ABSTRACTThe purpose this research is to find out how the role of Semarang City Goverment ingiving protection and justies for victims of Domestic Violence ( KDRT ), in which theimplementation of government policy through the Institute of Semarang SERUNI,which stands on the grounds the urgents need for the existence of an integrated servicesystem for women and children victims of gender based violence in the city ofSemarang.The methodology used in this reserch is a qualitative reserch method, because by usingthis method researchers can facus on the actual issues throughh data collection, datapreparation, description of data and data analysis.The results proved that the presence of the Mayor SK 463/A.023 No. Dated February 2,2009 on the establishment of the integrated service team handled in and completedmany benefits such as creating a litigious sosiety. However, there are also obstaacles inthe implementation of programs such as the lack integrated service team and the lack ofinformationin the community about the existence of the institute received SERUNI.Recommendations that writer provide : 1. The addition of integrated services team. 2.Resetting the mayor SK 463/A.023 number or make the decree as the law.Keywords: SERUNI institution role as implementer assigment mentoring and protectingvictim of KDRT in the city of semarangABSTRAKSITujuan penelitian ini adalah untuk mengetahui bagaiman Peran Pemerintah KotaSemarang dalam memberikan perlindungan dan keadilan untuk korban kekerasandalam rumah tangga ( KDRT )., dimana implementasi kebijakan pemerintah KotaSemarang tersebut melalui lembaga SERUNI, yang berdiri atas dasar kebutuhan yangsangat mendesak akan adanya sistem layanan terpadu bagi perempuan dan anak korbankekerasan berbasis gender di Kota Semarang.Metodologi yang digunakan dalam penelitian ini adalah metode penelitian kualitatif,karena dengan menggunakan metode ini penelitian dapat memusatkan diri padapersoalan-persoalan aktual melalui pengumpulan data, penyusunan data, penjelasandata dan analisis data.Hasil penelitian menunjukkan bahwa adanya SK WaliKota terpadu penanganankekerasan terhadap perempuan dan anak berbasis gender., hingga tahun 2012 programprogramLembaga SERUNI telah berjalan dengan baik, hal ini terbukti semakinbanyaknya kasus yang masuk dan selesai ditangani oleh lembaga SERUNI dari tahunke tahun. Program ini juga telah memberikan banyak manfaat antara lain menciptakanmasyarakat yang sadar hukum. Akan tetapi terdapat hambatan-hambatan dalampelaksanaan program tersebut seperti masih kurangnya anggota Tim Pelayanan Terpadudan masih kurangnya informasi yang diterima masyarakat tentang keberadaan LembagaSERUNI.Rekomendasi yang penulis berikan : 1. Penambahan anggota Tim Pelayanan Terpadu.2. Mengatur ulang SK Walikota Nomor 463/A.023 atau menjadikan SK tersebutsebagai Perda.Kata kunci : peran lembaga Seruni selaku pelaksana tugas pendampingan danperlindungan korban KDRT di Kota Semarang

In implementing a development, the government always involve the community in decision-making that will provide benefits and welfare for the people. Development aimed at achieving better conditions than before. Even so, the government should consider the rules for managing the resources used and the smallest effects arising for the smoothness of a development. Such as Reservoir Development Jatibarang aimed handlers flooding in Semarang which would require the materials to build a dam that is not little. Until eventually determined that the materials used are from Gunung Turun, located in the Village Mangunsari.This study aims to determine the socialization process between the government and the impacts arising from taking Gunung Turun of material in the process of implementation in village communities Mangunsari. The methodology used in this research is descriptive qualitative method, which seeks to describe the state of the real condition of the corresponding data collection was done by in-depth interviews of the informants are considered to know clearly seated problems. It also synthesize several documents that are considered important in this study.From the results obtained are socializing the government in the implementation of development Jatibarang Reservoir is intended to provide the public an overview of the goals and objectives of development and of the impacts that will occur regarding taking the material Gunung Turun. In the process of making the material more or less the same impact as the economic, social and cultural impacts, and environmental impacts that could affect people's lives either directly or indirectly.Keywords: Development, Jatibarang Reservoir, Gunung Turun

Political party is one of democracy consolidation agent which replaces personal-authority based feodalistic system into people-authority based democracy system. Considering the success of democracy consolidation by political party can be measured from good recruitment system and cadre system, clear political party’s orientation, and political configuration which is based on principle and method of democracy. This analytical writing starts from the idea of PDI Perjuangan as a big political party in Indonesia which has militant supporter base since this party takes “Soekarnoisme Ideology”. PDI Perjuangan is identical with a leadership of Soekarno’s offspring by the emergence of Megawati and Puan Maharani within party’s leadership. PDI Perjuangan Kendal county is identical as well by the emergence of Hendy Boedoro’s family. Twice of governmental election in Kendal county that was held directly won by PDI Perjuangan. The purpose which is going to approach in this reaserch is to know recruitment pattern cadre process, and political institution which is run by PDI Perjuangan Kendal county. Reaserch result shows that it is a tendency into oligarchy culture in PDI Perjuangan Kendal county. This is caused by domination of party leadership by the family of Hendy Boedoro. Party’s dependence toward in-charge party’s elite to strengthen cultural oligarchy. Such thing can be inffered in party’s leader election and candidate election of regent which was held by PDI Perjuangan Kendal county dependent on figures Hendy Boedoro and Widya Kandi Susanti. PDI Perjuangan has centralistic tendency with full authority which is owned by central PDI Perjuangan for policy in county level such as having the right of declaring the chairman who will be advised by PDI Perjuangan.Keywords: recruitment system, cadre system, oligarchy culture

Abstention phenomenon that occurs in the Pati Regional Head Election 2011 was ageneral election officer who has the highest number abstentions in Central Java at the time. Thestudy was conducted to analiyze the phenomenon of non-voters who happen to Pati Election2011 by using quantitative descriptive approach or talk about the frequency. This method is asurvey study in which the authors took a simple of the population and the use of questionnairesas the main data collection tool. Descriptive research is intended to careful measurement ofcertain social phenomena. Authors develop the concept and to compile fakt, but do not dopengjian hyphotesis, the result of the survey can also be used to hold a certain predictions aboutsocial phenomena.Abstensions of voter that occurs in Pati Election can be seen from the technical aspect,political aspect, ideological aspect and oersonal identity. This research found that the technicalaspect have to be main reason why Pati’s people unwilling to give vote. The technical aspect isconstraints that make people couldn’t voting, such as have other activities at the same timeelection day so could not come the polls. On the political aspects of behavior such as non-votershave no reason to believe the party, candidate/candidates or do not believe in change for thebetter. Meanwhile, if viewed from the aspect of one’s identity may be seen by religion, level ofeducation, age, gender and others. For example, if viewed in terms of religion for non-votersbecause someone decided that the party was not selected as candidate expected/ candidate, forexample in someone who is Christian tends not vote for a party that carried Islam as PPP, PKBwhile generally on the wing nationalist candidate or political party judged less respresentatif toaccommodate their asoirations, then the non-voters will be the final option is taken.

The essence of empowerment is a strategy to leverage thepower and independence of the community. Community empowerment at the village area ofSemarang district by LPMK (Institute for Village Empowerment) and BKM (Agency forCommunity Self-Reliance). LPMK oriented to empowering all people through the development /improvement of infrastructure neighborhoods. While BKM oriented towards empowerment ofthe poor.The result of this research are as follows. First, empowerment programs in the SubDistrict Tembalang done by LPMK (Institute for Village Empowerment) and BKM (Agency forCommunity Self-reliance) through three aspects: social aspects, environmental aspects,economic aspects and followed communities in need. Secondly, the provision of capital toexisting systems and processes group sharing between agencies beneficiaries withempowerment. Third, these institutions have a business as a source of income which is then usedfor the implementation of community development programs. Fourth, the empowerment programinvolves renovation of uninhabitable housing, construction of arthesian wells, making pavingroads and providing scholarships to poor students. Adiwiyata this program is one program the Ministry of Environment in orderto promote the creation of knowledge and awareness of the school community inenvironmental protection. The purpose of this program is to create good conditionsfor schools to be places of learning and awareness of the school community. Thisstudy describes the results of an evaluation of the program SMAN11 Adiwiyata inSemarang.The method used in this research using mixed methods (the methods ofqualitative and quantitative methods). Methods of data collection through literaturereview, observation, interviews and documentation, to do with the selection ofquestionnaire respondents using non-probability sampling is random samplingtechnique.Results of this study showed that the program runs fine Adiwiyata in SMAN11 Semarang.Program This gives the change benefits felt by the entire schoolcommunity. It's just for educational and non-educational personnel in carrying outtheir duties on the environment is still lacking. Obstacles in the implementation ofthis program is difficult to invite the school community to keep school.Recommendations for the implementation of the program is to maximizeAdiwiyata participation of educators and non-educators in their duties keeping theschool environment conditions. The purpose of this study was to determine the extent of one stop service has been implemented by KPPT Kudus Regency will directly impact on the high business license so as to increase the chances of the investment climate. Indicators of successful implementation of OSS using Standar Pelayanan Minimal (SPM) in accordance with Decree No. 63 of 2003 MENPAN analyzed descriptively by looking at the phenomenon that is happening in the community. Looking at the various aspects that have been analyzed can be concluded that the ease of licensing after the implementation of OSS that can boost a business license so investment opportunities in the Kudus Regency is getting better.Keywords: OSS, Licensing and Investment.

Steps to fix the railway line in Indonesia started. The plan, traffic lane north of the islandof Javawill be made into a double rail line. The rail track distance is 400 kilometers.Infrastructure development, the government has a plan to fix the railway line in Indonesia. Theplan, traffic lane north of the island of Java will be made into a double rail line. The rail trackdistance is approximately 436 kilometers. Double track railway will be undertakensimultaneously.The existence of double track railway will quickly push the national economy. Not onlythat, the burden of capital in the form of ground transportation vehicle that is felt during thisalready saturated, will be helped and can be reduced in the presence of a double track railway.Project construction of double track railway is expected to require a lot of manpower. Inaddition, there will be an increased flow of trucks carrying material on the Northern line ofJava, being up to 800 units per day, especially on a track Cirebon-Surabaya. By working inunison, the estimated future rail construction is completed in 2013. Expected in 2014, the doubletrack railway will be operational.In the implementation of the construction of double track railway line, of course, it takesquite a bit of land for this purpose, thus a need for cooperation between the Ministry ofTransportation Directorate General of Railways with the Local Government and Land Office torelease land for the construction of double track railway traffic Pekalongan - Semarangparticularly in the area of Pekalongan.
