections. Contrary to the opinion of observers, the study found that increased participation was caused more by the fairhouse of falsehood, head to head of jokowi and prabowo in 2014, young millennium voters spikes, and volunteer roles. The fierce competition between the supporters of both candidates can be overcome by KPU by putting themselves as a national, permanent and independent institution, performing socialization targeting the entire population and the turn back hoax movement to ward off the election hoax. Moreover, the election commission was assisted by community volunteers to control the elections and thus produce legitimized elections. The conclusion that can be withdrawn from this research is KPU managed to perform its duties well, besides being able to utilize the momentum to increase participation and able to dampen the conflict among the electoral participants and produce a reliable elections. The KPU works in accordance with the prevailing rules, neutral, and socializing to the fullest extent possible to keep it as an electoral organizer until Indonesia's democracy is maintained as it should.

Abstract

Researchers reviewed the winning strategy used by PDIP to win Ganjar Pranowo and Taj Yasin Maimoen in Central Java Pilgub 2018. In this election, PDIP emerged as a coalition party by holding PPP to seize the seat of Governor and deputy governor of Central Java. It is interesting to research because the previous Pilgub PDIP always appear without a coalition. This research uses a qualitative descriptive method by which the author wants to describe the actual situation and then conduct an analysis in depth with the aim to know in detail the winning strategy used by PDIP in Central Java Pilgub in 2018. Data is obtained through interviews with PDIP cadres who are in the team of winnings and also through supporting documents obtained from the journal and the Internet. The winning strategy used by PDIP in Central Java Pilgub is to conduct political campaign strategies, positioning strategies or figure protrusion, time base strategy, Community approach strategy and general strategy. The strategy proved to be a potent win for Ganjar Pranowo and Taj Yasin Maimoen in Central Java Governor General election, 2018.

Abstract

Religion has a great influence on social life, including in politics. Islam, the majority religion in Indonesia, has long participated in politics, both through social organizations and political parties. Meanwhile, other religions have their views about politics, including Catholicism. The Catholic Church, as an institution of the Catholic Religion, has issued various official documents on politics, both at the world level and at various levels below, such as the Archdiocese of Semarang. These documents show that the Archdiocese of Semarang is trying to increase the political participation of its people. This research uses a qualitative method by conducting interviews with speakers, observations, and study of official documents of the Catholic Church. Political theory, political participation, and strategy are used to analyze findings in research. After conducting research, several obstacles were found, namely the lack of understanding of the political community, feeling as a minority, and the political situation that was not conducive, due to the emergence of primordial groups that gave rise to sectarian politics. The Catholic Church has a strategy, which consists of internal and external strategies. Internal strategy, targeting people and priests aims to instill understanding and knowledge of Catholic views, attitudes, and values in politics and prepare people for political contestation. Meanwhile, an external strategy in the form of cooperation with the KPU, Bawaslu, social organizations, and political parties, one of the aims is to create a conducive political climate for all groups. The researchers found that there were inhibiting factors in the church hierarchy, at the parish level, when there were lay people who had personal political interests so that the church's strategy did not reach everyone, especially those who fought in elections. Also, strategies to prepare people to participate in contestation are considered too short, only when a political year.
