Abstract

Banyaknya kegiatan indutri dan masyarakat menyebabkan rusaknya ekosistem sungai dan mempengaruhi kehidupan masyarakat.Tujuan adanya Implementasi Program Kali Bersih (PROKASIH) di Kota Semarang untuk menangani pencemaran sungai yang semakin memburuk.Fokus penelitian ini adalah Program Kali Bersi di Kota Semarang.Tujuan penelitian ini untuk mengetahui sejauh mana pelaksaan Program Kali Bersih di Kota Semarang.Penelitian ini menggunakan penelitian kualitatif deskriptif.Teknik pengumpulan data menggunakan observasi, wawancara dan dokumen-dokumen yang berhubungan dengan pelaksanaan Program Kali Bersih di Kota Semarang. Hasil penelitian menunjukan bahwa pelaksaan program kali bersih sudah berjalan dengan baik meskipun hal ini masih terdapat beberapa kendala yang dihadapi seperti, sikap masyarakat yang masih membuang sampah di sungai dan pembuangan limbah industri yang tidak sesuai dengan baku mutu air limbah. Sehingga hal ini perlu upaya yang keras dalam meningkatkan dukungan kelompok sasaran Program Kali Bersih dalam upaya pemberian sanksi yang tegas terhadap pencemaran lingkungan.

Abstract

Performance Benefits Policy is defined as a function of the successful implementation of bureaucratic reforms on the basis of performance has been achieved by an employee. Problems that occur related to Performance Benefits Policy is the lack of technical regulations in granting allowances performance, so that the amount of allowances performance given to each agency is different and Performance Benefits rational scale when state finances in an unstable state is also not yet considered. Performance Benefits provision problems in NCSA is that provision still based on the workload and the strategic location of agencies, allowances nominal amount of the performance is still not feasible, service and discipline that has not been good because there is no professional human resources and a lack of innovation. The purpose of this research is to identify and analyze the impact of performance benefits against the Job Performance, Work Culture and Employees Fulfillment. Data collection techniques with questionnaires, interviews and observations, the data is processed and analyzed quantitatively. The results showed the perceived impact of employees after the Performance Benefits Policy. Impact on Job Performance in general is good with a percentage of 70%, it is associated with increased quality of work and timeliness in completing the work. Impact on Work Culture is generally sufficient to the percentage of 71%, it is associated with improvement in employee behavior. And the impact on Meeting the Needs of employees in general simply by percentage (66.1%). However, this effect has not been entirely positive because they still need some improvements related to the quantity of work produced by employees, the attitude of employees in work as well as various other aspects in fulfilling the needs of employees. Suggestions from this study is the need for changes to the criteria for the calculation of provision benchmarks on performance benefits, improved communication among employees as well as doing repairs to the weaknesses in the system of performance allowance.

Abstract

The implementation of policies on the management of coastal in the area of general used and conservation at semarang is planning coordination, utilization, monitoring, and control of coastal resources of the Government and Local Government, between sectors, between terrestrial and marine ecosystems, as well as between science and management to improve the welfare of the people. The purpose of this research is to analyze Policy For Coastal Management Policy Implementation in the region common Utilization and Conservation Semarang with 5 indicators that can be used to assess the quality of policy output, namely Access, Coverage, Frequency, Service Delivery and Accountability. Researchers analyzed factors that support and hinder the implementation of coastal zone management policy with 4 factors was found in the field. 4 factors are environmental, Technology, program plan and Socio economic Conditions. The results of this research is that the implementation of policies on the management of coastal in the area of general used and conservation at semarang is good enough but still not optimal, because there are 3 indicators are encountering many obstacles for the Implementation. Still need for improvement in indicators Access, Coverage and Frequency.

Abstract

Education is one of the most important aspect in human lives that helps making and improving a better life as a nation. Education is also a way to prepared students for their role in the future through guidance, teaching and training. The government has he main role in fulfilling the needs of education in society. The government has made a policy in educational field that is School Operational Assistance program. School Operational Assistance program has made to support 9- year compulsory education program. The government provides funds to schools so that students are exempt from all tuition fees. This program was started in July 2005 along with the beginning of 2005/2006 academic year. This research was conducted in SMP N 3 Semarang which is one of the best school in Semarang. This research is based on the reality of the implementation that there are several problems such as the limited use of School Operational assistance funds for schools as implementers. Based on the research, the implementation of School Operational Assistance program in SMP N 3 Semarang is still not optimal. Therefore the recommendation is by not limiting the use of School Operational Assistance funds for every schools, funding school based on the needs of each schools, and understanding the use of School Operational Assistance funds to avoid misperception in the implementation

Abstract

Village Disaster Preparedness (Kelurahan Siaga Bencana) is a village that has ability to recognize threats in their area. It is also able to organize community resources to reduce vulnerability and to increase capacity of their community in order to reduce disaster risk. This ability is embodied in planning the efforts of prevention, preparedness, disaster risk reduction and increased capacity for post-emergency recovery. The purpose of this study is to describe how the implementation of the Village Disaster Preparedness Program in Ngaliyan, Semarang and to determine the supporting and resisting factors of Village Disaster Preparedness Program in Ngaliyan, Semarang. This research is a descriptive study by using a qualitative approach.The result shows that in its practical, there are some situations that resisting the implementation of program. This is caused by the weakness of the human resources, funds resource and facilities resources factors. The recommendations which can be given is related to human resources that can be improved in quantity and quality, financial resources in order to provide a special estimation to the implementation and improvement of the quality in facilities and infrastructure on the implementation of the program.

Abstract

The most important stage in a process of public policy is policy implementation. One of the government programs to reduce poverty in the villages on the basis of community empowerment is PNPM Mandiri. Activity Management Unit (UPK) is one of the most important component in the success of PNPM Rural destination. But over PNPM Rural in Sub Source, former Secretary of the District of Sumber stumble UPK corruption cases women‟s credit funds (SPP). As a result of this case is the amount of arrears by a group of women beneficiaries SPP funds. The purpose of this study is to investigate the implementation of PNPM Rural in District Related resources on UPK District of Sumber and to identify factors driving and inhibiting factors of implementation. The theory used is the implementation of the theory of George Edwards III. This research is a qualitative descriptive study.Informants in this study is the Chairman of the Supervisory Board UPK District of Sumber, Chairman and Treasurer UPK District of Sumber and Chairman of user groups women‟s credit fund. This research data collection techniques are not structured interviews, observation, documentation and triangulation of data sources. To analyze the data using domain analysis to analyze the general picture of the research object. The result showed that the implementation of Rural seen in District Sumber of policies considered good accuracy, precision of execution is considered less good, the precision of the target is considered good, the environment is considered good accuracy and precision of the process is considered less good. While driving factor is the implementation of communication and resources.While limiting factor is the implementation of dispotion, beraucratic structures and the level of commitment of the target group.

Abstract

Smoking is bad for human health , so as to hinder development in the health sector. This became the basis the regional government of Semarang city to make a policy governing concerning Limited Smoking Area As stated in the regulation of Semarang no. 3 year 2013. The purpose of this research is to know and to analyze the implementation of the regulation of Semarang no. 3 year 2013. To discuss concerning Limited Smoking Area regulation as well as the factors that influence on the based on the monitoring regulation of Semarang no. 3 year 2013. The method used in this research are deskriptive is a procedure to provide the data or information about m a qualitative studies, data obtained from the interview observation, and archive institute.Research results that are relevant to the problem via reduksi m a qualitative analysis, surveyed the data in accordance with the basic research and mengkerucut to focus on the main issues on the answer to this. The research results show that in the implementation regulations the implementation of this policy is considered to be quite successful however still less than optimal nevertheless there are some positive change that is felt by officials in station good tawang itself and by passengers who are at the station tawang Based the research result, There are obstacles that found supposed to be repaired as soon as possible , found a supporter of the implementation of has to be defended .Clarification on the city Semarang establishment of regulation concerning the region Limited Smoking Area as well as from the notification conducted through the media need to maintained if needs to be improved

Abstract

The implementation of child-friendly city program is a step to create an environment to ensure the fulfillment of the children rights which are implemented by stakeholders, which is the government, society, and the business industry. The objective of this study is to describe how the implementation of Child-Friendly City Program in fulfilling the rights of children in Bekasi that can be assessed through five indicators which are in the five clusters of the children rights. Researcher analyzed the factors that support and obstruct the programs with six factors were found in the field consist of internal and external factors. The factors are resource, the commitment of officials and policy implementers, communication, society and business industry. The result of this research in attempt to fulfill the rights of children in Bekasi is still encountering obstacles on several clusters. There must be an improvement in resources aspect both in quantity and quality. The communication between the policy implementers have not been good and the information has not been delivered to the target group. The commitment of the officials and all of the policy implementers is still weak.

Abstract

Currently tourism become one of five sectors which giving highest contribution to Indonesia economic side. Hence, our country trying to maximize the role of tourism stakeholders. One of it is The Department of Tourism and Cultural Department Central Java. According to findings, the performance to achieve the vision is not maximum, one of the reasons are human resources factor. This study attempts to analyze the performance especially employee performance and the resistor and supporter factor. The assessment conducted with research the performance indicators that writer is use which are quality of work, quantity of work, timing, and independence of work. While the resistor factor and the supporter factor are seen from the research that writer did. This study using descriptive qualitative research methods with described the outcome of the findings and the interviews. Based on the research, the employee performance in Central Java Tourism and Cultural Department is not optimal. It is provable by the problems in all performance indicators. Then, the resistorfactor also not support the performance become optimal, so that organization should form a competitive work environment, improves the ability of employee, and coordinated with the government to solve those problems.

Abstract

The backgroud of this research is has not been going well the implementation of disaster management in the city, it is characterized by not maximal implementation at the time of pre-disaster, emergency management and post-disaster.The purpose of this research is to describe how Implementation of the Minister of Social Affairs of the Republic of Indonesia Regulation number 29 year 2012 on Cadets Disaster Preparedness in Semarang that can be rated through three phenomenons, which is pre-disaster, emergency management, and post-disaster. This research uses descriptive qualitative method. The results of the implementation of the Minister of Social Affairs of the Republic Indonesia Regulation number 29 year 2012 on Cadets Disaster Preparedness in Semarang City. Researchers analyzed the factors that support and hinder found in the field include a lack of compatibility between policy and implementing organizations, community support, communications between the lines, the availability of human resources and the allocation of financial resources. The study recommends among other things that need to increase resources both in quantity and quality, to maximize early warning systems, enhance the activity in the delivery of information to the target audience, and maximize the role in the handling of psychosocial services to victims.
