Abstract

Lawfully, an implementation of separated village is determined in the regent legal ofPacitan on 31, 2006 about village building of Wonosobo and Wonoasri of Ngadirjo at Pacitancity. Wonosobo and Wonoasri are derivation town from Wonokarto in which it has beendivided on three autonomous area, such us; Wonoasri, Wonosobo and WonokartoBasically separated area gives an opportunities for social Safety, which becomes oneof the aims of govermental existance. On the other hand, automatically it also facilitatesgovernment to increase an coordination effeciveness and management of village building.Based on the government regulation of 78, 2007 that unfoldment aims to develop aninfrastructure building.This research is done not only to undurstand the development of the villageinfrastructure building after it has been divided, to understand the positive and negativeeffects to infrastructure building, to understand the impeding factors to infrastructure villagebut also to know an effect evaluation success of separated village of Wonokarto forinfrastructure building in the unfoldment area—Wonoasri, Wonosobo and Wonokarto.The research method which uses here is mixed method integrating two approaches inall the process researches. Thera are three towns becoming a population and sample of thisresearch such us; Wonoasri, Wonosobo and Wonokarto and it utilizes an interview andqoesioner technique. There are 99 respondens; 36 communities of Wonoasri; 23 communitiesof Wonosobo; and 40 communities of Wonokarto. There are 9 informans who wereinterviewed; social figures and other comuunities.The result of this research shows the result of evaluation effect of separated village ofWonokarto influences to infrastructure building in the three separated viilages—Wonoasri,Wonosobo and Wonokarto. The obstacles of this iplementation are internal and externalfactors, the expends, the participation of govornment, geogaraphical factor and anothers.The recommendation that can be given is urgently an active role of government andcommunities in either the planning, implementation, or perputation of village infrastructure.Keywords: Separated village, infrastructure building

Abstract

ABSTRACTDisposal of waste results from industrial activities can cause pollution if not managed properly. Perkampungan Industri Kecil (PIK) is an area of the metal casting industry that produces metal waste containing hazardous and toxic materials. Industrial environmental management is needed to prevent pollution of waste that can have an impact on the environment. In the environmental management industry in PIK apply the policy principles of Good Corporate Governance (GCG) so that the management can be known how much adherence to the rules.This study uses a mixture(mixing)between qualitative and quantitative research using data observation, interviews, documentation, and a questionnaire to explain in detail the real situation. In this study, informants taken include the Environment Agency Tegal regency and PT LUT Son Solder as the manager of PIK as well as in-depth interviews to the public, while the questionnaire given to the metalworkers using techniques Proportional purposive sampling is to apply specific criteria in accordance with the research purposes.The application of corporate governance principles is done using the five principles of transparency, accountability, responsibility, independence and fairness. This implementation is done according to Law No. 23 of 2997 on Environmental Management. Based on research conducted showed that GCG principles have been applied in the management of the environment and the level of compliance with environmental management through GCG is abiding by a percentage of 86.8%. As well as many obstacles in the form of limited human resources in implementation.The recommendations given in this study were (1) the importance of socialization legislation governing industrial and environmental management; (2) simulation of the craftsman regarding cleaner production in metal processing activities at PIK; (3) imposing sanctions on the one who has not executed correctly K3; (4) the application of the principles of good corporate governance to all stakeholders, including metalworkers. Keywords: Principles of Good Corporate Governance, Environmental Management Industry, Industrial Area, B3

Abstract

Development Strategy of Ponggok Tirta Mandiri Village Owned Enterprise Village of Ponggok Regency of Klaten, Central Java Province Abstract                  This study aims to find out how the strategy taken by the Tirta Mandiri Village Owned Enterprises, Ponggok Village, Klaten Regency, Central Java in managing the assets of village wealth so as to make the village income source to improve the welfare of the people of Ponggok Village. BUMDes Tirta Mandiri awarded by Kemendesa PDTT as Trendy Village because it can develop potential assets of the village in accordance with the present style in the era of social media that can attract tourists.                This descriptive study was conducted at the office of BUMDES Tirta Mandiri and office Kemendesa PDTT Kalibata with purposive sampling technique with primary data in the form of interview with the specified sample and secondary data obtained from various sources. Referring to the Master Strategy by Dan Schendel and Charles Hofer Higgins (in Salusu, 2005: 101) and the flow of organizational development systems according to Karl Albrecht (1985) which is poured into the major stages of organizational development according to McGill (1982: 156-157) .                The result of this research is that there are several factors supporting the establishment of BUMDes Tirta Mandiri, among which there are 3 springs of water source that become asset of village, supporting physical infrastructure, positive support from village community, BUMDes cooperation with PT. BNI46 (Persero), tbk, well-educated and professional management. The development of BUMDes Tirta Mandiri organization is based on social, kinship, and professional that become the main key in organizational development in BUMDES Tirta Mandiri.  Keywords: Organization Development, Village Owned Enterprise

Abstract

ABSTRACTThe skeptical and reluctant attitude of Samin Tribe in public participation has become their identical signature. However, during the last regional election in District of Pati most of the Samin Tribe registered as DPT cast their vote. The possibility of the ongoing problem with the cement factory influencing this political participation of the Samin Tribe is the background of this research with the main questions; how was the level of voter participation conducted of the Samin Tribe during the Regional Election of Pati in 2017? What is the connection between the cement factory issue with the regional election for the Samin Tribe? The purpose of this research is to describe the level of voter participation of Samin Tribe during the regional election of Pati in 2017. Other than that this research also attempt to find out and explain whether the ongoing problem with the cement factory will have something to do with the election or not. The theory used in this research is the political participation in describing the level by using stratified random sampling mode. The object of the research is the Samin Tribe who are registered as DPT the Regional Election of Pati in 2017. The result of the research shows 66, 7% of Samin Tribe uses their rights to vote while 33, 3% of them choose to abstain (golput). From these result indicate that the participation rate of samin tribe voters is included in active political participation, but it also found out there is no correlation between the cement factory issue and the regional election for the Samin Tribe. The Samin Tribe to be more open willing to participate in political participation without abandoning their teachings from their belief and still maintain a good level of participation in every election. The Samin Tribe should also be more assertive towards those who used their tribe’s name for particular interest. Key words: Political Participation, Samin Tribe, Regional Election, Cement Factory Issue

Abstract

Indonesia lagging behind in the global competition compared with other countries. The lag is due to the lack of quality of human resource development (HRD). The local government to build a region-based technology to overcome the backwardness through training and business incubation program. The purpose of this study was describe and explain the development of training and business incubation in human resource development (HRD) and the mechanism of human resource development (HRD) through local governments.The method used is a qualitative approach to data collection techniques are observation, interview and documentation. Informants in this study is the Head of Research and Development Bappeda Kota Surakarta, Division of Public Administration and Personnel STP, Division of Training and Teaching Factory STP, and Staff ATMI.The results showed that (1) Development of training and business incubation is very effective to improve the quality and quantity of human resources development. (2) The program Solo Techno Park were able to develop a number of new entrepreneurs in technology. (3) Development of human resources through the local government carried out by way of promotion and training. Keywords: human resource development, training and business incubation program

Abstract

The assumption that women and children are weak, makes some of them become victims of violence. The type of violences that occurs are diverse such phisical abuse/ domestic violence, sexual abuse, psychic abuse, human trafficing, economic abuse, etc. The purpose of this study is to describe the implementation of protection trough prevention efforts and treatment by goverment and knowing the use of allocated budget to the victims based on genre and children in Pemalang 2013-2015.The method that used in this study is qualitative approach with data collection technique by interviews and documentations. Informant in this study is Head of Departement Social KBBP Pemalang, Head of improvement quality of life section, Women empowerment and also as Coordinator of Jayandu Widuri Pemalang, Doctor IPKR RSUD Dr. M. Azhari Pemalang, Head of protection of women and children unit (UPPA) Polres Pemalang, and the victims and the family of the victims based on genre and children Pemalang.The study shows that (1) In Pemalang, there are still many women who become victims of phisical abuse / domestic violence which the suspect is their husband, (2) In Pemalang there are many children who become victims of sexual abuse and the suspect is from outside, not the victim’s family (3) The prevention efforts are not yet optimal while the handling efforts are quite optimal (4) The budget allocation still needs to be increased in number. Key Words  :  Women and children violence, preventions, budget

Abstract

Semarang City as one of the autonomous regions, has actually implemented the law by establishing non-smoking areas through Mayor Regulation No. 12 of 2009 on Non-Smoking Area and Limited Area of Smoking. With the aim of reinstating the zoning of the area without smoking and its management so that public health can be protected and improved from the disruption of cigarette smoke. This study aims to find out how the implementation of Regional Regulation No. 3 of 2013 on Non-Smoking Areas in health care facilities, teaching and learning process, and government offices in Tembalang Sub-district Semarang.Dan also know what are the factors inhibiting the performance apparatus in service facilities health, teaching and learning process, and government offices in Tembalang Sub-district, Semarang City, in the implementation of Perda Non-Cigarette Regions.The method used in this study using descriptive qualitative. The subject of this research is the government that is represented by the Health Office of Semarang City, responsible for the implementation of the policy, and the community. The sampling technique used in this research is Proportionate Stratified Random Sampling. The analysis used is qualitative analysis.Based on the result of research which can be concluded: 1) Implementation of Local Regulation Number 3 Year 2013 about Non Smoking Area in health service facility, teaching and learning place, and government office in Tembalang Sub-district Semarang not optimal yet 2) Factors that hamper apparatus performance in health facility , where the teaching and learning process, and government offices in District Tembalang Semarang City in the implementation of the Regional Regulation No Smoking, among others, communication, disposition and behavior change. Keywords: Implementation, Regional Regulation, Non-Smoking Area

Abstract

Abstract. In Jakarta, the sidewalks still have various problems to be solved, such as the number of street vendors who open stalls on the sidewalks causing pedestrian space, sidewalks, sidewalks used for illegal parking facilities covering sidewalks, narrow sidewalks, to sidewalks used bikers to break through congestion. Density of existing activities in Tanah Abang cause it does not escape the various forms of misuse of sidewalk function. Therefore, the Government of DKI Jakarta has an obligation to restore the function of the sidewalk by sticking to UU no. 22 Tahun 2009 about Traffic and Road Transportation, Perda no. 5 Tahun 2014 about Transportation, and Perda no. 8 Tahun 2007 about Public Order which in these three regulations contains the functions of the sidewalks and prohibitions to misuse its functions This research aims to determine what factors affect the Government of DKI Jakarta in overcoming misuse of sidewalk function in Tanah Abang and the obstacles that exist at the time of policy implementation. The method used in this study is qualitative, by doing data collection techniques using interviews, observation, and documentation. Data analysis performed with data reduction phase, data presentation, conclusion and verification. The research object is the staff of Transportation Department of DKI Jakarta Province, Central Jakarta Satpol PP, and Tanah Abang Sub-district. The result of the research shows that there are several factors influencing the Government of DKI Jakarta to overcome the misuse of sidewalk function in Tanah Abang namely social condition, organizational relationship, resources, and implementor institution. The obstacles that exist in the implementation of the policy are divided into two internal and external. Internal barriers include low social conditions and low public awareness. External barriers include weak regulation, inadequate market facilities, insufficient human resources, and limited budgets. Keyword: Policy Implementation, Sidewalk, Tanah Abang

Abstract

The Ombudsman study explains the lack of complaints not because of the performance of public services either, in fact people are reluctant to complain because it is considered not to bring any changes to the public service. The central government develops the LAPOR / Aspirations and Online People's Complaint Service, based on electronic applications, targeting in 2017 all Institutions / Ministries / BUMN / D / LGs can be integrated into the LAPOR program in order to improve the quality of public services. In 2016 the city government of Semarang began to implement the LAPOR policy with the name of Lapor Hendi. This policy is categorized as the use of electronic facilities by government / e-government in the field of public services, specifically the public service complaints management section.The objective of this research is to know Lapor Hendi process as public policy which is electronic from the side of its policy resources, using theory of policy resources from Harvard JFK School Of Government study, that is from Support, Capacity and Value aspect. Researched with descriptive kuaitatif method, by way of data retrieval through interviews, observation, and literature study.The result of the research shows that from the support side, there is support from the regulation of mayor that regulate Lapor Hendi, commitment in the form of routine report discussions, the allocation of physical infrastructure as the facilities and infrastructure of the activity, and also the socialization of Lapor Hendi indirectly to the community. In terms of capacity, the financial program of Lapor Hendi has been allocated to APBD, institutional, human resources managers and implementers along with technology infrastructure has been provided for this program. In terms of benefits, there are 3 parties who get from the benefits of Lapor Hendi policy, the community both Semarang City and outside the city of Semarang that utilize the facilities of Semarang City, Semarang City Government, and Profit Organization.Keywords: public service, Lapor Hendi, public policy resources, Support, Capacity, Value.
