Abstract

The Community Based Program on Water and Sanitation (PAMSIMAS) is one of the national programs to increase access of rural and peri-urban populations to provide water and sanitation facilities with a community-based approach. Implementation of this Pamsimas Program consists of three stages: Pamsimas I which was held in 2008-2013, Pamsimas II which was held in 2013-2016 and Pamsimas III implemented in 2013-2019. Pamsimas Program aims to provide water and sanitation for the people of Indonesia and is expected in 2019 has reached 100%. Accordingly the idea of partnership between Dalangan Village with Jimus Village and Ngaran Village, because Jimus Village and Ngaran Village do not have clean water while Dalangan Village has a spring.            Partnership between Dalangan Village with Jimus Village and Ngaran Village in pamsimas program can be said to be successful. The partnership between Dalangan Village and Jimus Village and Ngaran Village is good but no involvement of Dalangan Village community is in the planning process becoming a serious problem in the partnership because it will cause feelings of indifference to others. Another common problem is not getting involved in the formulation of the plan because it is only done by the board of the third pamsimas villages. In addition, that must continue also courage. Because it would be useless is the level of society is good but not balanced with the community activeness in the delivery of suggestions and criticism of the running of the partnership. In the management and sustainability of the partnership can be said to be effective and efficient because it is well organized starting from the frequency of meetings to the quality and quantity of meetings. The things that must be considered in implementing the partnership is the existence of an alternative fund. This research method use a mixed method to reveal in depth and the phenomenon of a phenomenon that will be studied by using Stratified Random Sampling method.            Recommendations for future partnership prospects are adding pipes so that all communities can feel the clean water from the partnership. Also do not forget to always control the pipes that connect the water from the Village Dalangan to Jimus Village and Ngaran Village in order to avoid severe damage.Keywords: Partnership, Clean Water, Community

Abstract

There is an absence of a theory explaining the non-structural institutional  practice of autonomous regions in Indonesia, which is part of new public management form of decentralization. This has an effect on the increasingly unfamiliar role of civil society combined agencies and governmental elements in order to assist in the delivery of public services. Yet this relatively new institutional model, able to address the issue of substantial democracy in developing countries such as Indonesia, which affects the quality of development of a region. At the praxis level, the increasing variety of challenges both domestically and internationally and the demands of fast-paced and instant society make the central government institutions overwhelmed to answer the various policy issues. What is the role of nonstructural institutions in order to participate in local governance?This research analyzes the role of 3 non-structural institutional in  Semarang City such as Semarang City Bureau Management Board, Sima Polder Management Board and Town Planning Development Board of Semarang in local governance through interview, literature study and a series of observations on activities in the three of non-structural institutions during November 2016 until November 2017.The results show that the role of non-structural institutions involving  various stakeholders, both civil society elements and government elements, is able to accelerate the process of public participation in the framework of urban development, to present informal communication in the context of the effectiveness of public policy socialization, policy issues that are easily identified and able to present experts who comes from diverse educational backgrounds and experiences to take an active role in providing policy solutions and alternatives. Keyword : Functional decentralization, Substantial Democracy and  Non Structural Organization

Abstract

Since the PAMSIMAS program was implemented in Semarang Regency from PAMSIMAS I (2008-2012) to PAMSIMAS II (2013-2015) program, there are 93 PAMSIMAS facilities in the village from the total number of villages in Semarang Regency. However, until 2015, there was 1 non functioning village and 6 partially functiong villages in the PAMSIMAS program in Semarang Regency. One of the villages is Timpik  Village in Susukan Sub-district. The aim of this study is to describe how the implementation of PAMSIMAS, the form of PAMSIMAS program, the form of implemented community empowerment, and solutions to overcome problems that arise in the Timpik Village. The theoretical approach used in this research is the Bottom-Up policy implementation approach which emphasizes the importance of considering two important aspects in the implementation of a policy, such as lower level bureaucrats and policy target group. This research used qualitative approch as its main aproach. The process of collecting data in this study used several techniques of observation, interview and documentation. In testing the validity and reliability of data, this research used triangulation technique of data source. The results showed that in the implementation, all elements that play a role in the PAMSIMAS program managements institutions and administrators both from the village and dsitrict have performed their duties and functions well so that peple get various benefits, especially in the field of access to drinking ater from them. However, there are still several obstacles which make this PAMSIMAS program not always run smoothly. The recommendation of this research is that the village level implementor should be more visionary and innovative in the future in solving the existing obstacles. In addition, it is expected that the community will participate and supprt in the development related to the continuations of PAMSIMAS program and continue to innovate in developing the programs that have been run before. Abstract

This study aims to determine and describe the Accountability Village Government in the Management of Village Allocation Fund in the Temulus Village including of planning, implementation, supervision, and accountability and how about community responds to Village Government in Management of Village Allocation Fund. This research is done because Village Allocation Fund is one form of government responsibility to promote development in the village and Temulus village is an developing village. This study used a mixed methods, it contain qualitative method and quantitative method. As mixed method, with focus on collection, analyzing, and mixed about qualitative and quantitative in a single or plural research. The sample in this study amounted to 95 people and interviewees to 5 people involved in fund management accountability village. Results of research conducted about planning procees system is good, like example about community’s respond that positive who attends the village discussion, then for  implementation of have implemented the principles of transparency and accountability. Supervision composed with internal and external, while the accountability of Allocation of village funds (ADD) both technically and administration is good, but it must given more excercise to village government that involved in fund management accountability village.Keywords: Village Allocation Fund (ADD), Planning, Implementation, Supervision, and Accountability

Abstract

The bureaucratic reformation of the Sub-district Integrated Administration Service for the acceleration of UMK licenses in Margadana sub-district of Tegal City aim for explaining the bureaucratic reformation which is implemented PATEN by Margadanana sub-district as one of the way to improving the quality of the services. The research determines the factors which influence the success of Implementation of PATEN. The research method uses Qualitative-descriptive method, where the information is collected from the staff of Margadana Sub-district Government, the Regional Secretariat of Tegal City, and some actors exclude the government institutions as data balancer. They are the citizens, and the policy observer in Tegal City.The results show the success of the Implementation of PATEN in Margadana Sub-district can be seen in implementation process through the behavior of the employees which handle the PATEN case, the infrastructures, the form of commitment for implementing PATEN, and the accountability of the services. They make Margadana Sub-district achieve the reward from theMinistry of cooperatives and Small Medium Enterprises Republic of Indonesia, and it becomes the pilot for the other sub-districts in Tegal City. The implementation of PATEN in Margadana Sub-district brings changes the performances of the employees of Government, and it impacts in the services for the community. The aim of PATEN is not only for improving the quality of the services in sub-district, but it has another aim to closer the services to the community. The changes happen through the PATEN programs, such as the procurement of facility services, the system of the services which is more modern than before and the behavior of the employees area consistent with the standard of the services.The driving sectors of the success of PATEN are the capacity of organization, coordination and interaction each actors who are involved in the program, and the strategy of information delivery through persuasive approach which improves services, such as the enhancement of the infrastructures. Furthermore, it has positive impact to the community relate to the satisfaction of the community toward the services, although there is limited budget for improving the capacity of human resources and the infrastructures. The conclusion of the research is the provision of public services through the PATEN program is related with the employees of the PATEN program, so the necessity of the bureaucratic reformation is strongly needed to achieve the good governance. Consequently, the PATEN policy can generate the institutions which have commitment for improving the bureaucratic reformation and noticing the community necessity in public services.Keywords: The bureaucratic reformation, PATEN and, public services

Abstract

This research has a goal to to find out the extent to which the success of the Bureaucratic Reform through the application of derivatives of e-government derived into an online-based system application, e-Kinerja in overseeing the running of government in Semarang City through the performance of civil state apparatuses, in which civil servants. How the implementation and implementation of a recent system change is implemented which results can be utilized by the people of Semarang City, as users and recipients of public services. BKD Semarang City as one of the government organization in the field of Personnel which build online system e-Kinerja gradually to SKPD in Semarang City area. BKD Semarang City is able to improve the performance of civil state apparatus through e-Kinerja.The type of research used in this research is analytical descriptive research type through qualitative approach. Sources of data used in the form of primary data derived from the results of in-depth interviews of research informants and secondary data in the form of archives and documentation. The technique of selecting informants using purposive sampling.The results of the study found that the implementation and application of online e-Kinerja system application succeeded to be a tool that plays a role in supervising the performance of bureaucracy in Semarang City. The success of development and implementation and implementation of e-Kinerja in all SKPD is considered very influential on the people of Semarang City. The success of Semarang City BKD's achievement in implementing this e-Kinerja online system also influences the services provided to the people of Semarang City, such as health services, education services, service in the field of personnel.Keywords : Supervision, Bureaucratic Performance, e-Kinerja

Abstract

This study discusses the phenomenon of Regional Head Election (Pilkada) in Pati District in 2017 which is very interesting to be studied because it is only followed by one pair of candidates who have to compete with empty boxes. This phenomenon can be attributed to the procession of recruitment and recruitment of political parties in Pati Regency because 8 of 9 political parties prefer to carry one candidate, while one other party can not carry the candidate because the number of seats owned is less. The purpose of this research is to know what factors happened in internal political party especially related to applying of regeneration function and political recruitment and candidate procession in all parties so that only one pair of candidates appeared. The method used is qualitative descriptive by conducting interviews to all political parties in Pati Regency and also to community leaders in Pati Regency regarding their response to the phenomenon that occurred. Having studied in depth the single candidate that occurred in Pati district because the figure of Haryanto who is a incumbent is very strong and has a high level of elektability. While Saiful Arifin figure who is a businessman is considered strong economically. So that the political parties in Pati Regency feel there are no one member who are able to compete with Haryanto-Arifin the stong pair both politically and economically. The emergence of a pair of candidates has triggered a group of people trying to win empty boxes in the hope of a repeat election in 2018 so that potential other figures can emerge. The process of regeneration and political recruitment inherent in the main function of political parties should be able to produce politically powerful figures. But in Pati Regency all parties seemed to not perform its functions optimally because the party does not believe the potential of cadres and the power of his own party machine. Pilkada which was only followed by a pair of candidates who had to fight empty boxes became an unfeasible democratic contestation. Abstract

Follow-up is an activity undertaken in the framework of completing the management of public complaints. Community complaints management in Tegal District is conducted through the process of receiving, recording, reviewing, distributing, confirmation, clarification, research, inspection, reporting, follow-up, and archiving. The substance of the public complaint consists of: the substance of public complaint is supervised and the substance of public  complaint  that is not supervised.The research method used is qualitative research method with explorative research type. Data collection technique used is interview, documentation, and literature study. The informants in this research are LPPL Tegal Radio Slawi Ayu FM (Director & Host of "Kabar Bupatiku") and 13 Local Government Organization of Tegal Regency (Secretary of Goverment Service, Head of  Division, Head of Sub Division and Section Head).The results of the research showed that the management of 37 community complaints that was not supervised on the 23 editions of the "Kabar Bupatiku" broadcast: 17 complaints have been followed up, 7 complaints are being followed, 4 complaints have not been followed up, and 9 complaints are not followed up. With this research, it is expected to be used as input material in the management of public complaints on the broadcast of " Kabar Bupatiku ".The recommendations that can be given to the Government of Tegal Regency is by making Standard Operating Procedures (SOP) management of complaints broadcast " Kabar Bupatiku " and by trying the attendance of the Regent to be able to escort complaints that are delivered  on " Kabar Bupatiku" broadcastKeywords: Management, Follow-Up, No Supervision

Abstract

The election of regional heads of Semarang regency in 2015 was participated by two candidates in which one of the candidates was an incumbent from the previous regent, Mundjirin. Mundjirin is accompanied by Ngesti Nugroho who is a cadre and DPC’s chairman of the carried party that is PDI Perjuangan. Besides being carried by a party with a big mass base in Semarang regency, Mundjirin-Ngesti is also supported by two other parties namely PAN and Partai Gerindra. Mundjirin-Ngesti earned 65% of the vote, that is appealing,  while major parties, who supported them, only managed to break through 41.72% in legislative elections in 2014 when the vote was combined.The purpose of this research is to analyze the role of political party machine and figure, where the party with big mass base is expected to contribute greatly to the victory of the candidate besides the candidate has their own figuration. The method used in this research is a qualitative method. Primary data from this research was obtained directly from an interview with informant through purposive sample and snowball sampling technique. While secondary data obtained indirectly through documents, articles, mass media, internet, and other literature studies. The data has been obtained then compiled with the stages of reviewing data, analyzing data and drawing conclusions and data verification. Thus, it yields descriptive data to illustrate the results of winning analysis of Mundjirin-Ngesti pair.Based on the results of research in the field, the most dominant role in the process of winning is the figure of Mundjirin-Ngesti itself mainly from social capital and economic capital owned. Party, as a vehicle of the candidate to win the election of the regional head, is less able to contribute greatly to the couples it supports. However, due to political marketing and figures with established social capital and economic capital, Mundjirin-Ngesti is able to win the election of regional heads of Semarang Regency in 2015.With the election of Mundjirin-Ngesti as the winner in the regional head election, they are expected to fulfill the promise of politics that is to strengthen Semarang regency to become Advanced, Independent, Discipline and Prosperous. Similarly, for political parties, that supported, are expected in the future to always guard Mundjirin-Ngesti during their term, if there is a policy that deviates from the goal of prospering the public, they will become the first party in giving reprimand and criticism. Key Words: Victory of Regional Head Election, Figure, Political Party, Political Marketing

Abstract

In 2015, the executive and legislative goverment made dicision for the implementation of simultaneous elections which held for every region whom governor / mayor terms of service would complete by 2015. On 9th December 2015, the elections held, one of the region is Surakarta. Among every citizens who have voting rights in the elections, there are people with physical or mentally boundaries, people with different abilities. Regulation and condition had adjusted to ease diffable people who used their voting rights, but it was under expectation. The objective of this research was to find out diffable voter's political perception towards election in Surakarta by 2015. This research used Almond & Verba indicators to answered the problems in line with the purpose of the research, which is knowledge, participation, and assessment to election. Accessibilty was added too as additional indicator to find out the implementation of election.This research used quantitative and descriptive method which analyzed and presented in tabular formed, processed by SPSS program to generate valid results. Population for this research was all diffable voters in Surakarta, and 54 samples taken by stratified random sampling technique. The result showed that most of diffable voter's political perception was in good level, they have searched for the information and participated the election. In order to make the election will be accessible for diffable voters, goverment shall increase the  service and capacity of the facilities and infrastructures that suitable for their needs.  Keywords: Election; Perceptions of Different Voters; Access Election
