Abstract

Air pollution control is an effort to prevent, overcome and restore air quality. Air pollution control efforts are carried out by the central government, local governments and those in charge of businesses. The purpose of this research is to describe the efforts of the Tangerang City Environmental Service in Controlling Air Pollution and to identify the Inhibiting and Encouraging Factors of Tangerang City Environmental Service in Controlling Air Pollution. This research uses descriptive qualitative research methods. The data collection technique is done by interview, observation and documentation related to the research. The results showed that the efforts of Tangerang City Environmental Service in controlling air pollution have not been effective. The inhibiting factor for Tangerang City Environmental Service in controlling air pollution is environmental characteristics. The driving factors for Tangerang City Environmental Service in controlling air pollution are managerial policies and practices. Recommendations that can be made to increase the success of Tangerang City Environmental Service in controlling air pollution are increasing socialization to the public in controlling air pollution and increasing the budget allocation for Tangerang City Environmental Service regarding efforts to control air pollution.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis kekuasaan dan kepentingan yang dimiliki serta melihat strategi yang digunakan oleh LSM dalam memenuhi hak penyandang disabilitas di bidang tenaga kerja. Penelitian ini menggunakan metode penelitian deskriptif. Hasil penelitian menunjukkan bahwa LSM merupakan aktor yang tergolong dalam tipe subject, yaitu aktor yang memiliki kekuasaan yang rendah akan tetapi memiliki kepentingan yang besar terhadap kebijakan tersebut. Walaupun memiliki kekuasaan yang rendah LSM menyusun strategi yang dapat meningkatkan penyerapan tenaga kerja disabilitas di bidang tenaga kerja. Strategi yang disusun sesuai dengan tujuan dari kebijakan pemenuhan hak penyandang disabilitas di bidang tenaga kerja, yaitu untuk meningkatkan penyerapan tenaga kerja disabilitas di dalam dunia kerja, oleh karena itu strategi yang dilakukan oleh LSM adalah bekerja sama dengan badan usaha yang ada di Kota Semarang, memberikan pelatihan secara mandiri kepada penyandang disabilitas dan mengadakan advokasi dengan badan usaha yang di Kota Semarang.

Abstract

Abstract Semarang City as a Metropolitan City is often dealing with garbage. The total amount of daily waste generated in Semarang City comes from households, offices, traditional markets, commercial centers, public facilities, areas, and others. Seeing this, the government is aggressively managing waste, one of which is through the Garbage Bank. One of the waste banks in the city of Semarang is the Guyub Rukun Waste Bank. This study aims to further investigate the Policy Outcome of the Guyub Rukun Waste Bank Program in Kelurahan Kemijen, Semarang. The policy outcome is seen from the core outcome, intermediate outcome and long-term outcome. This research uses descriptive qualitative research methods with interview data collection techniques and participatory observation. The results obtained from this study indicate that in terms of Initial Outcome the results obtained are reduced waste so that the environment is clean as well as an increase in the capacity of the community. Then from the perspective of Intermediate Outcome, it can be seen that the mindset of society towards waste has begun to change and the reach of customers from Guyub Rukun Waste Bank is expanding. The results of the long-term outcome itself can be seen from the increase in the community's economy from the results of waste collection and the establishment of cooperation with other parties in the sustainability and development of the Waste Bank, although in terms of the amount of pollution it has not been able to show significant results. Suggestions that can be given are: There needs to be reciprocal innovation, regular waste volume data collection, new activities, and regular monitoring.

Abstract

ABSTRACT Community empowerment in Ngargosoko Village through salak processing training is an effort made to optimize the abundant salak resources. This study aims to analyze community empowerment in the management of salak in Ngargosoko Village, Srumbung District, Magelang Regency. This study used descriptive qualitative method. Sources of data in this study were obtained from interviews, observations, and documentation. The technique of selecting informants was carried out using purposive sampling and accidental sampling. This study uses the theory of the dimensions of empowerment success. The results obtained, namely the access aspect has been fulfilled and supports the implementation of empowerment. Aspects that do not support the empowerment carried out, namely participation, control, and welfare. Community participation is still lacking because they are reluctant to spend their time participating in training. Control in the form of monitoring and assistance is only carried out when the activity is ongoing, before and after the activity does not exist. In the aspect of the welfare of the people of Ngargosoko Village, in fulfilling the need for food and clothing, it is still not fully fulfilled if it only relies on the results of the salak harvest. The driving factor for the empowerment of salak in Ngargosoko Village is the abundant potential of salak resources and the high interest of the community in empowerment. The inhibiting factors for empowerment are commitment of training participants, lack of monitoring, and marketing of training products. Suggestions that can be given are to improve coordination between the agency and village government and collaborate with third parties in marketing training products.

Abstract

AbstractThis research is interesting to researched more deeply because there are several problems that cause the job training program which organized by the UPTD Balai Latihan Kerja Dinas Tenaga Kerja Kota Semarang to be less effective. This research is a qualitative descriptive study using a purposive technique. The results showed that: 1) The job training program organized by the UPTD Balai Latihan Kerja Dinas Tenaga Kerja Kota Semarang is good enough but it cannot be said to be effective because it has not met the requirements that are said to be effective, which is related to the achievement of goals or results, efficiency, and systems. maintenance. The unachieved target of the alumni absorption of training programs to work for companies or to establish independent businesses, curricula that are only basic or basic, and a short training time have resulted in aspects of achieving goals or results less effective. Limited facilities and infrastructure have resulted in job training programs not running optimally and with quality so that the efficiency aspect is less effective. The training program that cannot be guaranteed to take place every year and the condition of the training equipment which is not well maintained causes the maintenance system aspect to be less effective. 2) The target factor and the amount of assistance are inhibiting factors for the effectiveness of the UPTD Balai Latihan Kerja Dinas Tenaga Kerja Kota Semarang. The lack of discipline of the participants during the training process has an impact on their lack of competence so that target factors hinder the effectiveness of the program. The not optimal amount of operational budget provided by the central government and regional governments also has an impact on the low quality of training tools so that they are less relevant to industry needs, this makes the amount of assistance a factor in the effectiveness of the program.

Abstract

Passport making service is a form of public service under the Ministry of Law and Human Rights. As a state organizing apparatus in charge of serving citizens in the best possible way, the Ministry of Law and Human Rights of the Republic of Indonesia is considered the implementation of its duties by the Directorate General of Immigration. Immigration is the only vertical agency that takes care of the arrival and return of Indonesian citizens and foreign nationals to be able to enter and exit Indonesian territory. A passport is a cross- border travel document that is a valid condition of departure or return of a citizen to enter or exit Indonesia. Results and discussions. The quality of passport-making services at The Immigration Office class I TPI Semarang as a big good with new innovations to improve its quality, namely with immigration authorities socializing about immigration in 5 districts 2 cities in the area of the immigration office class 1 TPI Semarang, the incandration of integrity zones to achieve the predicate of corruption-free areas in 2019, ambassadors of services, and innovations of Jempol Semar made to serve people disabilities or special diseases. The conclusion and advice on the quality of passport management services at TPI Semarang Class I Immigration Office should be improved by increasing the amount of human resources (HR) for people with disabilities or special illnesses, expanding parking lots and increasing photo space for people with disabilities so as not to join the waiting room.

Abstract

ABSTRAK Secara umum, pendidikan dan pelatihan (diklat) adalah proses pembelajaran yang ditujukan kepada aparatur sipil negara agar dapat meningkatkan kompetensi pegawai. Penelitian ini bertujuan untuk mengetahui pelaksanaan kebijakan dan faktor-faktor penghambat dan faktor-faktor pendukung. Penelitian ini penting karena kehadiran Virus Corona di Indonesia mengubah realisasi penyelenggaraan diklat yang sebelumnya klasikal (tatap muka) menjadi pembelajaran secara full online. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian dilaksanakan di Lembaga Administrasi Negara, informan penelitian dengan teknik snowball sampling, yaitu Kepala Pusat Pengembangan Kompetensi Kepemimpinan Nasional dan Manajerial Aparatur Sipil Negara, peserta diklat, widyaiswara, dan staff penyelenggara. Instrumen penelitian adalah peneliti, sedangkan teknik keabsahan data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa implementasi kebijakan penyelenggaraan PKN II melalui e-learning di Lembaga Administrasi Negara belum terlaksana dengan maksimal. Faktor yang menghambat dan mendukung implementasi kebijakan PKN II secara e-learning, antara lain: belum terbiasa belajar secara online, keletihan mengikuti pembelajaran, tidak fokusnya peserta dalam mengikuti diklat, dan kurang ketegasan dari pihak penyelenggara terkait surat kebebasan tugas peserta.

Abstract

Penelitian berjudul ‘Analisis Peran Stakeholder Dalam Program Pilah Sampah Di Kelurahan Mangkang Kulon, Kecamatan Tugu, Kota Semarang’, didasari atas rasa ingin tahu peneliti terkait sampah yang belum terkelola dengan baik serta pengelolaan sampah yang belum maksimal sehingga berpotensi menimbulkan pencemaran dan dampak negatif bagi masyarakat. Penelitian ini bertujuan menganalisis peran stakeholder pilah sampah serta faktor penghambat program. Menggunakan metode deskriptif kualitatif dengan teknik penelitian observasi, wawancara dan menggunakan dokumen online. Peneliti berusaha menggambarkan fenomena penelitian secara mendalam menggunakan data primer dan sekunder. Terdapat tujuh stakeholder program pilah sampah dan terdapat lima peranan stakeholder. Berdasarkan analisis peran diketahui bahwa pemerintah kota dan DLH berperan sebagai policy creator dan fasillitator, selain itu DLH juga berperan sebagai koordinator. Kecamatan dan kelurahan hanya sebagai koordinator. Bank sampah berperan sebagai koordinator dan implementor, KSM berperan sebagai akselator, koordinator dan implementor serta masyarakat sebagai implementor. Berdasarkan analisis pengaruh dan kepentingan ditemukan bahwa masyarakat menjadi subjek program, Bank sampah dan KSM sebagai aktor kunci, DLH kota Semarang sebagai pendukung dan pemerintah kota Semarang, kecamatan dan kelurahan sebagai pengikut. Artinya Bank sampah dan KSM adalah stakeholder yang memiliki pengaruh dan kepentingan paling tinggi diikuti oleh DLH, masyarakat, kelurahan dan kecamatan serta pemerintah kota. Faktor penghambat program dianalisis menggunakan variabel komunikasi, nilai, tingkat kepercayaan dan sumberdaya. Ditemukan bahwa faktor penghambat adalah miss komunikasi, stakeholder terlalu ‘money oriented’, minim apresiasi, budaya membuang sampah sembarangan, partisipasi rendah, minimnya SDM dan sarana prasarana karena beberapa faktor penghambat tersebut berdampak pada pelaksanaan program pilah sampah menjadi belum maksimal. Diperlukan kerjasama dan komunikasi yang baik antar para serta pemerintah setempat bersama OPD terkait agar dapat mewujudkan program pilah sampah yang baik.

Abstract

Abstract The development of batik is currently a serious problem in Grobogan Regency due to the lack of competitiveness of grobogan batik quality. The lack of attractiveness of the public to buy batik products led to a decrease in the amount of production. This research aims to analyze management in the development of Grobogan batik industry as an effort to empower the community and the factors that are the obstacles. This research uses qualitative descriptive method with data collection techniques using interview, observation and documentation techniques. The research looked at the management component in the development of Grobogan batik industry as a community empowerment effort that includes planning, organizing, actuating, controlling owned by George R. Terry, and wilson's theory of empowerment process. The results showed that the management of the development of the Grobogan batik industry as an effort to empower the community in Grobogan Regency is good enough although still not maximal because of activities that only focus on monotonous coaching and lack of innovations that can attract more people to participate. The factors that influence are: weak public awareness, lack of community participation rate, lack of ability to use technology, traditional mindset of society, people still market batik products with conventional, and lack of public attraction so that there needs to be more opportunities for the community to increase participation, there is still a feeling of excessive sungkan and innovation and expansion of cooperation with the marketplace. The suggestions provided are: provide space and opportunities for the community in conveying aspirations, developing innovations by bringing professional speakers in sustainable seminars, providing market place training, conducting open surveillance reporting uploaded through the Disperindag web, as well as marketing Grobogan batik products, in tourist attractions. Abstract

ABSTRACTImproving service quality and driver performance is needed to meet user satisfaction. Satisfaction is the level of a person's feelings after comparing the perceived service and performance with expectations. This study aims to determine the relationship between service quality, driver performance and user satisfaction of mikrotrans Jak Lingko in DKI Jakarta. This study uses a quantitative research approach with a total sample of 270 respondents who use mikrotrans Jak Lingko in DKI Jakarta. Based on this research, the results of the hypothesis test of the relationship between service quality and user satisfaction indicate a moderate and significant level of relationship and can be accepted, as evidenced by the results of the Kendall Tau correlation coefficient is 0.534, then Z-count 13.07> Z-table (5%) 1.96 and the percentage contribution of 28.5%. Hypothesis test results of the relationship between driver performance and user satisfaction indicate a moderate and significant level of relationship and can be accepted, as evidenced by the results of the Kendall Tau correlation coefficient is 0.514, then Z-count 12.58> Z-table (5%) 1.96 and the percentage contribution was 26.4%. Hypothesis test results of the relationship between service quality and driver performance with user satisfaction show a significant and acceptable relationship, as evidenced by the results of the Kendall tau concordance correlation coefficient, which is 0.814, then Chi-Square count> Chi Square table (5%) is 440.059> 5,991. with a contribution percentage of 66.2%. The three variables of this study have an average in the category of satisfied or good, although some indicators in these variables still show a score below the average. Suggestions that can be given for the constraints in these indicators are that the manager should be able to provide knowledge and take action against drivers to continue to improve service quality and driver performance of mikrotrans Jak Lingko in DKI Jakarta.
