Abstract

AbstractIndonesian population growth is very significant in every year raises technical issues related to the experience of recording demographic data irregularities and inaccuracies. Various problems arise such us double KTP because of easier to make ID Card. By leveraging the internet and technology development as a breakthrough in realizing e-government, the government's was created elektronic identity cards (e-KTP) program which is based on the Decree of the President of the Republic of Indonesia Number 26 Year 2009 on the application of National Identity Card-Based Population By National Identification Number. Electronic ID card program was implemented in 2011 and is targeted for completion in 2012 is an effort to create an orderly administration through the Population Administration Information System (SIAK). From this, the authors would like to discuss about how to evaluate the implementation of e-ID card program in Tegal regency in realize e-government, if successful, less successful or unsuccessful and appropriate goals or not, then identify the driving factors of implementation, and is there any obstacles that occur during the implementation process.This research is an evaluative approach using qualitative and quantitative techniques of interviews, questionnaires, observation, and documentation. Sources of data obtained from primary data through interviews with key informants or persons, questionnaires with respondents executive group (tenaga operator e-KTP) and target groups (communities), observations by looking at the implementation of e-ID in the field. While secondary data from research documents related circuitry. Data analysis techniques with data reduction, tabulation, triangulation, and data verification.The survey results revealed a weakness in input and process indicators. E-KTP program based modern technology is not matched by the capacity of human resources who are competent so difficulty when faced with a disturbance in the computer and networking systems as well as their responsibility to serve the citizens in a timely fashion is not done. Socialization training to the candidates so that the operator is not notified in advance that the communication is not clear. Then the constraints associated with both the equipment and the technical problems in the recording process of the electronic ID card and the level of public awareness is low. However, the electronic ID card can be done in Tegal regency due to good coordination between agencies that are responsible for this program.Implementation of e-ID cards in less successful district look to the realization of electronic ID cards compulsory that only reaches 67.88%. Input and process of implementation of electronik ID card is not weak produce maximum outputs. Therefore, it is necessary to improve the quality of electronic ID equipment and internet networks as well as human resources who are competent in realizing e-government.  Keywords: E-ID card, e-government, Implementation and Evaluation

Abstract

AbstractThis paper attempts to describe the dynamics of inter-ethnic relationships, theintegration of ethnic groups in Britain, and how the UK government react to it. Researchdesign that used in this paper is qualitative with descriptive method. The data used in thispaper in the form of secondary data obtained from various sources.Britain as a multicultural country is faced with the challenge of managing inter-ethnicrelations in order to maintain peaceful society. Inter-ethnic relations in the UK experiencingtension until now, mainly due to four things the racial riots, incidents involving the killing ofa particular ethnic, racial sentiments, and racism. Race riots broke out in the Britain a fewtimes which resulted in heated inter-ethnic relations. In addition, the murder incidentsinvolving a particular ethnic group often creates a bad atmosphere of inter-ethnic relationsin Britain. Racial sentiment and institutional racism that still exist in some institutions inBritain, helped trigger frictions between ethnic groups as well. In this case, the mass mediaalso plays a major role in triggering inter-ethnic friction that occurs. However, inter-ethnicrelations in the UK also has moments of harmony, especially when the Race Relations Act of1976 was passed and the anti-racism organization was formed.The dynamics of inter-ethnic relationships in Britain are caharacterized by a numberof incidents so that led to debate about the integration of immigrants and minority ethnicgroups with the British society. The integration can be viewed through four dimensions: thedimension of cultural, social, economic, and political. Research by public institutions andofficial statistics owned by UK government show that ethnic minorities in Britain have notbeen fully integrated with British society. This was demonstrated by the fact that someminority ethnic groups in Britain have little opportunity to access resources to meet theirneeds. The causes are varied, ranging from individual factors to environmental factors. Inresponse, the British government has issued a policy that aims to increase opportunities forthe integration of ethnic minorities. Nevertheless, it needs to be supported by efforts to createa broader public space so that each ethnic group get to know one another.Key words: the dynamics of relationships, ethnic group, UK, integration

Abstract

In reaching the whole system of democratic government, Indonesia hasundertaken the process of democratization (the transition, consolidation, and maturingpolitical culture community). This background has been made in this study. Problemsthat arise: How do students' perceptions of the Faculty of Social UNDIP aboutdemocratization in Indonesia?The purpose of this study was to describe the perceptions of students FISIPUNDIP about democratization in Indonesia. The data was collected throughquestionnaires with a population of as many as 3083 students of Faculty of SocialUNDIP and total sample of 100 students of Faculty of Social UNDIP. This type ofresearch is descriptive quantitative research.The analysis showed that the democratic system is in conformity with thesystem of government in Indonesia. College students who are part of the public haveconfidence that the ongoing democratization in Indonesia has done well but notconvinced that democratization in Indonesia (with the implementation of thetransition and consolidation) have been able to improve the socio-economicconditions of society and makes government of Indonesia to be better.Recommendations from this study are (i) For the government: provide earlyeducation about the system politic, providing open space for society, more transparentand accountable in the implementation of the system of government. (ii) For thecommunity: makes democracy as a way of life that guides the livelihood of thenation, more caring and actively participate in the political system in Indonesia. (iii)For college students: waged back the fighting spirit in defending the fate of nations,revive its role as an Agent of Change to give change for the people and governmentof Indonesia (by not doing harm to others).Keywords: Perseption, Democratization and College Student

Abstract

The Kurds are one of the ethnic groups living in several countries in the Middle East,they have goals and ambitions of creating an independent Kurdish state and sovereignity. Butafter the first world war ended, they had to live apart due to the Kurdistan region is divided intoseveral sovereign countries (Iran, Iraq, Syria and Turkey) by the United Nations. Kurds in Iraqin the Kurdish history is the most aggressive in expressing their aspirations than the Kurds inother countries. They created an ethnic nationalist movement used in order to demand thefreedom of Kurdish aspirations. Started in 1919, Mahmud Barzanji declare the Kurdish strugglein Iraq through the uprising known as Sulaymaniyah revolution. No accommodation of theinterests of the Iraqi Kurds by successive regimes dominate Iraq, making Iraq's Kurdish ethnicrebellion continued until the end of Iraq controlled by the authoritarian regime of SaddamHussein. The period of Saddam Hussein's regime was the toughest period in the history of ethnicKurds. Various Iraqi Kurdish policy of ethnic cleansing began intensified by the authoritarianregime of Saddam Hussein, but when it is also movement in Iraq's Kurdish ethnic nationalismgrew stronger.This study describes how the patterns of strategy ethnonationalism Kurdish movement inIraq during the reign of Saddam Hussein to go into Iraq's democratic process (period 1979-2012), as well as explaining what policies have been issued in order to accommodate theinterests of Kurds in Iraq during that period. This study also describes contemporary conflictsinvolving Iraq's ethnic Kurds as an actor in the conflict. So in this research will be able to seehow it changes shape patterns of Iraqi Kurdish nationalist movement from time to time as well asthe influence behind the change.Keywords: Iraq, Kurdish, Ethnonationalism

Abstract

ABSTRACTPancasila is the Indonesian national identity which becomes orientation of valuesand norm for all the people of Indonesia. Pancasila is a part of Civics Education lessonswhich is compulsory from elementary school to university. By weakening of Pancasilavalues gives a big affect to the behavior of Indonesian. Especially, the young generationof Indonesia looks increasingly becomes anti Pancasila. Based on those conditions, thisstudy aimed to determine the perceptions of senior high school students to the CivicsEducation Material containing principles of Pancasila.This study used descriptive quantitative approach, to describe the phenomenonthat occured and was intended to determine the perceptions of senior high schoolstudents on the Civics Education Material in detail. In collecting the data, the authorused a survey method through the distribution of questionnaires. Sampling method in thisresearch was purposive sampling to determine the number of samples in each school,then random sampling technique in the determination of the individual as a sample orPSU (People Sample Units). So the population selected purposively based on targetsstudents who were more dominant and deemed appropriate in accordance with the themeof the study.The results of this study showed that majority of senior high school students gave apositive perception of the Civics Education Material. Senior high school students couldunderstand what is wrong and what is right. There were not many differences perceptionof the material Civics between girls and boys students. Similarly, it happened betweenSMA 3 Semarang and SMA Don Bosko, both class X and class XI did not show anydifferences in perception. However, students could only receive Citizenship EducationMaterial well in theory. In practice there was less congruence between the students'cognitive and affective.Inexpediency of cognitive and affective among senior high school studentsoccurred because the progress of time factor that was even more out of the Indonesianculture. The inappropriate intercourse and lack of parental supervision of the childcaused the child socially easily get carried away with the wrong intercourse. Therefore,the socialization from teachers and parents to effectively supervise children in school andout of school is needed so that children do not fall into the wrong intercourse and moredamage the morale of the Indonesian nation.Keywords: Perception, Cognitive, Civics Education

Abstract

ABSTRACTThis study was conducted to describe the implementation of programe in the “electronik Kartu Tanda Penduduk/e-KTP” (electronic civil ID card) in Pemalang regency. The program is motivated by the development of information and communication technologies are adopted into the system of governance in the form of e-government. Implementation of e-KTP is intended to manifest valid demographic data base. So that it can be support the implementation of good governance.To explain the research implementation of e-KTP, then used descriptive qualitative research methods. Subject and object in this study is the Department of Population and Civil Registration Pemalang, Head of Population Registration, Technical Supervisor District, operator services, and society in general. The method of data collection was through interviews and observations with the selection of purposive informants.The study says that the implementation of e-KTP recording in Pemalang can be said is not maximized. Many constraints make the implementation of this program to be blocked, such as a less effective socialization, inadequate recording facility and bad mobilization planning.Recommendations for future research, is needed good socialization, communication, coordination and cooperation between the government and the public, in order to unify the views in the policy implementation process. In addition, the use value of the e-KTP itself should really be utilized for the distribution of welfare of the people and to improve public access to all public services provided by the government.

The purpose of this study was to determine the extent of the Implementation Process Jaminan Persalinan Program in Pekalongan and to find out why Pekalongan Less Achieve MDG Target's Policy Delivery Guarantee Program is a program of the Central Government's Ministry of Health Reublik Indonesia. Evaluation process used to determine program execution Jaminan Persalinan in Pekalongan descriptively analyzed by looking at the phenomenon that is happening in the community. Abstract

Topographically, Tegal city located in low-lying areas in the northern coastal areas of Java Sea. This topographic conditions that led to the city of Tegal has the potential vulnerability of disaster caused by sea water is quite high. The city is faced with the question every year tidal flood. According to Law No. 32 of 2009 in the protection and management of environmental, district / city government duty and authority to determine level of district / city. Tegals city government has a duty to establish appropriate policies in order to rob the response. Development paradigm has gradually shifted its efforts on increasing public participation in various phases of development activities. Principles of the implementation of the program is to put the public other than as objects of development is also a subject or perpetrator of development that is expected to continue / expand the development program and can solve their own problems, especially in improving the quality of settlement environment. Of it is to know how public participation in the prevention rob tegal city.In this study the researchers used a combination of qualitative and quantitative methods (mixed methods design). Mixed methods design is a procedure to collect data, analyze and "mixing" both qualitative and quantitative methods in a single research study to understand the problem. This research will use models aim sampling (purposive sampling). Understanding of purposive sampling is carefully selected samples were deemed worthy or representatatif in providing information on research problems.Implementation strategies used by the Government in response to rob Tegal is by involving all relevant agencies and elements rob problem, namely by engaging on education, the local, non-governmental organizations, communities and society tokok affected rob. The involvement of all elements and elements that comprise the city of Tegal; stages of planning, organizing, implementation and evaluation. Prior to the establishment of management policies rob, to the community, especially people who were targeted socialized programs in advance of planned steps to be performed Tegal City Government to the areas affected by flooding, in addition to the community in hopes to have a comprehensive knowledge and understanding, as well can actively participate in the later stages implmentasi.In general, the respondents' participation in the management process is classified as long rob upper middle. Community actively participate in the planning, establishment and implementation of government policies by Rob Tegal.
